- Κι' οι χριστιανοί; ρωτάει ο πατριάρχης. Να τους αφήσουμε στο μαχαίρι των Γενιτσάρων ;

Will SolarCity IPO offer hope for renewable energy investors?

By Harris Roen

SolarCity, a solar panel installation and finance company, is one of the more promising stories for alternative energy investors this year. SolarCity filed details of its initial public offering (IPO) on Tuesday, making it one of the few alternative energy company IPOs that investors are optimistic about. This article explains what type of business SolarCity is, lays out details of its stock rollout, and reveals important pluses and minuses for investors.

What SolarCity Does

SolarCity’s product is simple; it installs solar systems for homeowners, business (including Wal-Mart, eBay and Intel) and government agencies. In many cases there are little or no upfront costs to the client, just sign the papers and you are on your way to reduced electric bills using clean energy! SolarCity claims that it installs more solar energy systems than any other company in the U.S. Its goal is to reach every home and business to become “the largest provider of clean distributed energy in the world.”

How SolarCity does this, though, is anything but simple. In most cases, the customer does not own solar system. Instead they get the benefits through either a lease, where a fixed monthly fee is paid, or power purchase agreement, where a rate is paid for the actual amount of electricity generated.
SolarCity takes these recurring payments, along with government incentives (including investment tax credits and accelerated tax depreciation), and sells them to investment funds. By doing so, SolarCity has raised $1.57 billion by working with Credit Suisse (CS), Google (GOOG), PG&E Corporation (PCG), U.S. Bancorp (USB) and others. SolarCity then uses part of the cash to cover costs of the solar installation, and reinvests the rest to grow the business.

In other words, if you want solar on your house, one or more global investment funds, with a residual interest by SolarCity, will own the solar panels on your roof. They in turn either lease it back to you, or charging you a rate for its use. To complicate things more, SolarCity plans to expand its current assortment of investment configurations. These configurations now include joint ventures, lease pass-through and sale-leasebacks, but SolarCity plans to add in other debt or equity structures in the future.

The SolarCity IPO

SolarCity will be releasing 10 million shares that will be trading on the NASDAQ Global Market under the symbol SCTY before the year’s end. Shares will be priced at between $13-$15. The company currently has negative net earnings, so determining a fair price for the SolarCity shares can only be based on the hopes of growing future earnings. Its prospects look good, though, as shown on the charts below.

SolarCity has a proven track record of being able to grow its business. Revenues, or sales, have been steadily climbing over the past four years. In fact, in just the first nine months of 2012 revenues came in three times greater than they were in 2009 and 2010. As the company states, its customer payment obligations “have grown at a compounded annual rate of 117% since 2009.” Gross profits have also followed suit.

SC_revenues.jpg

This rising revenue stream is a result of an increasing customer base, which has also exploded in the first nine months of 2012. The number of buildings that SolarCity services is more than double that of a year ago, and the number of customers is almost triple.

SC_clients.jpg
On the down side, SolarCity has incurred increasing expenses, which has caused losses to accelerate as well. One would expect operating expenses to be increasing as revenues rise, but the painfully widening net loss is a concern. To be fair, SolarCity has been reinvesting much of these funds to lay the foundation of its business in order to be able to grow successfully.

SolarCity’s debt levels are also growing, but are not considered excessive.  Its innovative financing structure has allowed SolarCity to keep debt at bay, a huge positive for this IPO.

Dangers of Owning SolarCity Stock

There are several risks involved with investing in SolarCity, many of which are the standard type encountered by investing in any IP0. Two, though, stand out.

First, much of SolarCity’s current business relies on various government incentives, including rebates, tax credits and performance payments. The viability of these credits over the next five years is a huge moving target, which creates a great deal of uncertainty for this company. As these credits expire, SolarCity’s current business model looks less attractive.

Second, the U.S. Department of Treasury is concerned that it may have over-issued grants and tax credits to SolarCity. The Inspector General issued a subpoena to see if SolarCity overvalued the panels it installed, which would have generated a bigger incentive than it was due. In addition, the IRS is auditing two of SolarCity’s investment funds. The results of these investigations are a big unknown, but if Treasury adjusts the fair market value of the solar systems down, SolarCity could easily be facing repayments in the tens of millions of dollars.

Is SolarCity A Good Solar Sector Play?

Returns on solar stocks have been dismal. Of the 60 solar companies the Roen Financial Report tracks, the average company is down 13.1% for the quarter, with only 25% of companies showing gains. In fact, almost half of the companies posted losses in the double digits for the past 3 months. Much of this carnage is due to the continued oversupply of photovoltaic products, as well as the harsh business climate created by trade wars vis-à-vis the U.S., China and the European Union.

SC_solar_returns.jpg

It is these exact conditions, however, that benefit SolarCity. The downward squeeze on solar prices makes deployment of these systems more and more affordable. According to the Lawrence Berkeley National Laboratory, since 1998 installed prices for residential and commercial solar in the U.S. has dropped between 5%-7% per year on average. This means the average project cost is half of what it did 13 years ago. This trend is likely to continue, and my even accelerate as breakthroughs in photovoltaic technologies come to market. This creates a very tough environment for solar manufacturers, but it is all good news for companies like SolarCity. Though the risk of government incentives drying up is a real concern for SolarCity, dropping panel prices, along with rising energy costs, could balance out the damage to SolarCity’s business model.

Also, I like that sentiment on solar is so low now. In fact, the word on the street is so negative on solar I have turned short-term bullish on the sector. Witness that the ETF Guggenheim Solar (TAN) was up over 10% in the last 5 days of trading, while the NASDAQ gained less than 2% over the same time period. SolarCity could experience a downdraft in its stock price due to negative views on the sector as a whole. However, as is often the case on Wall Street, overreaction on the sector as a whole may cause an undue drop in SolarCity’s stock specifically.

Final Rundown

I do not normally suggest investors get involved with an IPO, regardless of the fact that it is difficult for retail shareholders to pick up IPO shares. Having said that, SolarCity strikes me as well positioned to expand its market share in a business area that also has a lot of room to grow. It is still a speculative company, however, and much will be riding on its continued ability to rapidly expand its customer base. It will be a company I will be tracking very closely in the years ahead.

China finances ming yang wind in India

Doug Young

With its new energy sector tottering on the brink of collapse, China no longer seems to care if foreign government accuse it of unfairly supporting its sector with low cost loans and other state subsidies. That at least appears to be the message from a new plan by Ming Yang Wind Power (NYSE: MY), which has just announced a massive new tie-up with policy lender China Development Bank to provide financing for wind power projects in India. (company announcement)
While this kind of financing to support developing sectors isn't unique to China, this particular announcement is quite large, with Ming Yang saying in a separate statement that it will team with China Development Bank and locally based power giant Reliance Power (Mumbai: RPWR) to "raise" up to $3 billion in financing for new projects. (English article) I use quotation marks around the word "raise", because I've no doubt that all of the money will come from China Development Bank and other state lenders, which are almost certainly providing the money under direct orders from Beijing to rescue the struggling sector.
Let's quickly have a closer look at this latest news, which comes as China's broader new energy sector suffers due to a big global supply glut, created largely by the massive building of new capacity in China over the last decade with strong support from Beijing. Under this new framework deal, China Development Bank will coordinate and arrange financing for new wind power projects to be co-developed in India by Reliance and Ming Yang. The 2 partners have previously announced plans to co-develop new projects with 2,500 megawatts of capacity over the next 3 years, so this financing deal appears to be an extension of that plan.
This latest news indicates that China Development Bank will likely become the centerpiece for Beijing's broader rescue package for the new energy sector, as this policy lender is already reportedly at the center of a broader plan to rescue struggling solar panel makers. That plan would reportedly have China Development Bank provide emergency financing for about a dozen of the country's biggest solar panel makers, which would then become consolidators for the broader industry that includes many more companies that are posting massive losses.
The sector has also been hit by anti-dumping actions in both the US and Europe, its 2 biggest markets that account for the big majority of its sales. Ming Yang is one of the few new energy companies that is still profitable, reporting a tiny profit of less than $1 million for the third quarter of this year. But that profit was down 97 percent from the previous year, with revenue also down by nearly 60 percent, and it looks like Ming Yang could easily join many of its Chinese new energy peers by reporting a loss in the fourth quarter.
Investors seemed to sense a certain gloom and desperation in this latest announcement, bidding down Ming Yang shares by 2.2 percent after the news came out. That's hardly the reaction that Ming Yang was hoping for, but seems to reflect broader investor gloom towards China's new energy companies as they move closer to a Beijing-led bailout. When that bail-out finally comes, it could easily include conditions that cause these companies' shares to become either greatly diluted or completely worthless, creating big losses for shareholders. Look for that package to come most likely by the end of next year's first quarter, creating further turbulence in the already-weak market for Chinese new energy stocks.

Bottom line: The latest state-led financing for Ming Yang indicates China will bail out the new energy sector using its China Development Bank, with a broader plan likely by the end of next March.

Yingli Americas to supply PV for 170 MW centinela solar energy facility

Baoding, China–based Yingli Green Energy Holding Co. — one of the world’s largest vertically integrated photovoltaic (PV) manufacturers – November 27 announced that its US subsidiary had inked its largest solar PV supply contract to date.

Yingli Green Energy Americas was selected to supply 200 megawatts DC (MW-dc) for LS Power’s giant, 170 MW-ac Centinela Solar Energy Facility Project, which is located some 90 miles east of San Diego in California’s Imperial Valley.

Slated for construction in two phases, with completion expected in mid-2014, the Centinela solar power plant is to be built on a 1,600-acre site near El Centro. The plans of LS Power’s special purpose LLC, Centinela Solar Energy, are to build out in two stages: 125 MW in Phase 1 and another 45 MW in Phase 2.

LS Power on September 17 awarded Fluor Corp. a lump-sum engineering, procurement, and construction (EPC) contract for the Centinela Solar Energy Facility. Fluor has received full notice to proceed with Phase 1, and anticipates starting on Phase 2 in 2013′s first quarter.

Utility-Scale Project Development Fueling US Solar PV Capacity Growth

“The expansion of the utility-scale market in the U.S. is instrumental in securing our country’s clean energy future,” Yingli Americas’ managing director Robert Petrina stated according to a press release. “We are proud to be chosen for this milestone project that demanded the highest levels of product and performance guarantees. We are now working with several of the top utility companies in the nation, and are cementing our reputation as the ideal module supplier for large-scale projects.

“Yingli Americas has methodically established itself as the partner of choice for utility-scale projects across the U.S. By establishing a superior process to address both the commercial and technical hurdles such projects present, we are extremely confident in our ability to execute such mega projects,” added director of business development Mathew Sachs.

Earlier in September, LS Power announced that the Centinela project had been fully funded. Long-term project finance is provided by a syndicate led by Prudential Capital Group, with shorter term financing provided by a group led by Sovereign Bank and four other Joint Lead Arrangers: Union Bank, Rabobank Nederland, CIBC, and NordLB.

A 20-year power purchase agreement has been signed with San Diego Gas & Electric (SDG&E). The Centinela Solar Energy Facility will be one of the first major power plants to interconnect to SDG&E’s Powerlink Transmission Line, a high-voltage 500-kilovolt power line. SDG&E on June 18 announced that it had completed the nearly $1.9 billion project after a five-year environmental planning and permitting process and 18 months of construction.
Renewable Energy Boom County

Lying almost entirely below sea level, California’s arid Imperial Valley has become a hotspot for both geothermal and solar energy development. Spanish sustainable energy technology and project developer Abengoa on June 12 announced it had been awarded a $360 million EPC contract to build another of the world’s largest PV facilities: a 200MW PV plant in the Imperial Valley.

All the renewable energy project development activity hasn’t come without detractors and critics who are concerned about the displacement of traditional agricultural businesses and land, as well as the environmental impacts of the large-scale solar and geothermal energy development. LS Power’s Centinela project, for instance, was originally planned as a 275MW project. That’s apparently been scaled down to 170 MW.

As of December 2011, there were five Imperial Valley public land-solar power project applications on file with US Bureau of Land Management (BLM). They include AES’ 400MW PV Imperial Valley Solar, SunPeak Solar’s 500MW PV Superstition Solar 1, Pacific Solar Investments’ 450MW Ogilby Solar parabolic trough project, Solar Reserve’s 250MW Imperial Solar power tower, and San Diego Gas & Electric’s 20MW PV Ocotillo Sol.

The county is also the second largest geothermal energy producer in the US, generating more than 500 MW of clean, sustainable electricity from the geothermal resources surrounding the Salton Sea, which according to the Imperial Valley Economic Development Corp. hold more than 2,000 MW of potential power generation capacity.

Farm animals kept warm or cool by geothermal

Thanksgiving is all finished now, but turkey farms still have to take care of their birds, and that means expensive heating bills in fall and winter. If a University of Missouri engineering professor can replicate his geothermal farm system prototype in other settings, he may have created technology that saves American farmers huge amounts of money in the future.

“Our first set of performance data suggests that farmers could cut their heating costs in half at current propane prices. Currently, two units are installed at the test farm. Other farmers could begin installing units on their turkey farms as soon as next year, for use by next winter,” explained Yun-Sheng Xu. (Source: University of Missouri)

Soil temperatures just several feet below the surface can range from 55 to 65 degrees Fahrenheit. Placing a series of horizontal tubes in this zone can warm or cool water to its temperature range. When water is cold, placing it in underground tubes can raise the temperature so that heating it up to the required 90 degrees for young turkey or 70 for the adult birds uses less propane, and therefore money can be saved. (The same system can be used in summer to help cool a building containing many animals.)

The cost of propane fluctuates and, if it rises too high, it can eat into or completely erode a farmer’s income. So having an affordable, renewable, consistent source of onsite energy could be quite a boon for small farmers whose livelihood depends on a number of external costs they have no control over. Another possibility is building artificial wetlands over the geothermal system, in order to add another lay of insulation.

Green jobs & solar power at night: Abengoa’s 280 MW solana CSP plant nearly ready

Solana — Abengoa’s concentrating solar power project (CSP) not far from Phoenix — is 80% complete, the Seville, Spain–based sustainable energy developer announced November 28. With a rated power generation capacity of 280 megawatts (MW), Solana — located about 70 miles southwest of Phoenix, Arizona — will be one of the world’s largest solar power plants. With molten salt solar thermal storage capacity of about six hours, it will also be able to reliably supply clean, renewable electricity at night and during cloudy periods, helping meet peak electricity demand across the region.

As a clear demonstration of the multiple benefits and advantages large-scale solar power projects can bring to local communities, states, and the nation, more than 2,000 workers are on-site at Solana installing the 32,000 parabolic trough solar collectors of which the finalized project will consist. A workforce of 85 permanent staff will see to Solana’s ongoing operation and maintenance once it’s completed. The project is also generating indirect jobs in the local economy. All told, Abengoa’s initial estimates of job creation for the project have been exceeded, the company reported.

Projects like Solana are doing a lot to improve the ecological footprint of the U.S. energy landscape. Solana will produce enough clean, renewable electricity to power the equivalent of 70,000 homes, reducing CO2 emissions by some 475,000 tons per year, according to Abengoa. Projects such as this are helping green the U.S. energy value chain and helping realize state, national, and international goals regarding renewable energy and climate change mitigation.

Green Power, Jobs, & A Big Economic Boost

In addition to green jobs and the local economic boost, Solana will also yield substantial tax revenue to cash-strapped governments. Another leading CSP industry player, BrightSource Energy, this past week published a riposte to an LA Times article critical of large-scale solar power projects. As BrightSource states, “the counties where utility-scale solar projects are being built are benefiting significantly in direct and economic investments, tax revenues and job creation.”

To get a better idea of what’s involved in constructing large-scale solar projects, Abengoa briefly described Solana’s supply chain. It spans 27 states coast to coast, including Kentucky, Kansas, Louisiana, Missouri, New York, and Oregon. Contracts have been signed with 90 companies.

“As a result, a new workforce is being trained that will contribute to the needed cost reductions in an industry that contributes to keeping the United States competitive in the 21st century,” Abengoa states in its press release.

The federal government pitched in with critical support for the project. Abengoa benefited from a Dept. of Energy (DOE) federal loan guarantee of $1.45 billion “that facilitated the financial close with the Federal Financing Bank (FFB) and to begin the plant’s construction,” the company recounted.

Abengoa has three similar CSP projects in the works — one in the US and two in South Africa’s Northern Cape province. The Seville-based renewable energy systems developer has gotten a total of 743 MW of rated capacity up and running around the world and has another 910 MW under construction.

Newly found Mexican oil source could hold 1 billion barrels

Petroleos Mexicanos (PEMEX), the fourth-largest oil producer in the world, has announced that it has discovered a crude oil deposit that could provide as much as 1 billion barrels by the time exploration and extraction is complete.
More than 500 million barrels are estimated to lie beneath the original well site, dubbed Navegante 1, at a depth of nearly 4 miles, with another 500 million barrels expected to lie in surrounding areas. PEMEX, a state-run oil firm, has already spent more than $10 billion in exploration efforts, culminating in this, the largest solid-ground crude discovery made in the country in the past 10 years. (Read More: How Much Oil is Left in the World?)
That same $10 billion has also gone towards offshore exploration, leading to two other major reserve discoveries in the Gulf of Mexico over the past few months; combined, these three new reserves promise to add nearly 30 billion barrels to world reserves. The offshore discoveries, made via PEMEX ultra-deep wells Trion-1 and Supremus-1, ended a drought for the firm that saw them come up short in the drilling of their last 22 wells, and the company’s perseverance was praised by Mexican president Felipe Calderon. “PEMEX has steered itself toward investments in exploration, and it’s showing results,” said Calderon in an official statement.

In addition to these latest reserve discoveries, PEMEX has also found success in the shale gas niche, locating prime wells in the Mexican-owned area of the Eagle Ford region; the company will begin offering contracts to develop that resource in early 2013. (Read More: Setting the Record Straight on U.S. Oil Reserves)

Combined, these new fossil fuel sources will require heavy investment to bring them to production, with government officials estimating costs of $35 billion per year to develop all sites simultaneously. With a previous government-approved budget of only $22.7 billion, PEMEX will need to petition Mexico’s federal government for the additional funds, potentially bringing about a major economic change for the country.

HM3 energy achieves breakthrough in replacing coal with biomass

HM3 Energy says it has demonstrated densification of torrefied forest waste on commercial equipment, clearing another hurdle in their quest to replace coal with torrefied biomass fuel in electric generation power plants.

A Gresham, Oregon-based cleantech startup and Northwest winner of the 2011 Cleantech Open has taken a big step toward someday replacing coal with biomass to make large-scale thermal power generation carbon neutral.
Torrefied biomass is forest debris that has been converted to charcoal. Torrefied biomass technology provides a path for coal-fired electric generation plants to continue operating cost effectively while using biomass in place of coal. With all the pressure on utilities to shut down coal power plants or convert them to natural gas, torrification would seem to hold great promise once it is commercialized at scale.

easier to transport and store outdoors. HM3 photo
Densification into sturdy, water-resistant briquettes or pellets makes it less expensive to transport the replacement fuel to power plants in open hopper rail cars. HM3 Energy claims to have successfully demonstrated densification of torrefied forest waste on commercial-scale equipment using proprietary technology.
The company said in an e-mail yesterday, “We were able to consistently produce sturdy, water resistant briquettes on the densification equipment after making some further simple modifications. 24-hour soak tests of the briquettes revealed them to be hard and water resistant just like coal.”

Geoscientists cite 'critical need' for basic research to unleash promising energy resources

Developers of renewable energy and shale gas must overcome fundamental geological and environmental challenges if these promising energy sources are to reach their full potential, according to a trio of leading geoscientists.

Their findings will be presented on  Dec. 4 at the fall meeting of the American Geophysical Union (AGU) in San Francisco."There is a critical need for scientists to address basic questions that have hindered the development of emerging energy resources, including geothermal, wind, solar and natural gas, from underground shale formations," said Mark Zoback, a professor of geophysics at Stanford University. "In this talk we present, from a university perspective, a few examples of fundamental research needs related to improved energy and resource recovery."
Zoback, an authority on shale gas development and hydraulic fracturing, served on the U.S. Secretary of Energy's Committee on Shale Gas Development. His remarks will be presented in collaboration with Jeff Tester, an expert on geothermal energy from Cornell University, and Murray Hitzman, a leader in the study of "energy critical elements" from the Colorado School of Mines.

Enhanced geothermal systems

"One option for transitioning away from our current hydrocarbon-based energy system to non-carbon sources is geothermal energy -- from both conventional hydrothermal resources and enhanced geothermal systems," said Zoback, a senior fellow at the Precourt Institute for Energy at Stanford.
Unlike conventional geothermal power, which typically depends on heat from geysers and hot springs near the surface, enhanced geothermal technology has been touted as a major source of clean energy for much of the planet.
The idea is to pump water into a deep well at pressures strong enough to fracture hot granite and other high-temperature rock miles below the surface. These fractures enhance the permeability of the rock, allowing the water to circulate and become hot.
A second well delivers steam back to the surface. The steam is used to drive a turbine that produces electricity with virtually no greenhouse gas emissions. The steam eventually cools and is re-injected underground and recycled to the surface.
In 2006, Tester co-authored a major report on the subject, estimating that 2 percent of the enhanced geothermal resource available in the continental United States could deliver roughly 2,600 times more energy than the country consumes annually.
But enhanced geothermal systems have faced many roadblocks, including small earthquakes that are triggered by hydraulic fracturing. In 2005, an enhanced geothermal project in Basel, Switzerland, was halted when frightened citizens were shaken by a magnitude 3.4 earthquake. That event put a damper on other projects around the world.
Last year, Stanford graduate student Mark McClure developed a computer model to address the problem of induced seismicity.
Instead of injecting water all at once and letting the pressure build underground, McClure proposed reducing the injection rate over time so that the fracture would slip more slowly, thus lowering the seismicity. This novel technique, which received the 2011 best paper award from the journal Geophysics, has to be tested in the field.

Shale gas

Zoback also will also discuss challenges facing the emerging shale gas industry. "The shale gas revolution that has been under way in North America for the past few years has been of unprecedented scale and importance," he said. "As these resources are beginning to be developed globally, there is a critical need for fundamental research on such questions as how shale properties affect the success of hydraulic fracturing, and new methodologies that minimize the environmental impact of shale gas development."
Approximately 30,000 shale gas wells have already been drilled in North America, he added, yet fundamental challenges have kept the industry from maximizing its full potential. "The fact is that only 25 percent of the gas is produced, and 75 percent is left behind," he said. "We need to do a better job of producing the gas and at the same time protecting the environment."
Earlier this year, Zoback and McClure presented new evidence that in shale gas reservoirs with extremely low permeability, pervasive slow slip on pre-existing faults may be critical during hydraulic fracturing if it is to be effective in stimulating production.
Even more progress is required in extracting petroleum, Zoback added. "The recovery of oil is only around 5 percent, so we need to do more fundamental research on how to get more hydrocarbons out of the ground," he said. "By doing this better we'll actually drill fewer wells and have less environmental impact. That will benefit all of the companies and the entire nation."

Energy critical elements

Geology plays a surprising role in the development of renewable energy resources.
"It is not widely recognized that meeting domestic and worldwide energy needs with renewables, such as wind and solar, will be materials intensive," Zoback said. "However, elements like platinum and lithium will be needed in significant quantities, and a shortage of such 'energy critical elements' could significantly inhibit the adoption of these otherwise game-changing technologies."
Historically, energy critical elements have been controlled by limited distribution channels, he said. A 2009 study co-authored by Hitzman found that China produced 71 percent of the world's supply of germanium, an element used in many photovoltaic cells. Germanium is typically a byproduct of zinc extraction, and China is the world's leading zinc producer.
About 30 elements are considered energy critical, including neodymium, a key component of the magnets used in wind turbines and hybrid vehicles. In 2009, China also dominated the neodymium market.
"How these elements are used and where they're found are important issues, because the entire industrial world needs access to them," Zoback said. "Therefore, if we are to sustainably develop renewable energy technologies, it's imperative to better understand the geology, metallurgy and mining engineering of these critical mineral deposits."
Unfortunately, he added, there is no consensus among federal and state agencies, the global mining industry, the public or the U.S. academic community regarding the importance of economic geology in securing a sufficient supply of energy critical elements.

Britain on the 'cusp of an energy renaissance'

Wind power will be key beneficiary in new low-carbon initiative.

Speaking to journalists after he had addressed the House of Commons, Davey said the Bill had “given industry and investors exactly what they need – consensus and political certainty.”
Earlier he had told Parliament that “the UK is open for energy investment”.
“The Energy Bill will attract investment to bring about a once-in-a-generation transformation of our electricity market, moving from predominantly a fossil-fuel to a diverse low-carbon generation mix.
“The Bill will support the construction of a diverse mix of renewables, new nuclear, gas and CCS, protecting our economy from energy shortfalls and significantly decarbonising our electricity supply by the 2030s as part of global efforts to tackle climate change.”
He said the UK energy challenge was “an economic opportunity there for the taking. It will stimulate supply chains and support jobs in every part of the country, capitalising on our engineering prowess and our natural resources, cementing the UK’s place at the forefront of clean energy development.”
Some headline aspects of the Bill were released last week, the most notable being that it would not include a decarbonisation target for 2030 – this has been deferred until 2016 – and a levy would allow utilities to raise £7.6bn by 2020 via customer tariffs to go towards low carbon investment.
This low carbon investment is intended to cover renewables and nuclear, however given that no new nuclear plants are expected to be online before 2020, Davey was today asked if most – if not all – of this money will go to renewables, especially wind. “Wind will get a lot of it,” was his reply.
A key plank of the Bill is contracts for difference, a long term contract between a government-launched counter-party firm and power companies which guarantees a sum – or strike price – for electricity generated. Davey said the strike price for nuclear would be calculated on a project-to-project basis, with the first project to be decided that of the EDF/Centrica consortium which proposes to build at Hinkley Point in England.
He also said that a decision on the way forward for shale gas in the UK would be revealed in Chancellor George Osborne’s Autumn statement next week.
Davey was speaking alongside his ministers Greg Barker and John Hayes, who was appointed recently to replace Charles Hendry. Conservative MP Hayes sparked fury among green groups and stories of a rift with Liberal Democrat Davey when he was quoted as saying “enough is enough” for onshore wind in the UK.
This afternoon, Davey said the men had “had disagreements” yet had “found a way to put together our views”. This he said “gave certainty to investors” and added: “I am delighted to have John on the team.”
When Hayes was pressed by a journalist to “name one onshore wind farm you approve of,” he instead reiterated Davey’s assurance that they were working well together.
As well as the contracts for difference and the formation of the counter-party, the key reforms to the electricity market in the Bill are:
  • A capacity market to allow for capacity auctions from 2014 for delivery of capacity in the winter of 2018/19;
  • UK transmission and distribution company National Grid is to be appointed to deliver the Electricity Market Reforms, including CfDs, administer the Capacity Market and provide analysis and evidence to Government;
  • A Final Investment Decision Enabling (FID) Enabling process will enable investment in low-carbon projects to come forward for early projects, guarding against delays to investment in our energy infrastructure – Davey indicated today that there was already much interest in this, with the only company revealed to be Drax for a biomass project;
  • Transitional measures will allow renewable investors to choose between the new system and the existing Renewables Obligation, which will remain stable up to 2017.
  • An Emissions Performance Standard (EPS) will curb the most polluting fossil fuel power stations, ensuring that any new coal fired power stations will have to have CCS fitted to be able to operate within limit.
  • The government has already legislated to establish a Carbon Price Floor from April 2013.
The Energy Bill is expected to receive Royal Assent in 2013.
