DOE closes on three major solar projects

New Hampshire, U.S.A. -- The Department of Energy announced it has closed on loan guarantees for three major solar projects Friday afternoon, hours ahead of the approval deadline for the Section 1705 program.

A handful of large-scale photovoltaic projects have yet to close on their conditional loans as of late Friday afternoon. These projects include: First Solar Topaz in San Luis Obispo County, Calif. (550 MW); Fotowatio Renewables in Las Vegas (20 MW); Solar City’s SolarStrong (371 MW in 33 states); and California Valley Solar Ranch in San Luis Obispo, Calif. (250 MW).

First Solar, which was involved in two of the deals Friday, has already said that it would not be able to meet the Friday deadline. SolarCity, meanwhile, said it received word last week that it would not be able to meet the deadline, but company officials had remained hopeful that a deal could come together by late Friday.

$1.46 billion for Desert Sunlight

First Solar’s Desert Sunlight has received backing for a 550-MW project that is expected to fund more than 550 construction jobs in Riverside County, Calif.

The Desert Sunlight project is expected to use approximately 8.8 million cadmium telluride thin-film solar PV modules. Project construction will take place in two phases, both of which are supported by power purchase agreements. Phase I will have a capacity of 300 MW, which will be sold to Pacific Gas & Electric Company, while Phase II will have a capacity of 250 MW, which will be sold to Southern California Edison.

The $1.46 billion in loans that are partially guaranteed by DOE will be funded by a group of investors led by lead lender and lender-applicant, Goldman Sachs Lending Partners LLC, which submitted the project under the Financial Institution Partnership Program (FIPP), and Citigroup Global Markets Inc. as co-lead arranger.

$646 million for Antelope Valley Solar Ranch 1

The loan guarantee will support a 230-MW thin-film PV solar generation facility in Antelope Valley in North Los Angeles County, California. The project, recently acquired by Exelon Corporation, is anticipated to fund 350 construction jobs and 20 operations jobs.

The project will use First Solar’s FS Series 3 PV Module and will feature inverters with voltage regulation and monitoring technologies that are new to the U.S. market. The project is supported by a power purchase agreement to sell the power it will generate to Pacific Gas & Electric Company.

The Antelope Valley Solar Ranch 1 Project is supported by a power purchase agreement to sell the power it will generate to Pacific Gas & Electric Company.

$1.4 billion for Project Amp

The solar generation project includes the installation of approximately 752 megawatts (MW) of photovoltaic (PV) solar panels, which is more than 80 percent of the total amount of PV installed in the U.S. in 2010. Project Amp will support the installation of solar panels across about 750 existing rooftops owned and managed by Prologis. The electricity generated from the distributed generation project will contribute directly to the electrical grid. The project sponsor estimates Project Amp will create more than 1,000 construction jobs over a four-year period.

Solar installations will be built in up to 28 states and the District of Columbia. NRG Energy is the lead investor for Phase I of the installations. Project Amp’s application was submitted by the lender-applicant, Bank of America Merrill Lynch.

Trade barriers dim renewable energy's prospects

Protectionism in various forms threatens to prevent renewable energy from converting volatile oil prices and new legislation into a sustained global expansion.

LONDON -- Protectionism in the renewable energy industry takes many forms depending on location and sector. For example, in the U.S., Ohio is stringently enforcing a law that half of its mandated renewable energy must be supplied through in-state production.

Partly to avoid problems with the Constitution's commerce clause in relation to interstate transactions, other U.S. states are less obviously protectionist but nevertheless still require a degree of local production. Some states such as Colorado and Missouri apply a 1.25 multiplier to renewable energy certificates produced from in-state resources.

The theory is that bringing in large-scale renewable energy imports before local development has a chance to get going could kill nascent local renewables industries.

The good news for free-marketeers is that not every state has jumped on the protectionist bandwagon. Indeed, California has taken a strong stance against it, with former state governor Arnold Schwarzenegger welcoming clean energy from other states in order to keep electricity prices low.

"I am totally against protectionist policies because it never works," Schwarzenegger said while he was still in office, adding: "You have to understand that we get our water from outside California. We get it from the Colorado River, for instance. Why can we get the water from the Colorado River but we can't get renewable energy from outside the state? We get most of our cars from outside the state; why can't we get renewable energy?"

Schwarzenegger's stand — taken in response to bills in the California state legislature that would also have boosted requirements for solar, wind and other renewable resources but required a large amount of the generation to come from within California — contrasts with the explicit encouragement given to in-state production in some other states' renewable energy requirements, which are seen as job-creating mechanisms.

Protectionism in the Solar Sector

Protectionism in the industry is not just location-specific but also varies across sectors. Solar is a particular cause for concern among policymakers considering issues related to subsidies. Overall, the solar sector has seen a massive boom, growing by more than 150 percent in 2010 due to falling solar product prices and increasing subsidies from governments looking to mitigate climate change, reduce their dependence on oil, and cut carbon emissions.

But most of the world's solar panel production has become concentrated, with almost 60 percent occurring in China and Taiwan due to lower labour costs, access to capital and good infrastructure. In many cases, European solar module manufacturers have been unable to compete with their Asian counterparts.

In the face of this competition certain European states have shifted their solar policies. For example, France cut subsidies to the solar power industry, citing massive imports of cheap solar panels from China.

A similar shift is occurring on the other side of the Atlantic in the heavily industrialised Canadian province of Ontario. There, a comprehensive solar subsidy policy mandates that a large percentage of solar components must be manufactured in Ontario in order to benefit from feed-in tariffs (FiTs). The goal is to generate 13 percent of Ontario's energy from renewable sources by 2018, and zero from coal by late 2014. The government says that the clean energy sector has created more than 13,000 jobs and is on track to reach 50,000 by the end of 2012.

Ontario has also managed to attract significant manufacturing investment due to its local content requirements stipulating that around 50-60 percent of solar modules use locally-produced parts. This has encouraged solar companies like Silfab and Canadian Solar to set up module plants while companies including Enphase, Schneider and SMA have established inverter plants in the province.

Ontario's protectionism has, however, angered other states. Japan, which is also a large manufacturer of solar panels with major solar companies like Sharp and Kyocera, has taken Canada to the World Trade Organisation (WTO) citing anti-competitive practices.

Ontario's plans have also proved unpopular locally and the scheme could soon be scrapped, just two years after its 2009 launch. Critics say the ratepayer-funded program is an expensive experiment that is increasing costs for consumers.

Ontario's opposition Progressive Conservative party, which is leading in the polls ahead of an October election, has vowed to scrap the program. Even if the system survives it is likely to face numerous legal challenges, which could force its eventual closure.

Further afield, Italy has brought in a solar subsidy law called Conto Energia 4, which offers additional 5-10 percent in incentives for solar components manufactured in the EU. This law is also likely to prove unpopular in the long run, not least because much of the manufacturing that feeds Italy's solar industry occurs in Spain and Germany. It could also lead to China and other manufacturing nations taking Italy to the WTO.

India, too, has a law that states that solar modules must be produced in the country to benefit from FiTs. Indeed, the law is expected to become stricter, specifying that solar cells must also be produced within India in future despite evidence that, in the long run, such policies are almost always counterproductive, economically inefficient and unsustainable.

More than One Trade Barrier

So-called "green protectionism" covers two types of trade barriers: tariff and non-tariff. Under the former, a country taxes imported wind, solar or other renewable parts or units. In India, for example, renewable energy components are levied a 7.5 percent tariff, while China's tariff stands at eight percent. Brazil recently imposed a 14 percent tariff on wind turbines up to a specific size.

Despite being less obvious, non-tariff trade barriers can often be even more restrictive and onerous for overseas companies to address. For example, China requires foreign companies that wish to enter the Chinese market to form a local joint venture, giving Chinese partners 51 percent ownership. Portugal has issued a wind tender, announcing that it would award contracts only to bidders engaged in research collaborations with local universities.

Even apparent victories can come with a hitch or two attached. For example, the wind industry succeeded in persuading the Brazilian government to drop its explicit local content requirement from a public tender in December 2009. However, most of the developers that won projects there will seek local funding, and the Brazilian national development bank only provides financing if a certain percentage of the content is produced locally, meaning that the local requirement is still effectively in place.

Protectionism is the Wind Sector

Lobbying the European Commission to recognise international opportunities for discussion of the elimination of tariffs and non-tariff barriers to wind and other renewables, comes the European Wind Energy Association (EWEA), says its policy director, Justin Wilkes.

The wind industry has also been promoting the adoption of policies such as Sustainable Energy Free Trade Areas (SEFTA) or an Environmental Goods and Services Agreement (EGSA), both of which offer free trade in renewable energy technologies, among other measures.

"We have been working closely with Vestas and other leaders in the green economy to open up trade in technologies and services that support the fight against climate change," said Thaddeus J. Burns, GE's senior counsel for intellectual property and trade. "We support an EGSA that lowers tariffs and opens up markets."

Likewise, Vestas wants governments to commit to reducing the costs they impose on environmental goods and services, said Michael Zarin, the company's director of government relations. "Removing or at least substantially lowering these barriers would provide both an important contribution to global climate change goals and a unique opportunity for a sustainable, green-growth European business model," he said.

Protectionism in Europe

The fear is that protectionism could substantially slow the transition to a low carbon economy. One area of concern in this regard is the EU's Renewable Energy Directive, which contains a number of trade barriers that could not only land the Union in court but could also slow Europe's shift from fossil fuels.

The Directive is a central aspect of the EU's 20/20/20 strategy to combat climate change, and it is also a much-vaunted element of other policy strategies such as steering the Common Agricultural Policy (CAP) towards energy crops to make it more market-oriented.

European biofuels protectionism is a case in point. Biofuel production is heavily subsidised in the EU. Not only is it protected by tariffs of up to 63 percent, but the Global Subsidy Initiative's 2007 study charged that subsidies now stand at up to €0.5/litre of biodiesel and €0.74/litre of ethanol.

Despite the subsidies, significant parts of the European biofuels industry remain uncompetitive. But last year the European Centre for International Political Economy (ECIPE) released a report criticising the EU's biofuels policy. According to the report, substantial subsidies, import tariffs and standards are used to favour domestically produced biofuels, in "a classic example of 'green protectionism' – protectionism that is not motivated for the benefit of the environment, but which uses environmental concerns to pursue non-environmental objectives."

The study focused specifically on the Renewable Energy Directive (RED), which sets a binding target for 20 percent of the EU's energy use to come from renewable sources by 2020. Of this, biofuels are to constitute a 10 percent share of transport-related energy in all EU countries. In order to contribute towards these targets, biofuel producers are expected to meet complex production criteria, including a gradually increasing minimum level of saved greenhouse gas emissions, and to avoid converting biodiverse areas or carbon-rich soils used for growing feedstocks.

ECIPE has pointed out that foreign exporters may not be able to prove compliance, effectively cutting them off from the EU market, especially where eligibility for subsidies may be tied to meeting the RED criteria. The Centre also noted that the EU fails to specify how it could prevent the manipulation of ambiguities in the calculation of carbon reductions, leaving it open to accusations of bad faith. Europe's lack of negotiation with other countries is identified as the key problem with its approach.

ECIPE's report argues that a careful reading of the General Agreement on Tariffs and Trade (GATT) and the Agreement on Technical Barriers to Trade (TBT) shows that the EU's biofuels policy 'clearly violates WTO principles and rules', and is unlikely to qualify under any of the GATT criteria for exceptional treatment.

Qualified Success

With protectionism a fact of life around the globe, many will question whether anything can be done about it unless, as in California and possibly Ontario, the political will exists to remove barriers to renewable energy.

There have been some notable victories in resolving trade disputes in recent months, although reading too much into such victories could possibly be misleading.

For example, in June of this year U.S. trade representative Ron Kirk announced that subsidies for wind power manufacturers given by the Chinese government from a public fund to domestic companies would be discontinued.

The fund, which provided grants worth between US$6.7 million and $22.5 million, had become a contentious issue between China and the US, with the latter charging that the grants violated Article 3.1 of the Subsidies and Countervailing Measures Agreement because they were contingent upon the use of local input.

"We challenged these subsidies so that American manufacturers can produce wind turbine components here in the U.S. and sell them in China. That supports well-paying jobs here at home," said Kirk, despite reports that the move was more a political gesture than a first step towards a more free-market approach by the Chinese.

This view was echoed by EWEA, which urged China to go further in its efforts to create a fair market. "The government of China needs to take further steps in order to eliminate other discriminatory practices which favour Chinese wind turbine manufacturers over non-Chinese manufacturers," said EWEA.

Not an Insurmountable Barrier

But while protectionism is undoubtedly a barrier to export, particularly in countries with high labour costs, it is by no means an insurmountable one, particularly if support from other government departments is available.

Abound Energy was a three-person startup in 2007, working out of a Colorado State University research laboratory. Now, despite strong competition from Asian manufacturers, it is a globally competitive solar panel manufacturer that employs 350 people, and will soon be three times as large with factories in Colorado and Indiana.

The company benefited from a $400 million loan guarantee from the US Department of Energy in 2010, allowing it to expand its existing manufacturing facility in Longmont, Colorado and build a new plant in Tipton, Indiana, which is expected to be on-line in 2014. When both projects are completed Abound will be able to produce some 840 MW of solar modules per year at full capacity — a scale that makes it possible to build more panels for less money, sharpening the company's competitive edge and driving job creation.

While it is arguable that such loan guarantees are also a form of indirect subsidy, there is no doubt that these funds gave the company the means it needed to improve and demonstrate its innovative thin-film technology and thus emerge as a commercially viable enterprise.

In July 2011, the Export-Import Bank of the US (Ex-Im Bank) loaned Abound and another thin-film manufacturer, First Solar, the funds to support their export efforts to India. First Solar will take a $16 million long-term loan to support exports to Azure Power Rajasthan Pvt. Ltd. in New Delhi, while Abound Solar will be given $9.2 million to support exports to Punj Lloyd Solar Power.

"Selling to India is incredibly different than selling to an established market like Germany," says Abound marketing manager Mark Chen. Contract enforcement is a different culture in India, which is one reason why support from a credible financial entity like the Ex-Im Bank is so crucial to executing a major project. Shipping to Indian installations also takes longer, which companies must consider when targeting certain incentives.

And yet, Abound Solar focuses on international sales. The company sold 90 percent of its cadmium telluride modules internationally in 2000, primarily to Germany and Italy. In 2011 India has joined the ranks of their top export customers, and the company is focused on selling to countries including Turkey and China.

The repayment of Ex-Im's loans is based on cash flows generated by the sale of electricity to NTPC Vidyut Vyapar Nigam Ltd. (NVVN), a wholly-owned power trading subsidiary of India's National Thermal Power Corporation and the agency responsible for the purchase and sale of solar power under the first phase of India's National Solar Mission. The Indian government has furthermore provided special power-price incentives through NVVN.

Clearly, having an independent federal agency that fills gaps in private export financing at no cost to U.S. taxpayers is crucial, and Ex-Im Bank more than adequately fulfils this role. The Bank has a Congressional mandate to increase support for U.S. renewable energy and other environmentally beneficial exports. The Bank also provides a variety of financing mechanisms, including working capital guarantees, export-credit insurance, and financing to help foreign buyers purchase US goods and services. Indeed, already in 2011 the Bank has approved financing totaling approximately $75 million for four solar projects in India.

The Future

The bottom line is that renewables are likely to continue to be protected in one form or another – whether through tariffs, subsidies, development grants, favourable loans or export credits. Examples of territories turning their backs on protectionism, as has happened in California and could yet happen in Ontario in October, are rare. The impact this will have on the transition to a low carbon economy is harder to gauge but looks set to endure, particularly in a time of economic crisis when many politicians are keen to appeal to the perceived self-interest of voters.

Πρόγραμμα ενεργειακά αποδοτικού δημοτικού φωτισμού σε 11 ευρωπαϊκές πόλεις

Η εταιρεία ΕΠΤΑ Σύμβουλοι-Μελετητές Περιβαλλοντικών Έργων ανέλαβε πρόσφατα την τεχνική υποστήριξη της πόλης της Πάτρας μέσω της Αναπτυξιακής του Δημοτικής Επιχείρησης (ΑΔΕΠ Α.Ε.) για την υλοποίηση των δράσεων του έργου PLUS (Public Lighting Strategies) που εντάσσεται στην Κοινοτική Πρωτοβουλία INTERREG IVC.

Το έργο, συνολικού προϋπολογισμού 1,7 εκ. ευρώ, ξεκίνησε τον Οκτώβριο του 2010 και έχει ως στόχο την εφαρμογή των βέλτιστων πρακτικών για ενεργειακά αποδοτικό δημοτικό φωτισμό σε 11 ευρωπαϊκές πόλεις.

Προκειμένου να υλοποιηθεί με το καλύτερο δυνατό αποτέλεσμα η ανταλλαγή εμπειριών μεταξύ των συμμετεχουσών πόλεων, χρησιμοποιείται μία καινοτόμος συνδυαστική μέθοδος, η οποία στηρίζεται σε υφιστάμενες και ευρέως γνωστές μεθόδους μεταφοράς τεχνογνωσίας.

H μέθοδος Deep Dive που εφαρμόζεται στο πρόγραμμα PLUS αποτελεί μία συστηματική σύγκριση των πολιτικών δημοτικού φωτισμού από διαφορετικές πόλεις, η οποία περιλαμβάνει την αυτoαξιολόγηση των υπηρεσιών δημοτικού φωτισμού που προσφέρουν οι πόλεις, την αποτίμηση της αποτελεσματικότητας αυτών των υπηρεσιών βάσει αντικειμενικών κριτηρίων και την υλοποίηση επισκέψεων εργασίας σε κάθε πόλη από μία ομάδα ειδικών εμπειρογνωμόνων που αξιολογούν και συζητούν με τους εκπρόσωπους και τους φορείς της πόλης τα θέματα και τις υπηρεσίες του δημοτικού φωτισμού.

Αποτέλεσμα της μεθόδου, είναι ο εντοπισμός των αδύναμων σημείων στις υπηρεσίες δημοτικού φωτισμού κάθε πόλης και η διατύπωση προτάσεων για τη βελτίωση τους με ιδιαίτερη έμφαση στους τομείς της εξοικονόμησης ενέργειας, της χρήσης νέων τεχνολογιών, της ασφάλειας των πολιτών, της οικονομικής ανάπτυξης και της προβολής της πολιτιστικής ταυτότητας της πόλης.

Συντονιστής του έργου είναι η Πόλη του Αϊντχόβεν στην Ολλανδία, ενώ συμμετέχουν άλλες δέκα πόλεις μεταξύ άλλων η Νίκαια (Γαλλία), η Λυόν (Γαλλία), το Μπέρμιγχαμ (Ηνωμένο Βασίλειο), το Ταλίν (Εσθονία), η Σόφια (Βουλγαρία), και η Πάτρα.

Συμμετέχει επίσης ο οργανισμός LUCI (Lighting Urban Community International), που είναι ένα διεθνές δίκτυο πόλεων το οποίο έχει ως στόχο την αξιοποίηση του δημοτικού φωτισμού ως εργαλείου για τη βιώσιμη ανάπτυξη των πόλεων.

Πετρέλαιο: μείωση της εξάρτησης ζητά ο Απ. Κατσιφάρας

«Οι σύγχρονες κοινωνίες, όλοι εμείς, είμαστε υποχρεωμένοι να αναζητήσουμε εναλλακτικές πηγές ενέργειας και να μειώσουμε την εξάρτησή μας από τα ορυκτά καύσιμα, είτε είναι το κάρβουνο, είτε είναι το πετρέλαιο». Αυτό επεσήμανε ο Περιφερειάρχης Δυτικής Ελλάδας Απόστολος Κατσιφάρας μιλώντας το πρωί της Πέμπτης στην ημερίδα για την αιολική ενέργεια που φιλοξενήθηκε στην αίθουσα συνεδριάσεων του Παμπελοποννησιακού Σταδίου στην Πάτρα.

Θέμα της ημερίδας ήταν ο εντοπισμός των παραγόντων επιτυχίας και καλών πρακτικών για την ανάπτυξη της αιολικής ενέργειας και η παρουσίαση θεματικών μελετών περιπτώσεων απ’ όλη την Ευρωπαϊκή Ένωση.

Η ημερίδα εντάσσεται στο έργο GP WIND στο οποίο συμμετέχουν οκτώ χώρες της Ευρωπαϊκής Ένωσης. Από την Ελλάδα, εκτός από την Περιφέρεια Δυτικής Ελλάδας, συμμετέχουν το Αριστοτέλειο Πανεπιστήμιο Θεσσαλονίκης, η Αναπτυξιακή Δημοτικής Επιχείρηση (ΑΔΕΠ) του Δήμου Πατρέων και η εταιρεία συμβούλων ανάπτυξης Speed.

«Στην αναζήτηση των εναλλακτικών πηγών ενέργειας εξέχουσα θέση κατέχει η αιολική ενέργεια», πρόσθεσε στην εισήγηση του ο κ. Κατσιφάρας επισημαίνοντας παράλληλα ότι «η ανάπτυξη των αιολικών πάρκων έφερε στην επιφάνεια μια σειρά από ζητήματα για τα οποία υπάρχει πλέον μια σημαντική συσσωρευμένη εμπειρία και εδώ σε εμάς, δηλαδή στην Περιφέρεια Δυτικής Ελλάδας».

Ειδική αναφορά έκανε ο Περιφερειάρχης, πέραν των περιβαλλοντικών παραμέτρων των αιολικών πάρκων, και στο έργο GP WIND.

«Πρόκειται για μια διεθνή προσπάθεια που διερευνά τα εμπόδια στην ανάπτυξη της αιολικής ενέργειας και αυτό γίνεται με την καταγραφή και ανταλλαγή των εμπειριών και των καλών πρακτικών», υπογράμμισε. Και πρόσθεσε: «Αυτό που επιδιώκεται είναι η εναρμόνιση των στόχων για τις ανανεώσιμες πηγές ενέργειας και μάλιστα με την ενεργό συμμετοχή των κοινοτήτων στο σχεδιασμό και στην υλοποίηση αυτών των πολιτικών. Για να ικανοποιηθεί αυτός ο στόχος υπάρχει ήδη διαθέσιμος ένας αριθμός θεματικών μελετών και περιπτώσεων προκειμένου να έχουν όλοι οι ενδιαφερόμενοι την καλύτερη δυνατή εμπειρία και γνώση».

Ακολούθησαν εισηγήσεις από τα στελέχη του Περιφερειακού Ταμείου Ανάπτυξης της Περιφέρειας Δυτικής Ελλάδας Σ. Παπαχριστόπουλο, Χ. Τζομάκα και Σ. Μίχο, από το στέλεχος της ΑΔΕΠ Κ. Κωνσταντακόπουλο, τον κ. Γ. Χριστοφορίδη εκ μέρους του Αριστοτελείου Πανεπιστημίου Θεσσαλονίκης και Δ. Τσουκαλά ο οποίος παρουσίασε την περίπτωση της Ανάβρας.

Στο έργο συμμετέχουν εταίροι από το Βέλγιο, την Ιρλανδία, την Ιταλία, την Μάλτα, την Νορβηγία, την Ισπανία, την Σκωτία και την Ελλάδα.

Ενέργεια: εξανεμίζονται οι ελπίδες για ευρωπαϊκή αγορά μέχρι το 2014

Τις αμφιβολίες του για τη δημιουργία ευρωπαϊκής αγοράς ηλεκτρισμού και αερίου μέχρι την προθεσμία του 2014 εξέφρασε την Πέμπτη από τις Βρυξέλλες ο Ευρωπαίος Επίτροπος αρμόδιος για την ενέργεια, Guenther Oettinger.

Προηγήθηκε η ανακοίνωση της Κομισιόν την Τετάρτη, ότι ξεκίνησε νομικές διαδικασίες για 18 κράτη – μέλη της Ευρωπαϊκής Ένωσης που δεν κατάφεραν να ενσωματώσουν τους κανόνες για την απελευθέρωση των αγορών στο εσωτερικό τους δίκαιο μέχρι τις 3 Μαρτίου.

Σύμφωνα με δημοσίευμα του Reuters, στις χώρες που κινδυνεύουν με προσφυγή συγκαταλέγεται η Βρετανία, η Γαλλία και η Ισπανία.

Οι κανόνες της Ευρωπαϊκής Ένωσης για την απελευθέρωση των ενεργειακών αγορών θεσπίστηκαν το 2009 με στόχο την ενίσχυση του ανταγωνισμού και τη μείωση των τιμών για τους καταναλωτές, αναγκάζοντας τις μεγάλες επιχειρήσεις κοινής ωφέλειας να ανοίξουν τα δίκτυα διανομής ηλεκτρισμού και αερίου σε νέους διαχειριστές.

Σε δηλώσεις του σχετικά με το θέμα, ο Γενικός Διευθυντής του τμήματος Ενέργειας της Ευρωπαϊκής Επιτροπής, Philip Lowe, τόνισε ότι οι κανονιστικές ρυθμίσεις και οι υποδομές ανάπτυξης πρέπει να προχωρούν ταυτόχρονα, εξηγώντας ότι η απελευθέρωση της αγοράς πρέπει να ενισχύεται από επενδύσεις σε νέα δίκτυα διανομής.

Όπως αναφέρει το δημοσίευμα, στο τέλος του μήνα η Κομισιόν αναμένεται να προτείνει την εφαρμογή νέων κανόνων για τη βελτίωση του σχεδιασμού και της χρηματοδότησης των ενεργειακών υποδομών, εκτιμώντας ότι την επόμενη δεκαετία πρέπει να υλοποιηθούν επενδύσεις ύψους ενός τρισεκατομμυρίου ευρώ.

Αγροτικό φωτοβολταϊκό πάρκο από τη SABO SA

Με επιτυχία ολοκληρώθηκε η κατασκευή και πραγματοποιήθηκε η σύνδεση με το δίκτυο της ΔΕΗ, του πρώτου από μια σειρά Αγροτικών Φωτοβολταϊκών Πάρκων που θα υλοποιηθούν εντός του 2011 και 2012 από την εταιρεία SABO SA.

Το πάρκο, ισχύος 98,9kW, βρίσκεται στη θέση «Λειβάδι» στην Αμφίκλεια του νομού Φθιώτιδας και είναι κατασκευασμένο με 8 διαξονικούς Tracker τύπου SR80+, με πάνελ ισχύος 235W και τριφασικούς μετατροπείς της DANFOSS. Οι Trackers της SABO SA είναι στατικώς πιστοποιημένοι από την TUV HELLAS και έχουν όλα τα απαραίτητα συστήματα ασφαλείας για προστασία από δυσμενείς καιρικές συνθήκες όπως άνεμο, χιόνι, ή κεραυνούς. Λειτουργούν αυτόνομα, έχοντας ο κάθε ένας το δικό του σύστημα ελέγχου (PLC), εξοπλισμένο με το σύστημα αστρονομικών συντεταγμένων ώστε να ακολουθούν πιστά την πορεία του ηλίου και να επιτυγχάνεται η μέγιστη απόδοση.

Η συγκεκριμένη εγκατάσταση εξοπλίστηκε με το ολοκληρωμένο πακέτο απομακρυσμένου ελέγχου Scada, ειδικά προσαρμοσμένο για τις ανάγκες των φωτοβολταϊκών πάρκων της SABO S.A. Το σύστημα παρέχει δυνατότητες τηλεμετρίας, απομακρυσμένης παρακολούθησης του πάρκου ή κάποιας πιθανής βλάβης, αλλά και απομακρυσμένου ελέγχου των tracker μέσα από Η/Υ ή ακόμα και μέσω κινητού τηλεφώνου (smartphone).

Το έργο που ολοκληρώθηκε από τη SABO SA, παραδόθηκε με περίφραξη, χρήση καμερών και σύστημα συναγερμού με στόχο τη μέγιστη ασφάλεια του πάρκου και τη διαφύλαξη της ομαλής λειτουργίας του.

Φωτοβολταϊκά στη στέγη της Μπήτρος Μεταλλουργική από Big Solar

Με ταχείς ρυθμούς εξελίσσεται το έργο εγκατάστασης φωτοβολταϊκού (φ/β) συστήματος ισχύος 2 MW στη βιομηχανική στέγη της εταιρείας ΜΠΗΤΡΟΣ ΜΕΤΑΛΛΟΥΡΓΙΚΗ στον Ασπρόπυργο Αττικής, από την BIG SOLAR.

Το σύστημα αποτελείται από 10.278 μονοκρυσταλλικά panels ισχύος 190W το καθένα. Για την υλοποίηση του έργου έχει χρησιμοποιηθεί εξοπλισμός από διεθνώς καταξιωμένες εταιρείες: φωτοβολταϊκά πλαίσια (panels) της ReneSola, αντιστροφέας (inverter) ο Sinvert PVS 2000 της Siemens και βάσεις στήριξης αλουμινίου της εταιρείας Schletter.

Το έργο, το οποίο χρηματοδοτεί η EFG Eurobank, προβλέπεται να ολοκληρωθεί και να λειτουργεί μέσα στον επόμενο μήνα.

Ο κ. Σταύρος Γατόπουλος Δ/νων Σύμβουλος της BIG SOLAR, δήλωσε: «Η εγκατάσταση φωτοβολταϊκού συστήματος ισχύος 2 MW στη στέγη της ΜΠΗΤΡΟΣ ΜΕΤΑΛΛΟΥΡΓΙΚΗ, αποτελεί το μεγαλύτερο φωτοβολταϊκό έργο σε βιομηχανική στέγη στην Ελλάδα και είμαστε περήφανοι που το υλοποιεί η BIG SOLAR. Εξελίσσεται ομαλά, και η παράδοση του θα γίνει μέσα στους προβλεπόμενους χρόνους».

Η ΔΕΗ εμπαίζει τους αγρότες για τα φωτοβολταϊκά

Τα φωτοβολταϊκά των επαγγελματιών αγροτών παρουσιάστηκαν ως παράλληλη δραστηριότητα για τον αγροτικό κόσμο, ώστε να αναπληρώσει το χαμένο γεωργικό εισόδημα μετά την χρόνια καταρράκωση των τιμών στα προϊόντα τους. Αναμενόμενο ήταν το ενδιαφέρον από την μεριά των αγροτών να παρουσιαστεί αυξημένο.

Σχετικά με τα φωτοβολταϊκά των αγροτών, πρόσφατα, ο αρμόδιος Υφυπουργός Ενέργειας Γ. Μανιάτης ενημέρωσε ότι σύντομα στον ιστότοπο της ΔΕΗ θα δημοσιεύεται η χωρητικότητα του δικτύου σε όλη την επικράτεια, προκειμένου να προχωρήσει η όλη διαδικασία με απόλυτη διαφάνεια και τη βέλτιστη δυνατή ενημέρωση του αγροτικού, και όχι μόνο, κόσμου.
Ωστόσο, -όπως σημειώνει και σε ερώτησή της προς τον Υπουργό Περιβάλλοντος, Ενέργειας και Κλιματικής Αλλαγής η βουλευτής Νάντια Γιαννακοπούλου-, η πρωτοβουλία αυτή δεν έχει ακόμη υλοποιηθεί, ενώ στη Μεσσηνία έχει δημιουργηθεί ένα σοβαρό πρόβλημα που έχει να κάνει ακριβώς με αυτό το ζήτημα.

Συγκεκριμένα, ο Αγροτικός Σύλλογος Γαργαλιάνων, με επιστολή του, καταγγέλλει εμπαιγμό της ΔΕΗ Πάτρας σχετικά με την υπογραφή των όρων συμβάσεων για τα φωτοβολταϊκά των αγροτών, καθώς όπως υποστηρίζουν «10 μέρες πριν την λήξη προθεσμίας υποβολής των δικαιολογητικών, η ΔΕΗ Πάτρας ως Προϊστάμενη Αρχή αποφάσισε, ότι το δίκτυο της Μεσσηνίας είναι προβληματικό και ότι πρέπει να υπολογιστεί με διαφορετικό συντελεστή από τον συντελεστή που το έχει υπολογίσει η ΔΕΗ Καλαμάτας». Συγκεκριμένα, ο Αγροτικός Σύλλογος Γαργαλιάνων αναφέρει, ότι, όταν οι επαγγελματίες αγρότες έλαβαν το έγγραφο με τους όρους σύνδεσης από τη ΔΕΗ, στις 21-03-11 με εξάμηνη προθεσμία υποβολής του φακέλου, κατέβαλαν επίπονες προσπάθειες προκειμένου να μπορέσουν να καταθέσουν εμπρόθεσμα το σχετικό φάκελο.
Τελικά, 10 ημέρες πριν την εκπνοή της προθεσμίας, κατάφεραν να ολοκληρώσουν το φάκελο και ζήτησαν από την ΔΕΗ Καλαμάτας υπογραφή για την αποδοχή των όρων. Ωστόσο, μετά από εντολή της ΔΕΗ Πάτρας, που είναι Προϊστάμενη Αρχή, οι αιτήσεις των αγροτών αυτών της Μεσσηνίας τελικά δεν έγιναν αποδεκτές, καθώς το δίκτυο στη Μεσσηνία, θεωρήθηκε προβληματικό. Ο καθένας αντιλαμβάνεται, συνεπώς, την αναστάτωση που έχει επέλθει.

Η βουλευτής τονίζει ότι η παρέμβαση αυτή της ΔΕΗ Πάτρας θα έπρεπε να είχε γίνει πριν αποσταλούν οι όροι σύνδεσης στους υποψήφιους αγρότες και όχι 10 μέρες πριν εκπνεύσει η προθεσμία, ώστε τουλάχιστον να αποφύγουν οι αγρότες την οικονομική επιβάρυνση που για την υπογραφή σύμβασης (μελετητικός φάκελος, εγγυητική επιστολή, έργο σύνδεσης κλπ.) στις περισσότερες περιπτώσεις ξεπερνά των 35.000 ευρώ, ποσό υπέρογκο για τις πλάτες των αγροτών που δανείστηκαν και πληρώνουν τόκους.

Μερική στήριξη στις Κυπριακές έρευνες πετρελαίου από το State Department

Αποστάσεις κράτησε το Στέιτ Ντιπάρτμεντ όσον αφορά τις έρευνες υδρογονανθράκων στην Κύπρο, αφού από τη μια επιβεβαίωσε πως οι ΗΠΑ στηρίζουν το δικαίωμα της Κυπριακής Δημοκρατίας σε αυτές, αλλά από την άλλη σημείωσε ότι οι ενεργειακοί πόροι της νήσου θα πρέπει να μοιραστούν ακριβοδίκαια μεταξύ και των δύο κοινοτήτων, στο πλαίσιο μιας συνολικής διευθέτησης.

Οι δηλώσεις αυτές ακολούθησαν εκείνες που έγιναν πριν από μερικές ημέρες από την εκπρόσωπο του αμερικανικού υπουργείου, Βικτώρια Νούλαντ, οι οποίες ενόχλησαν την κυπριακή πλευρά, αφού η Λευκωσία δεν επιθυμεί την σύζευξη του ζητήματος με το Κυπριακό εν γένει.

Εκτός όμως από τις ΗΠΑ, σε δηλώσεις σχετικά με την Κύπρο προέβη και η βρετανική κυβέρνηση, υποστηρίζοντας πλήρως τα δικαιώματα της Κυπριακής Δημοκρατίας. Η Υφυπουργός Μεταφορών της Μεγάλης Βρετανίας και Βουλευτής του Συντηρητικού κόμματος, Τερέζα Βίλιερς, έκανε λόγο για «αναφαίρετο δικαίωμα της κυπριακής Κυβέρνησης να διεξάγει γεωτρήσεις για τον εντοπισμό φυσικού αερίου εντός της αποκλειστικής οικονομικής ζώνης της» και χαρακτήρισε ως σημαντικό για την Ευρώπη το κυπριακό φυσικό αέριο. Η Βίλιερς κάλεσε παράλληλα την Τουρκία να «μην σταθεί εμπόδιο σε αυτό το τόσο σημαντικό για την Ευρώπη εγχείρημα».

Τέλος, όσον αφορά τις κινήσεις των τουρκικών ερευνητικών και πολεμικών πλοίων στην περιοχή του Οικοπέδου 12, ο εκπρόσωπος της κυπριακής κυβέρνησης, Στέφανος Στεφάνου, είπε πως σε κάποιες περιπτώσεις τα τουρκικά σκάφη πλέουν μέσα στην Αποκλειστική Οικονομική Ζώνη της Κυπριακής Δημοκρατίας, σε διεθνή ύδατα, κάτι που δεν απαγορεύεται. Ο ίδιος διευκρίνισε ότι δεν έχει παραβιαστεί η περιοχή που έχει δεσμευτεί για τις κυπριακές έρευνες και ότι δεν υπάρχουν ενδείξεις ότι το Πίρις Ρέις διεξάγει οποιεσδήποτε έρευνες.

Ολοκληρώθηκε Φ/Β 100KW στον Ωρωπό από την PVtech

Η εταιρία PVtech ολοκλήρωσε με επιτυχία την εγκατάσταση φωτοβολταϊκού σταθμού 99,9 kWp στο Συκάμινο Ωρωπού. Πρόκειται για ένα έργο με 444 φωτοβολταϊκά πλαίσια πολυκρυσταλλικού πυριτίου aleo S_18 | 225 και 9 μονοφασικούς inverter SMA SMC 11000TL, τοποθετημένα πάνω σε βάσεις της εταιρίας Schletter με πασσαλόμπηξη. Το έργο αναμένεται να παράγει ετησίως περίπου 150.000 kWh.

Η εταιρία PVtech εδρεύει στο Αίγιο Αχαΐας και δραστηριοποιείται στη μελέτη, αδειοδότηση, κατασκευή και συντήρηση φωτοβολταϊκών έργων κάθε ισχύος, τόσο σε κτίρια όσο και αγροτεμάχια.

Στόχος είναι η παροχή υπηρεσιών υψηλού επιπέδου στον πελάτη σε ανταγωνιστικές τιμές. Για το λόγο αυτό στελεχώνεται από ανθρώπους όλων των ειδικοτήτων (μηχανικούς, εγκαταστάτες κλπ), ώστε να προσφέρει ολοκληρωμένες λύσεις στον τελικό επενδυτή.

ΣΕΕΠΕ: Η εξίσωση του φόρου στο πετρέλαιο θέρμανσης δεν αρκεί για την καταπολέμηση του λαθρεμπορίου στα καύσιμα

Με σημερινή ανακοίνωσή του, ο ΣΕΕΠΕ τονίζει ότι η εξίσωση του φόρου πετρελαίου θέρμανσης και κίνησης, αν και ορθή δημοσιονομικά, εντούτοις δεν αρκεί για την καταπολέμηση των φαινομένων λαθρεμπορίας στα καύσιμα.Τονίζει τα εξής:

«Από τις εξαγγελίες του Υπουργείου Οικονομικών διαφαίνεται ότι επιτέλους η Πολιτεία θα προχωρήσει, έστω και με μεγάλη καθυστέρηση, να νομοθετήσει την εφαρμογή από 15.10.2012 την πλήρη εξίσωση του Ειδικού Φόρου Κατανάλωσης (ΕΦΚ) Πετρελαίου Θέρμανσης και Κίνησης.

Το μέτρο αυτό είναι δημοσιονομικά σωστό - γιατί αποτελεί την πιο αποτελεσματική λύση για την καταπολέμηση του λαθρεμπορίου στο Πετρέλαιο Θέρμανσης – αλλά παράλληλα θα πρέπει η Πολιτεία άμεσα και με δίκαιο τρόπο να εξασφαλίσει την στήριξη των χαμηλότερων εισοδημάτων, έτσι ώστε να μην επιδεινώσει τις ήδη δύσκολες συνθήκες διαβίωσής τους.

Η επιστροφή του φόρου θα πρέπει να γίνεται απευθείας από το Κράτος στους όποιους δικαιούχους καταναλωτές και να εξεταστεί η προκαταβολή (εκταμίευση) με τη μορφή επιδόματος στους καταναλωτές, ώστε να αποφευχθεί η στενότητα ρευστότητας.

Επισημαίνεται όμως ότι το μέτρο της εξίσωσης του ΕΦΚ στο Πετρέλαιο Θέρμανσης από μόνο του, δεν είναι αρκετό για την καταπολέμηση του λαθρεμπορίου και των παρανομιών στον Κλάδο των Πετρελαιοειδών.

Ο Σύνδεσμός μας από το 1995 πιέζει τις εκάστοτε κυβερνήσεις για λήψη μέτρων που θα βοηθούσαν σημαντικά στην πάταξη αυτών των φαινομένων. Θέτουμε υπόψη της Πολιτείας, για μια ακόμη φορά, προτάσεις που δύο φορές στο παρελθόν και μετά από πολύμηνη επεξεργασία κατέληξαν στο συρτάρι.

Οι προτάσεις αυτές είναι εντελώς απαραίτητες για τον περιορισμό του φαινομένου της λαθρεμπορίας στη διακίνηση των καυσίμων και ειδικότερα του Πετρελαίου:

Εντατικοποίηση ελέγχων για εντοπισμό μηχανισμών καταδολίευσης αντλιών σε πρατήρια υγρών καυσίμων και άμεση εφαρμογή του Νόμου 3908/2011.

Εφαρμογή συστήματος ελέγχου εισροών – εκροών στα Πρατήρια Υγρών Καυσίμων.

Εξάρθρωση των κυκλωμάτων εικονικών εξαγωγών καυσίμων.

Έλεγχος διακίνησης ναυτιλιακών καυσίμων και εξαγωγών με εντατικοποίηση των ελέγχων που γίνονται από τα αρμόδια Τελωνεία.

Λήψη μέτρων για την αλλαγή του θεσμικού πλαισίου για τη χορήγηση Αδειών Εμπορίας κατηγορίας Β1, ώστε να επιτρέπεται η διακίνηση Ναυτιλιακών καυσίμων μόνο σε επιχειρήσεις με σοβαρές υποδομές και κεφάλαια κίνησης.

Εκσυγχρονισμός των χρονοβόρων και δαπανηρών τελωνειακών διαδικασιών, ώστε να απελευθερωθούν οι απασχολούμενοι, σήμερα, στις εγκαταστάσεις Τελωνειακοί Υπάλληλοι και να αφοσιωθούν στο έργο του ελέγχου και της πάταξης της λαθρεμπορίας.

Σήμανση όλων των βυτιοφόρων Ι.Χ. και Δ.Χ. (ως Ν. 3054/2002) με το εμπορικό σήμα της Εταιρίας Εμπορίας Πετρελαιοειδών και πραγματοποίηση ελέγχων καθοδόν του νόμιμου της διακίνησης.

Έλεγχος τιμολογίων αγορών σε πρατήρια από ΚΕΔΑΚ και ΣΔΟΕ και εφαρμογή του νόμου στις περιπτώσεις παραεμπορίου και πειρατείας.

Δειγματοληπτικός έλεγχος τιμολογίων Εταιριών Εμπορίας για τυχόν περιπτώσεις λαθρεμπορίου και πειρατείας.

Έλεγχος (καθοδόν) του φορτίου και του νόμιμου της διακίνησης που γίνεται με τα μικρά βυτιοφόρα των πρατηρίων.

Εντατικοποίηση ελέγχων και εξάρθρωση των κυκλωμάτων νέας μορφής λαθρεμπορίου και νοθείας της βενζίνης με μεθανόλη στα πρατήρια υγρών καυσίμων.

Η εκτίμηση της αγοράς, είναι ότι οι απώλειες Ε.Φ.Κ και Φ.Π.Α. από το λαθρεμπόριο στα καύσιμα ανέρχονται στα 450-500 εκ. € / έτος και τονίζεται ότι στη δύσκολη οικονομική συγκυρία για τη χώρα, κάθε ευρώ που χάνεται στην παρανομία είναι εις βάρος της Εθνικής Οικονομίας, των υγιών επιχειρήσεων, του υγιούς ανταγωνισμού και τελικά εις βάρος όλης της κοινωνίας και του έλληνα φορολογούμενου.

Δυστυχώς όμως, οι εκάστοτε Κυβερνήσεις, δεν μπορούν - ή δεν έχουν τη βούληση - να λάβουν τα απαραίτητα μέτρα και έτσι υποκύπτουν στις διάφορες συντεχνίες και αφήνουν τους καιροσκόπους και τους απατεώνες να λειτουργούν εις βάρος της κοινωνίας και της Εθνικής Οικονομίας".

Σήμερα οι πρώτες επαφές για τις επιδοτούμενες τιμές των ΑΠΕ

Συνάντηση με τους εκπροσώπους της ΡΑΕ και του ΔΕΣΜΗΕ θα έχει σήμερα ο υπουργός ΠΕΚΑ, κ. Παπακωνσταντίνου, με αντικείμενο την προοπτική μείωσης των επιδοτούμενων τιμών στις ΑΠΕ, όπως προανήγγειλε χθες, κατά την ομιλία του στη διεθνή έκθεση Energy-Photovoltaic '11.

Σκοπός της συνάντησης είναι να βρεθεί κοινό έδαφος, έτσι ώστε να στηριχθεί ο ΔΕΣΜΗΕ, ο οποίος αντιμετωπίζει σημαντικά ελλείμματα, αλλά ταυτόχρονα να παραμείνουν σε τροχιά ανάπτυξης οι επενδύσεις στη χώρα μας. Παράλληλα, όπως επεσήμανε ο υπουργός, πρέπει να βρεθεί μια λύση «χωρίς να γονατίσουμε το Ελληνικό νοικοκυριό, τον κρατικό προϋπολογισμό και τις επιχειρήσεις που καταναλώνουν ενέργεια».

Σε οποιαδήποτε περίπτωση, η σημερινή συνάντηση είναι προάγγελος εξελίξεων και ο κλάδος αναμένει με ενδιαφέρον να δει πως ακριβώς θα διαμορφωθούν οι νέες ταρίφες.

H ΕΕ ζήτησε εφαρμογή οδηγίας για περιβαλλοντολογικές εργαστηριακές δοκιμές

H Ευρωπαϊκή Επιτροπή ζήτησε από την Ελλάδα και την Ουγγαρία να κοινοποιήσουν τα εθνικά μέτρα για την εφαρμογή της οδηγίας όσον αφορά τη μεταβίβαση των καθηκόντων του εργαστηρίου για τη δοκιμή οργανισμών που είναι επιβλαβείς για τα φυτά. Το αίτημα της Επιτροπής διατυπώθηκε με την αποστολή αιτιολογημένης γνώμης, που συνιστά το δεύτερο στάδιο της προδικαστικής διαδικασίας.

Σύμφωνα με την Επιτροπή, η πλήρης εφαρμογή της οδηγίας από τα κράτη - μέλη έχει ουσιαστική σημασία για την ασφάλεια του περιβάλλοντος στην Ευρώπη.

Η οδηγία προβλέπει ότι η διενέργεια εργαστηριακών δοκιμών για τον εντοπισμό επιβλαβών για τα φυτά οργανισμών - καθήκον που, γενικά, εκτελείται από εθνικά διαπιστευμένα εργαστήρια - μπορεί να ανατεθεί, επίσης, σε πανεπιστήμια, ερευνητικά ιδρύματα ή ιδιωτικά εργαστήρια. Με τη διεύρυνση του φάσματος των οργανισμών στους οποίους επιτρέπεται να διενεργούν τις εν λόγω δοκιμές, η οδηγία αποσκοπεί, τελικά, στην αύξηση της ικανότητας της ΕΕ όσον αφορά τον έγκαιρο εντοπισμό επιβλαβών για τα φυτά οργανισμών.

Τα κράτη - μέλη έπρεπε να εξασφαλίσουν την εφαρμογή της οδηγίας πριν από την 1η Ιανουαρίου 2011. Μέχρι σήμερα, η Ελλάδα και η Ουγγαρία δεν έχουν κοινοποιήσει στην Επιτροπή τα σχετικά εκτελεστικά μέτρα.

Νέο «κούρεμα» υπερωριών αλλά και προνομίων, ετοιμάζει η ΔΕΗ

«Hair cut» σε μια σειρά από μισθολογικά κόστη, με εξορθολογισμό των υπερωριών που φυσικά οδηγεί σε μείωσή τους, και μιας σειράς άλλων επιδομάτων και παροχών, περιλαμβάνει η ατζέντα της διαπραγμάτευσης που προτίθεται να ξεκινήσει μέσα στον Οκτώβριο η διοίκηση της ΔΕΗ με τη ΓΕΝΟΠ, στο πλαίσιο υπογραφής της νέας συλλογικής σύμβασης.

Μιας διαπραγμάτευσης, όπου φυσικά δεν θα υπάρχει χώρος για μισθολογικές αυξήσεις, αλλά που ως κύριο μενού θα έχει, σύμφωνα με τις πληροφορίες, γενναίες θεσμικές αλλαγές. Στόχος της ΔΕΗ είναι η νέα ΣΣΕ να οδηγήσει στα επόμενα χρόνια σε σημαντικό εξορθολογισμό του μισθολογικού της κόστους, καθώς θα περιλαμβάνει σημαντικές τροποποιήσεις στον κανονισμό λειτουργίας του προσωπικού, καταργώντας αρκετούς «ανορθολογισμούς», όπως για παράδειγμα αυτό που ισχύει σήμερα με τις βάρδιες και τις ασθένειες.

Το ισχύων καθεστώς δίνει τη δυνατότητα, όπως λένε όσοι γνωρίζουν, να παίζονται διάφορα παιχνίδια, καθώς προβλέπει ότι ένας εργαζόμενος που θα δηλώσει ασθένεια την ημέρα της βάρδιάς του - ακριβώς επειδή η τελευταία συνοδεύεται από επίδομα- θα εισπράξει το φουλ πακέτο (εκτός δηλαδή από το μεροκάματο, και τα επιπλέον χρήματα). Το ευνοικό αυτό καθεστώς συχνά τυγχάνει, απ' ότι πάντα λέγεται, αντικείμενο εκμετάλλευσης, καθώς έχει παρατηρηθεί ότι οι αποζημιώσεις για ασθένεια στη διάρκεια της βάρδιας είναι πολλές. Το σύστημα αυτό οδεύει προς αλλαγή, χωρίς να είναι και το μόνο.

Κανονισμός λειτουργίας, θεσμικές αλλαγές, και εσωτερικές μετατάξεις, ώστε να μειωθεί το συνολικό μισθολογικό κόστος (1,12 δισ. ευρώ για φέτος), αποτελούν αντικείμενο εσωτερικών μελετών που γίνονται ήδη τους τελευταίους μήνες στη ΔΕΗ. Προφανώς αυτό εννοούσε και ο υπουργός Περιβάλλοντος Γιώργος Παπακωσταντίνου στη συνέντευξη της Δευτέρας, όταν «σήκωσε» το θέμα του πλεονάζοντος προσωπικού, λέγοντας πως έχει ζητήσει από τη διοίκηση της ΔΕΗ συγκεκριμένο σχέδιο με τους τομείς απ' όπου λείπουν άτομα και απ' όπου περισσεύουν. Επειδή, οι πληροφορίες λένε ότι τέτοιο αίτημα στην πραγματικότητα δεν έχει διατυπωθεί, αν εξαιρέσει κανείς μια γενικόλογη αναφορά του υπουργού στο Δ.Σ. της Πτολεμαίδας, προφανώς ο τελευταίος θέλησε να φτιάξει κλίμα, γι’ αυτά που έρχονται.

Επίσημα δεν έχει ανοίξει...

Το θέμα των εσωτερικών μετατάξεων, αν και ημι-επίσημα τίθεται συχνά στη ΔΕΗ, επισήμως δεν έχει ανοίξει ή τουλάχιστον δεν έχει μπει ποτέ στο τραπέζι με τη ΓΕΝΟΠ. Βεβαίως, δεν είναι εύκολο ένας διοικητικός υπάλληλος, να μετακομίσει από τα γραφεία στα ορυχεία, καθώς πρέπει πρώτα να προηγηθεί κάποια εκπαίδευση, αλλά το κυριότερο να έχει τις στοιχειώδεις ικανότητες.

Τώρα, το αν η ΓΕΝΟΠ θα καθίσει στο τραπέζι, με τι όρους, και κυρίως το που θα καταλήξει η διαπραγμάτευση είναι άγνωστο. Το βέβαιο είναι ότι η συγκυρία ευνοεί τη συζήτηση για θεσμικές αλλαγές μέσα από μια νέας αντίληψης συλλογική σύμβαση εργασίας, θέμα που στην ουσία έχει ανοίξει από τον περασμένο Απρίλιο με το θόρυβο που προκάλεσε η δημοσίευση του πορίσματος Ρακιντζή.

Μόνο έτσι θα μειωθεί σημαντικά το μισθολογικό κόστος, σε συνδυασμό βέβαια και με μια αναδιάρθρωση του προσωπικού, που από μόνη της όμως δεν αρκεί. Ήδη, πέρυσι χάρη στις περικοπές που επέφεραν οι νόμοι του υπ. Οικονομικών στους μισθούς της ΔΕΗ, και στη μείωση των υπερωριών, το μισθολογικό κόστος μειώθηκε κατά 300 εκ. ευρώ. Απ’ αυτά τα 210 εκ. ευρώ προήλθαν από τις περικοπές, και μόνο τα 90 εκ. ευρώ από υπερωρίες. Δεδομένου ότι φέτος άλλες περικοπές μισθών δεν έγιναν, η μείωση της μισθολογικής δαπάνης θα είναι πολύ μικρότερη.

Και όπως είχε ενημερώσει τον περασμένο Ιανουάριο στην επιστολή που είχε στείλει στον τότε υπ. Οικονομικών Γ. Παπακωσταντίνου (και νυν ΠΕΚΑ) ο πρόεδρος της επιχείρησης Α. Ζερβός, όταν ο πρώτος ζητούσε από τις εισηγμένες να πάρουν ανάλογα μέτρα με εκείνα που εφαρμόστηκαν στις μη εισηγμένες, οι φετινές περικοπές θα είναι της τάξης των 40 εκ. ευρώ, και θα προέλθουν από υπερωρίες και εκτός έδρας.

Ασφυξία για τους προμηθευτές ρεύματος - αγοράζουν μετρητοίς, πουλάνε επί πιστώσει

Λύση που θα άρει το αδιέξοδο στο οποίο έχουν περιέλθει οι εταιρείες λιανικής πώλησης ρεύματος, καθώς είναι υποχρεωμένες να εξοφλούν σε μηνιαία βάση το ρεύμα που αγοράζουν από τη χοντρική, τη στιγμή που από τους πελάτες τους πληρώνονται περίπου στους τέσσερις μήνες, αναζητά ο υφυπουργός Ενέργειας κ. Γιάννης Μανιάτης.

Σύμφωνα με πληροφορίες, οι εκπρόσωποι των δύο μεγάλων εταιρειών προμήθειας (Energa και Hellas Power) έχουν συναντηθεί με τον υφυπουργό και έχουν περιγράψει με λεπτομέρειες τα προβλήματα στο υφιστάμενο καθεστώς λειτουργίας της αγοράς, προτείνοντας συγκεκριμένες λύσεις. Ο κ. Μανιάτης φέρεται αποφασισμένος να προχωρήσει στη βελτίωση επί μέρους πλευρών του συστήματος, καθώς η διατήρηση και διεύρυνση του ανταγωνισμού στην λιανική του ρεύματος αποτελεί κυβερνητική επιλογή, πέραν της κοινοτικής υποχρέωσης.

Το πρόβλημα της χρηματοοικονομικής ασφυξίας έχει προκύψει στις εταιρείες λιανικής καθώς οι πελάτες τους καθυστερούν όλο και περισσότερο την πληρωμή των λογαριασμών ρεύματος (όπως άλλωστε συμβαίνει και με τη ΔΕΗ), ενώ με βάση τον Κώδικα Προμήθειας οι ίδιες οι εταιρείες είναι υποχρεωμένες να πληρώνουν στο ΔΕΣΜΗΕ το ρεύμα που αγοράζουν από την Ημερήσια Αγορά 28 ημέρες μετά την λήξη κάθε μήνα. «Όταν είχε φτιαχτεί ο Κώδικας, πριν αρκετά χρόνια, δεν υπήρχε στην πραγματικότητα λιανεμπόριο ρεύματος, ενώ και η εξεύρεση κεφαλαίων ήταν εύκολη και φτηνή» λένε παράγοντες του κλάδου και αποκαλύπτουν ότι οι μεγάλες εταιρείες χρειάζονται πλέον περί τα 50 εκατ. ευρώ η κάθε μία, μόνο και μόνο για να καλύπτουν τη χρονική υστέρηση ανάμεσα στην είσπραξη από τους πελάτες και την πληρωμή προς το ΔΕΣΜΗΕ.

Το αίτημα είναι να τροποποιηθεί ο Κώδικας Προμήθειας όσον αφορά το χρόνο εκκαθάρισης και η προθεσμία να γίνει 3 μήνες από 28 ημέρες που είναι σήμερα. Παρότι όμως η πολιτική ηγεσία του υπουργείου Περιβάλλοντος και Ενέργειας είναι θετική, πρέπει να λυθούν τα επακόλουθα προβλήματα μιας τέτοιας αλλαγής. Συγκεκριμένα, αν ο ΔΕΣΜΗΕ πληρώνεται κάθε 3 μήνες από τους προμηθευτές, θα πρέπει κι εκείνος με τη σειρά του να πληρώνει κάθε 3 μήνες τους παραγωγούς ρεύματος (ΔΕΗ και ιδιώτες). Σε ένα τρίτο επίπεδο, θα πρέπει και οι ηλεκτροπαραγωγοί να καθυστερούν αντίστοιχα την πληρωμή του φυσικού αερίου στη ΔΕΠΑ. Εδώ δημιουργείται και το μεγαλύτερο πρόβλημα, καθώς σε αυτή την περίπτωση πρέπει η ΔΕΠΑ να διεκδικήσει αντίστοιχη «ανοχή» από την Gazprom ή να καλύψει την υστέρηση από ίδια κεφάλαια, είτε από τα κέρδη της.

Μια από τις προτάσεις που έχει πέσει στο τραπέζι, σύμφωνα με πληροφορίες, είναι να προεξοφλεί η ΔΕΠΑ τις απαιτήσεις της από τους ηλεκτροπαραγωγούς παίρνοντας αντίστοιχα κεφάλαια από τράπεζες (το γεγονός ότι οι πελάτες της ΔΕΠΑ είναι λίγες και ισχυρές εταιρείες κάνει ευκολότερη μια τέτοια κίνηση) και η σχετική χρηματοοικονομική επιβάρυνση να χρεώνεται στους τελικούς εξυπηρετούμενους, δηλαδή στους προμηθευτές ρεύματος.

Κι άλλες αλλαγές

Σύμφωνα πάντα με τις ίδιες πληροφορίες, ετοιμάζονται κι άλλες αλλαγές στους κώδικες λειτουργίας της αγοράς, οι οποίες θα διαμορφώσουν ένα νέο πλαίσιο για το νέο «ενεργειακό έτος».

Πέραν του θέματος του ΕΦΚ στο αέριο ηλεκτροπαραγωγής για το οποίο, σύμφωνα με όλες τις ενδείξεις, θα υπάρξουν αποφάσεις από το οικονομικό επιτελείο και το ΥΠΕΚΑ, τα θέματα που έχουν θέσει οι ιδιώτες προμηθευτές αφορούν κυρίως τα Αποδεικτικά Διαθεσιμότητας Ισχύος (ΑΔΙ), τα τέλη χρήσης του συστήματος μεταφοράς και του δικτύου, τις Υπηρεσίες Κοινής Ωφέλειας (ΥΚΩ) και τις λεγόμενες επικουρικές χρεώσεις. Τα παραπάνω κόστη φτάνουν περίπου το 50% της συνολικής επιβάρυνσης που έχουν οι προμηθευτές για την αγορά ρεύματος.

Σύμφωνα με τις υπάρχουσες ενδείξεις, οι απαιτούμενες αλλαγές θα μελετηθούν από τη ΡΑΕ και θα «βγούν» σε δημόσια διαβούλευση από τη οποία θα προκύψουν οι επί μέρους πλευρές της υπόθεσης.

Εκτός από την αναθεώρηση των Αποδεικτικών Διαθεσιμότητας Ισχύος, οι ιδιώτες προμηθευτές έχουν ζητήσει να υπάρξει μείωση στα τέλη χρήσης του Συστήματος Μεταφοράς και του Δικτύου Διανομής, αλλά και να μειωθεί το ποσοστό που πληρώνουν σήμερα για τις λεγόμενες «απώλειες» που αφορά το σύνολο των απωλειών ενέργειας από την παραγωγή έως την κατανάλωση (σημαντικό ρόλο σε αυτό τον «κωδικό» παίζουν οι ρευματοκλοπές). Το ποσοστό επιβάρυνσης για τη χαμηλή τάση είναι 8% και θεωρείται πολύ υψηλό.

Κρίσιμη «τριμερής» συνάντηση για το τέλος ΑΠΕ

Όλο και πιο πιεστική γίνεται η ανάγκη για αύξηση του περίφημου τέλους ΑΠΕ στη σημερινή του μορφή, καθώς το ταμειακό έλλειμμα του ΔΕΣΜΗΕ ολοένα αυξάνεται, με αποτέλεσμα να δημιουργείται πρόβλημα με το αποθεματικό του διαχειριστή. Σήμερα έχει καθοριστεί ένα ακόμη κρίσιμο ραντεβού στο οποίο θα μετέχουν ο αρμόδιος υπουργός Γ. Παπακωνσταντίνου, η Ρυθμιστική Αρχή Ενέργειας και ο ΔΕΣΜΗΕ. Στη συνάντηση οι τρεις πλευρές αναμένεται να «βάλουν κάτω τα νούμερα» και να αναζητήσουν λύση στην εξίσωση «έλλειμμα ΔΕΣΜΗΕ - τέλος ΑΠΕ - κόστος καταναλωτή». Η συνάντηση επί της ουσίας είχε προαναγγελθεί στις αρχές της εβδομάδας από τον Γ. Παπακωνσταντίνου, ο οποίος ερωτηθείς σχετικά με το ενδεχόμενο αυξήσεων στο ρεύμα – μεταξύ άλλων εξαιτίας του ελλείμματος του ΔΕΣΜΗΕ – είχε τονίσει ότι οι όποιες αποφάσεις θα ληφθούν μετά από εισηγήσεις της ΡΑΕ και του ΔΕΣΜΗΕ και αφού πρώτα αναλυθεί εκτενώς το πρόβλημα.

Η κατάσταση

Τα περιθώρια, πάντως, με βάση την κατάσταση που εμφανίζει το ταμείο του ΔΕΣΜΗΕ στενεύουν. Με βάση την τελευταία ενημέρωση που υπήρχε από το διαχειριστή, τα έσοδα, μαζί με τα χρήματα που μπήκαν στα ταμεία από τις δημοπρασίες των ρύπων έφταναν τα 65 εκατ. ευρώ, ποσό που είχε υπολογιστεί ότι επαρκεί για να καλύψει τις ανάγκες μέχρι και τα μέσα Σεπτεμβρίου. Δηλαδή αυτή τη στιγμή το αποθεματικό του ΔΕΣΜΗΕ έχει εξαντληθεί, φέρνοντας εκ νέου το διαχειριστή σε αδιέξοδο. Σύμφωνα λοιπόν με την άποψη του διαχειριστή, την οποία ενστερνίζεται και η ΡΑΕ, θα χρειαστεί το τέλος ΑΠΕ από τα 2 ευρώ να αυξηθεί στα 5,5 έως 7 ευρώ η μεγαβατώρα. Εφόσον δε συνεχιστεί με τους ίδιους ρυθμούς η ανάπτυξη των ανανεώσιμων, τότε θα πρέπει τη διετία 2013 – 2014 το τέλος να εκτιναχθεί στα 17 έως 18 ευρώ.

Δεν είναι μονόδρομος οι αυξήσεις

Μπροστά στο σενάριο των … «εφιαλτικών» αυξήσεων, ωστόσο, ήδη έχουν ξεκινήσει να εξετάζονται εναλλακτικές που θα μειώσουν το βάρος για τους καταναλωτές. Μία πρόταση που έχει πέσει στο τραπέζι από παλιά αλλά συναντά τις δικές της δυσκολίες είναι να χρησιμοποιηθεί υπέρ των ΑΠΕ, το τέλος ΕΡΤ.

Πρόταση για την αναζήτηση συμπληρωματικών πόρων για την κάλυψη του ελλείμματος του ΔΕΣΜΗΕ, όπως ένας πιθανός φόρος άνθρακα, ή ακόμα και η φορολόγηση των αγοραπωλησιών αδειών που σήμερα γίνεται παράνομα στη μαύρη αγορά, κατέθεσαν πρόσφατα οι φορείς της αγοράς φωτοβολταϊκών, στο πλαίσιο της συζήτησης που διοργάνωσε για τα θέματα της αγοράς ο ΠΑΣΥΦ και το δικηγορικό γραφείο Μεταξάς, στο πλαίσιο του συνεδρίου Capital & Vision.

ΕΦΚ

Ένα ακόμη σοβαρό πρόβλημα της αγοράς που παραμένει άλυτο, αφορά στον ΕΦΚ στο φυσικό αέριο που χρησιμοποιείται για ηλεκτροπαραγωγή. Το τελευταίο σενάριο που έχει πέσει στο τραπέζι είναι ο φόρος στο αέριο να αντικατασταθεί με έσοδα από αυθαίρετα του 2012. Η πρόταση που είχε υποβληθεί από τον Γιώργο Παπακωνταντίνου προς το ΥΠΟΙΚ προβλέπει την κατάργηση του ΕΦΚ στο φυσικό αέριο που χρησιμοποιείται στην ηλεκτροπαραγωγή, με χρονική μετατόπιση στο 2012 των εσόδων που έχουν υπολογιστεί για φέτος και αντικατάστασή τους από τα έσοδα που θα εισπραχθούν από τα αυθαίρετα. Αυτή τη στιγμή πάντως δεν έχουν ληφθεί οριστικές αποφάσεις.

ΑΔΙ και το 2012 με διορθωτικές κινήσεις και αλλαγές

Παρατείνεται η ισχύς της μεταβατικής διάταξης του κώδικα για τα περίφημα Αποδεικτικά Διαθεσιμότητας Ισχύος, σύμφωνα με απόφαση της ΡΑΕ, την ίδια στιγμή που, όπως είχε προαναγγείλει το EnergyPress, η ανεξάρτητη αρχή ετοιμάζει συνολική πρόταση για τροποποίηση του κανονισμού, ώστε αυτός να είναι πιο αποδοτικός για τον καταναλωτή.

Η πρόταση αυτή θα αφορά στην τροποποίηση τόσο των ΑΔΙ όσο και του μηχανισμού ανάκτησης του μεταβλητού κόστους που σήμερα είναι στο 10%. Το νέο σύστημα προβλέπει ότι ένα μέρος για των ΑΔΙ θα βγαίνει στην αγορά χωρίς να υπάρχει εκ των προτέρων διοικητικά οριζόμενη τιμή, αλλά η τιμή τους θα καθορίζεται από τη ζήτηση. Δηλαδή για έναν αριθμό αποδεικτικών δε θα ισχύει η τιμή των 45 χιλιάδων ευρώ αλλά θα γίνεται ελεύθερη διαπραγμάτευση προμηθευτών και παραγωγών.

Η πρόταση αυτή έχει στόχο την ορθολογικοποίηση και την καλύτερη αποδοτικότητα του συστήματος, καθώς επίσης και την ενίσχυση της ρευστότητας των ΑΔΙ.

Αλλά και για το μηχανισμό του μεταβλητού κόστος, στόχος είναι το σύστημα να εξορθολογιστεί και να μειωθεί το ποσοστό του 10% που ισχύει σήμερα.

Τι είναι τα ΑΔΙ

Τα ΑΔΙ που λαμβάνουν σήμερα οι ηλεκτροπαραγωγοί, σύμφωνα με την περυσινή υπουργική απόφαση, είχαν μεταβατική ισχύ για 12 μήνες, η οποία εξέπνεε από την 1η Οκτωβρίου. Τα ΑΔΙ όπως και ο μηχανισμός μεταβλητού κόστους, είναι μηχανισμοί που χρησιμοποιούνται για την υποστήριξη των επενδύσεων που έχουν υλοποιηθεί στην ηλεκτροπαραγωγή, οι οποίες συνετέλεσαν καθοριστικά ώστε σε κρίσιμες περιόδους όπως η απεργία της ΔΕΗ, να υποστηριχθεί και να ανταπεξέλθει το ηλεκτρικό σύστημα. Αυτές οι μονάδες ωστόσο λόγω των προβλημάτων που συνεχίζουν να υφίστανται στην αγορά, θα αντιμετώπιζαν σοβαρό πρόβλημα βιωσιμότητας, εάν δεν υπήρχαν οι μηχανισμοί αυτοί. Καθώς λοιπόν οι συνθήκες της αγοράς δεν έχουν διαφοροποιηθεί (πχ παραμένει το μονοπώλιο στην αγορά λιγνίτη), η ΡΑΕ αποφάσισε την χρονική παράτασή τους. Τα ΑΔΙ αγοράζονται από τους προμηθευτές και πληρώνονται στους παραγωγούς. Το ίδιο ισχύει και για το μηχανισμό κάλυψης μεταβλητού κόστους βάσει του οποίου προβλέπεται ότι εάν μια μονάδα κληθεί να μπει στο σύστημα χωρίς να είναι προγραμματισμένη, τότε δεν πληρώνεται με βάση Οριακή Τιμή, αλλά εισπράττει το μεταβλητό κόστος παραγωγής της συν κάποιοι ποσοστό.

Γ. Παπακωνσταντίνου: Χωρίς αναδρομική ισχύ οι αλλαγές στις ταρίφες των ΑΠΕ

Δεν θα ισχύσουν αναδρομικά οι αποφάσεις της κυβέρνησης για αναπροσαρμογή των εγγυημένων τιμών αγοράς της «πράσινης» ενέργειας, όπως διαβεβαίωσε χθες ο υπουργός Περιβάλλοντος, Ενέργειας και Κλιματικής Αλλαγής Γ. Παπακωνσταντίνου σε ομιλία του απόψε στα εγκαίνια της 6ης Διεθνούς Έκθεσης Energy-Photovoltaic '11, με θέμα «Οι Ανανεώσιμες Πηγές Ενέργειας στα χρόνια της κρίσης».

Ο υπουργός ανέφερε ότι οι αποφάσεις θα ληφθούν μετά από διαβούλευση που έχει ξεκινήσει με τους αρμόδιους φορείς (ΡΑΕ, ΔΕΣΜΗΕ, ΔΕΗ) και θα καταλήξουν σε μία βιώσιμη λύση τόσο για το ΔΕΣΜΗΕ, όσο και για τους επενδυτές ΑΠΕ λαμβάνοντας υπόψη την πρόοδο της τεχνολογίας και το κόστος αυτής.

Στόχος, όπως ανέφερε, είναι να επιτευχθεί ισορροπία που θα επιτρέψει την κερδοφορία των παραγωγών ενέργειας «χωρίς να γονατίσουμε το Ελληνικό νοικοκυριό, τον κρατικό προϋπολογισμό και τις επιχειρήσεις που καταναλώνουν ενέργεια».

Ο κ. Παπακωνσταντίνου αναφέρθηκε στην πρόοδο που έχει σημειωθεί στον τομέα των ΑΠΕ που είχε σαν αποτέλεσμα να προστεθούν στο πρώτο εξάμηνο του 2011 300 MW από νέες μονάδες και τόνισε ότι μεγάλα επενδυτικά σχέδια, όπως το «Ήλιος» που αποσκοπεί σε εξαγωγή «πράσινης» ενέργειας προς την Ευρώπη δεν έρχονται να παραγκωνίσουν τις μικρότερες μονάδες. «Το «Ήλιος» είναι έργο ανεξάρτητο των εθνικών στόχων και δεν πρόκειται να επιβαρύνει ούτε τη δυνατότητα σύνδεσης νέων μονάδων στο εθνικό σύστημα, ούτε το κόστος για τον καταναλωτή και το δημόσιο μέσω εγγυημένης τιμής. Το εθνικό σύστημα έχει ανάγκη τις μονάδες που σήμερα αναπτύσσονται», τόνισε ο υπουργός.

Στους στόχους της πολιτικής για τις ΑΠΕ περιλαμβάνονται ακόμη, όπως ανέφερε, η αδειοδότηση σχεδίων που βρίσκονται σε διαδικασία αξιολόγησης, η αντιμετώπιση του παρεμπορίου αδειών ΑΠΕ, η στήριξη της καινοτομίας και η τεχνολογική ανάπτυξη της εγχώριας βιομηχανίας παραγωγής ηλιακών συστημάτων και συστημάτων που αξιοποιούν τις άλλες ανανεώσιμες πηγές.

Οι μειώσεις στις χρεώσεις δικτύου αντίδοτο στις αυξήσεις κιλοβατώρας- Μελέτη ΡΑΕ

Σε δραστικές μειώσεις των χρεώσεων χρήσης δικτύων ηλεκτρισμού, προσανατολίζονται το ΥΠΕΚΑ και η ΡΑΕ, ώστε να αντισταθμίσουν το αναπόφευκτο μπαράζ αυξήσεων στην τιμή της κιλοβατώρας, που αναμένεται από την αρχή του χρόνου.

Ωστόσο η προσπάθεια μοιάζει με τετραγωνισμό του κύκλου, καθώς οι όποιες μειώσεις θα απορροφηθούν από σειρά αναπόφευκτων αυξήσεων σε ρυθμιζόμενα και μη σκέλη των τιμολογίων ηλεκτρικού. Συγκεκριμένα, από το νέο έτος θα ισχύσει νέος γύρος ανατιμήσεων, ο οποίος συμφωνήθηκε με την τρόικα και την Ευρωπαϊκή Επιτροπή πέρυσι, στο ανταγωνιστικό σκέλος των τιμολογίων ηλεκτρικού (τιμή ενέργειας), ο οποίος θα πλήξει κυρίως τα επιδοτούμενα, χαμηλά τιμολόγια.

Οι ανατιμήσεις αυτές αναμένεται να συνοδευτούν και από μειώσεις από τιμολόγια που μέχρι πρόσφατα επιδοτούσαν τα χαμηλά οικιακά. Ωστόσο, υπό την παρούσα συγκυρία και με δεδομένη την αδυναμία μεγάλης μερίδας των νοικοκυριών να ανταποκριθούν στην πληρωμή των λογαριασμών ηλεκτρικού, ιδίως μετά την επιβολή του χαρατσιού για τις κατοικίες, η έστω και μικρή αύξηση στο σκέλος αυτό των τιμολογίων προβληματίζει.

Τα επιτελεία του ΥΠΕΚΑ και της ΡΑΕ, δουλεύουν εντατικά για να υπολογίσουν τις αυξήσεις που πρέπει να επιβληθούν στα τιμολόγια για τα τέλη του λογαριασμού ΑΠΕ και Υπηρεσιών Κοινής Ωφέλειας. Με τα πρώτα, θεωρητικά θα πρέπει να ισοσκελισθεί ο σχετικός λογαριασμός που τηρεί ο ΔΕΣΜΗΕ, για την πληρωμή στους παραγωγούς ηλεκτρικού από ΑΠΕ, της διαφοράς τιμής μεταξύ της Οριακής και αυτής που προβλέπεται για κάθε τεχνολογία.

Το έλλειμμα αυτό κινείται στα επίπεδα των 350 εκατομμυρίων με τάσεις αύξησης το 2012, καθώς εντάσσονται συνεχώς νέες μονάδες, κυρίως φωτοβολταϊκές, οι οποίες πωλούν στο δίκτυο με τιμές από 400-550 ευρώ τη μεγαβατώρα, έναντι 87 ευρώ των αιολικών. Ο υπουργός ΠΕΚΑ κ. Παπακωνσταντίνου, εκτιμά ότι μεγάλο μέρος του ελλείμματος θα καλυφθεί με την εκποίηση αδιάθετων δικαιωμάτων ρύπων.

Ωστόσο, το υπόλοιπο των αδιάθετων δικαιωμάτων λιγοστεύει, ενώ και οι τιμές τους στο χρηματιστήριο έχουν πτωτικές τάσεις. Έτσι οι αυξήσεις στο τέλος ΑΠΕ είναι αναπόφευκτες, εκτός και αν επιτέλους ομαλοποιηθεί η διαμόρφωση της Οριακής Τιμής του Συστήματος (χονδρική τιμή ηλεκτρικού, που κινείται σε εξωπραγματικά χαμηλά επίπεδα), οπότε θα μειωθεί και η επιβάρυνση του λογαριασμού ΑΠΕ.

Ο κ. Παπακωνσταντίνου

Προς την κατεύθυνση αυτή, το υπουργείο ΠΕΚΑ δείχνει ότι προσανατολίζεται σε λύσεις που θα άρουν σε μεγάλο βαθμό τις στρεβλώσεις στη διαμόρφωση της Οριακής Τιμής, οι οποίες στρεβλώσεις στην ουσία λειτουργούν σε βάρος των ΑΠΕ. Συγκεκριμένα ο κ. Παπακωνσταντίνου έχει ζητήσει από το ΔΕΣΜΗΕ και τη ΡΑΕ εισηγήσεις και προβολές σε σχέση με την κατάσταση του λογαριασμού ΑΠΕ που τηρεί ο ΔΕΣΜΗΕ, το ύψος του τέλους ΑΠΕ και το ύψος των εγγυημένων τιμών που απολαμβάνουν οι ΑΠΕ.

Με βάση τα στοιχεία που θα προκύψουν από τις εισηγήσεις, το υπουργείο προτίθεται να ανοίξει μέσα τις επόμενες εβδομάδες μία δημόσια διαβούλευση με τους φορείς της αγοράς για το ζήτημα αυτό.

"Σκοπός μας δεν είναι να αιφνιδιάσουμε. Σκοπός μας είναι να προετοιμάσουμε και να πάμε σιγά - σιγά στην ωρίμανση της αγοράς, κάνοντας διορθωτικές κινήσεις εκεί και όπου πρέπει", τονίζει επιγραμματικά ο κ. Παπακωνσταντίνου, ενώ όπως αφήνει σαφώς να εννοηθεί, οι αποφάσεις που θα ληφθούν μετά την ολοκλήρωση του διαλόγου, θα αφορούν τις εγγυημένες τιμές ΑΠΕ και το τέλος ΑΠΕ.

Η ΡΑΕ

Από την πλευρά της η ΡΑΕ εμφανίζεται αποφασισμένη να βάλει τέλος στις υπερβολικές χρεώσεις που επιβάλουν οι διαχειριστές των δικτύων ηλεκτρισμού και φυσικού αερίου, στους χρήστες τους. Όπως λένε στο euro2day πηγές της Αρχής, τα τέλη χρήσης στα ελληνικά δίκτυα θα πρέπει να προσεγγίσουν στους μέσους όρους που ισχύουν στις χώρες της ΕΕ, και αφού ληφθούν υπ΄όψιν οι ιδιαιτερότητες που προκύπτουν από την παρούσα συγκυρία στην Ελλάδα (υψηλά επιτόκια). Ωστόσο απορρίπτουν σκέψεις και προτάσεις για αποδόσεις επενδυμένων κεφαλαίων σε δίκτυα στα επίπεδα του 17% ή του 20-21% όπως προτείνεται από διάφορες πλευρές.

Τέλος για τη διαμόρφωση ενός σαφούς, δίκαιου και αμερόληπτου συστήματος για την κοστολόγηση της χρήσης των δικτύων, η ΡΑΕ θα λάβει τις υπηρεσίες εξειδικευμένων συμβούλων. Συγκεκριμένα, προκήρυξε διεθνή διαγωνισμό, μέσω του οποίου καλεί μελετητές με την απαιτούμενη εξειδικευμένη εμπειρία να εκδηλώσουν το ενδιαφέρον τους για την εκπόνηση μελέτης εφαρμογής της μεθοδολογίας του μέσο-σταθμικού κόστους κεφαλαίου (WACC) που απαιτείται για τον καθορισμό των τιμολογίων χρήσης των δικτύων ηλεκτρικής ενέργειας και φυσικού αερίου.

Η μελέτη πρέπει να παρουσιάσει και να αξιοποιήσει τις διεθνείς βέλτιστες πρακτικές όσον αφορά τη χρήση της μεθοδολογίας WACC στο ανωτέρω πεδίο εφαρμογής, και να λαμβάνει υπόψη της την τρέχουσα οικονομική συγκυρία στην Ελλάδα.

Νέο ωράριο λειτουργίας για τα καταστήματα της ΔΕΗ

Νέο ωράριο εξυπηρέτησης των πελατών της ανακοίνωσε η ΔΕΗ, στο πλαίσιο εναρμόνισης του ωραρίου της προς τα αντίστοιχα λοιπών φορέων και οργανισμών.

Ειδικότερα, από τη Δευτέρα 3 Οκτωβρίου:

- όλα τα Καταστήματα της Εμπορίας (ταμεία – εμπορική εξυπηρέτηση) θα λειτουργούν από τις 8:15 έως τις 14:15 (Δευτέρα έως Παρασκευή) και

- όλα τα Πρακτορεία της Διανομής (συνδέσεις – τεχνική εξυπηρέτηση) θα λειτουργούν από τις 8:15 έως τις 14:15 (Δευτέρα έως Παρασκευή).

Θησαυρός υδρογονανθράκων η θαλάσσια περιοχή της Νότιας Κρήτης

Ένα ολόκληρο "θησαυρό" κρύβει η θαλάσσια περιοχή νότια της Κρήτης, σύμφωνα με στοιχεία που επικαλέστηκε, ο ομότιμος καθηγητής του πολυτεχνείου Κρήτης, Αντώνης Φώσκολος, σε ημερίδα για την αξιοποίηση των υδρογονανθράκων, που οργάνωσε στα Χανιά το Πολυτεχνείο.

Σύμφωνα με τα όσα υποστήριξε , " Νότια της Κρήτης υπάρχουν τεράστια κοιτάσματα υδρογονανθράκων 3,5 τρισεκατομμύρια κυβικά μέτρα φυσικού αεριού το οποίο μεταφράζεται σε ισοδύναμο πετρελαίου γύρω στα 20 -22 δισεκατομμύρια βαρέλια πετρέλαιο".

Σύμφωνα με τον ίδιο, για την αξιοποίηση αυτών των κοιτασμάτων, το κόστος είναι φθηνότερο από αυτό του Πρίνου, καθώς τα αποθέματα είναι πολύ μεγάλα, ενώ, όπως επιπλέον τόνισε, από τα αποθέματα αυτά θα μπορούσε η Ελλάδα να καλύψει ακόμα και το έλλειμμα της και μέσα σε 12 χρόνια η χώρα μας θα μπορούσε μέσω αυτής της αξιοποίησης να βγάλει το χρέος της.

Ο ομότιμος καθηγητής αναφέρθηκε και στα κομμάτια της νότιας Κρήτης που κρύβουν υδρογονάνθρακες.

" Υπάρχει ένα κομμάτι που είναι νοτιοδυτικά της Γαύδου το οποίο για να είμαι ειλικρινής δεν ξέρω τι έχει, μπορεί να είναι και τεράστιο, υπάρχει ένα κομμάτι το οποίο είμαι πολύ πιο σίγουρος και είναι κάτω από τον Πλακιά 80 χιλιόμετρα από τον Πλακιά και υπάρχει και το κομμάτι του "Ηρόδοτου" το οποίο και αυτό ξέρομε περίπου πόσο είναι. Πρέπει να πω, ότι η έκταση προς έρευνα είναι μεγαλύτερη από το άθροισμα των ΑΟΖ Κύπρου και Ισραήλ.

Το κομμάτι που έχουμε εμείς είναι 2 φορές μεγαλύτερο και έχουμε ίσως και παραπάνω αποθέματα από το άθροισμα Ισραήλ και της Κύπρου", κατέληξε ο καθηγητής.

Renewables bounced back in 2010, finds REN21 global report

Last year's economic turbulence failed to derail renewable generation's expansion to supply 16 percent of final consumption at the end of 2010.

In the last year, the world has seen many significant developments that have had an impact – both direct and indirect – on renewable energy. The global economic recession entered a new phase in 2010, marked by massive public finance crises – felt most acutely in Europe – that led several governments to announce incentive cuts for solar energy. Natural gas prices remained low, temporarily reducing the competitiveness of renewable energy. At the same time, worldwide developments highlighted the security, economic and human costs of relying so heavily on fossil and nuclear energy.

Global energy consumption rebounded strongly in 2010 after an overall downturn in 2009, with annual growth of 5.4 percent, well above the historical average. Renewable energy, which had no downturn in 2009, also continued its strong growth.

Indeed, renewable energy accounted for approximately half of the estimated 194 GW of new electric capacity added globally during 2010 while existing renewable power capacity worldwide reached an estimated 1320 GW in 2010, up almost eight percent from 2009. Renewables now comprise about a quarter of total global power generating capacity (estimated at 4950 GW in 2010) and supplies close to 20 percent of global electricity, with most of this provided by hydropower. When hydropower is not included, renewables reached a total of 312 GW in 2010, a 25 percent increase over the 2009 figure of 250 GW. Among all renewables, global wind power capacity increased the most in 2010, followed by hydropower and solar photovoltaics (PV).

While this article focuses on the electricity sector, renewables also play increasingly significant roles in the heating/cooling and transportation sectors, as detailed in the REN21 report.

Wind Power

Among all renewables, wind capacity increased the most in 2010, by 39 GW – over three times the 11.5 GW added worldwide just five years earlier. As a result, capacity increased more than 24 percent relative to 2009, with total global capacity nearing 198 GW by year's end.

At least 52 countries increased wind capacity during 2010, and 83 countries now use it on a commercial basis. Over the five years to end-2010, annual growth rates of cumulative wind power capacity averaged 27 percent. The annual global wind power market held steady in 2010, just slightly above 2009, due to slower growth in the US and Europe brought on by policy uncertainty, by the continuing economic crisis, and by depressed electricity demand in many developed countries.

As a result, for the first time, the majority of new turbine capacity was added in developing countries and emerging markets rather than in wind's traditional markets. This growth was driven primarily by China, which accounted for 50 percent of global capacity additions in 2010, up from 4.4 percent in 2005. China added 18.9 GW of new wind, a 37 percent increase over 2009, bringing the country into the global lead with a total of 44.7 GW. However, about 13 GW of this capacity had not yet been commercially certified by year-end, although all but 2 GW was in fact already feeding electricity to the grid.

The U.S. added just over 5 GW in 2010, compared with more than 10 GW the previous year, bringing its total to 40.2 GW, a 15 percent increase over 2009. By year-end, wind accounted for 2.3 percent of generation (up from 1.8 percent in 2009). Texas, with 10.1 GW, had more than one quarter of existing US capacity at the end of the year.

The European Union installed nearly 9.5 GW in 2010, down slightly compared with 2009 but bringing the total to about 84 GW. For the first year since 2007, wind did not account for the largest share of new capacity and in fact came in third behind natural gas and PV.

Germany maintained its lead in Europe with 27.2 GW operating at the end of 2010, generating 36.5 TWh during the year. Nevertheless, the annual addition of 1.6 GW represented a 19 percent reduction in new capacity relative to 2009 and the smallest annual German wind market since 1999; if dismantled systems are accounted for, net capacity additions totaled 1.5 GW.

Spain again led Europe in terms of new installations, adding nearly 1.8 GW for a total of over 20.7 GW. This made it the world's fourth largest market for new wind, although Spain saw its slowest growth since 2003 in absolute terms. Despite having less capacity in operation than Germany, Spain produced more electricity (43 TWh) in 2010, due largely to higher winds and more advanced turbines.

France, Italy, and the U.K. (adding 1.1 GW, 0.9 GW and just under 0.9 GW respectively) were the other top markets in Europe. Meanwhile, emerging-market EU countries helped to offset the decline in mature E.U. markets, with significant growth in Bulgaria, Lithuania, Poland, and Romania.

India was the third largest market in 2010, adding nearly 2.3 GW to reach an estimated 13.2 GW and maintain its fifth-place ranking for total wind capacity.

Other markets around the world are also starting to take off. In Latin America and the Caribbean, total installed capacity rose 54 percent during 2010, with Brazil and Mexico each adding about 0.3 GW. However, Latin America still accounts for a very small share. The same is true in Africa and the Middle East, although at least 11 countries in the region had commercial wind installations in 2010.

Although its share of total wind capacity remains small, offshore wind continued to pick up speed, increasing by 1.2 GW to 3.1 GW at the end of 2010, with most of this in Europe and the rest in China (0.1 GW) and Japan (0.02 GW). The European offshore market grew more than 50 percent during 2010, bringing total capacity to 3 GW.

Solar Power

More than 100 countries added new solar photovoltaic (PV) during 2010, ensuring that PV remained the world's fastest growing technology with an estimated 17 GW of new capacity (compared with just under 7.3 GW in 2009). This brought the global total to about 40 GW – more than seven times that of five years earlier.

Total existing capacity of all PV grew 72 percent relative to 2009, with the average annual growth rate over the 2005-2010 period exceeding 49 percent. For the first time since 2005, thin-film's share of the market declined, from 17 percent in 2009 to 13 percent in 2010, although sales increased. The PV market was driven by falling costs, new applications, strong investor interest, and continued strong policy support, but also by accelerated tariff digressions in some countries.

The EU dominated the global market, accounting for 80 percent of the total with about 13.2 GW newly installed. And, led by Germany and Italy, Europe added more PV than wind for the first time ever.

Germany added more PV (7.4 GW) in 2010 than the entire world did the previous year, ending 2010 with 17.3 GW of capacity. During the first quarter of 2011, Germany also generated 2.75 TWh from PV, an increase of 87% over the same period in 2010. Italy added some 2.3 GW, bringing the official PV total to nearly 3.5 GW, though actual installations were likely higher. And, in the Czech Republic, the combination of high feed-in tariff rates and the reduction in equipment costs led to a second strong year (1.5 GW), lifting the country from virtually zero in 2008 to nearly 2 GW in 2010.

Other major European installers in 2010 included France (adding 0.7 GW), which more than tripled its additions relative to 2009, followed by Belgium (0.4 GW) and Greece (almost 0.2 GW), which more than quadrupled its 2009 additions. Spain saw a second consecutive year with installations well below the 2008 peak as a result of a cap on ground-mounted systems and uncertainties associated with the new regulatory framework; less than 0.4 GW were added in 2010, bringing total PV capacity to 3.8 GW.

Beyond Europe, the largest PV markets were Japan (nearly 1 GW), the United States (0.9 GW), and China (0.6 GW). The Japanese and U.S. PV markets almost doubled relative to 2009, with Japan's total existing capacity reaching 3.6 GW and the U.S. passing the 2.5-GW mark. More than a quarter of additional US capacity was in utility-scale projects, and electric utilities are becoming a key driver of future growth in the country.

The trend toward utility-scale (>200 kW) PV plants continued, with the number of such systems exceeding 5,000 in 2010, up from just over 3200 in 2009. These facilities totaled some 9.7 GW of capacity by the end of 2010, an increase of more than 3 GW during the year, and accounted for almost 25 percent of total global PV capacity.

Interest in concentrating PV (CPV) is also on the rise, with as much as 0.02 GW connected to the grid worldwide during 2010 and early 2011.

After years of inactivity, the concentrating solar thermal power (CSP) market has seen about 740 MW added between 2007 and end-2010. More than half of this capacity (approximately 478 MW) was installed during 2010, bringing the global total to 1095 MW. The global market was dominated by parabolic trough plants, which account for 90 percent of CSP plants and for nearly all existing capacity.

Spain added 400 MW in 2010, taking the global lead with a total of 632 MW, while the US ended the year with 509 MW after adding 78 MW, including two fossil-CSP hybrid plants.

CSP growth is expected to continue at a rapid pace. As of April 2011, another 946 MW were under construction in Spain with total new capacity of 1,789 MW expected to be in operation by the end of 2013. In the US, a further 1.5 GW of parabolic trough and power-tower plants were under construction as of early 2011, and contracts signed for at least another 6.2 GW. Interest is also notable in North Africa and the Middle East, as well as India and China.

Biomass Power

Significant increases in biomass for power production were seen during 2010 in a number of European countries, the US, and in China, India, and several other developing nations. Globally, an estimated 62 GW of biomass power capacity was in place by the end of 2010, with the US continuing to lead. Other significant producers included the EU — led by Germany, Sweden, and the U.K. — and Brazil, China, and Japan. Less than 0.3 GW of capacity was added in the US during 2010, bringing the total to 10.4 GW (excluding municipal organic waste), and biomass generated about 48 TWh during 2010.

The European Union's gross electricity production from biomass increased nearly 10.2 percent between 2008 and 2009 (the most recent year for which complete data are available), from 79.3 TWh to 87.4 TWh. Solid biomass accounted for 62.2 TWh — about 71 percent — and biogas accounted for the remainder. About half of Europe's biomass power production came from electric-only facilities and half came from combined heat and power (CHP) plants.

Although biogas experienced the most significant increase in the EU (up almost 18 percent), generation from all biomass sources has increased rapidly. For example, EU electricity production from solid biomass tripled between 2001 and 2009, and by early 2010 some 800 solid biomass plants (an estimated 7.1 GW) were operating.

The top three countries in Europe — Germany, Sweden, and the U.K. — accounted for nearly 50 percent of the region's electricity production from biomass in 2009; Germany alone accounted for about 50 percent of the EU's biogas generation and almost 30% of total EU electricity generation from biomass. Other significant biomass power producers included Finland, Poland, Italy, and the Netherlands.

Future high growth, particularly in biogas use, is expected in Italy, France, Spain, and the U.K., and new markets are emerging in the Czech Republic, Hungary, and Slovakia.

Brazil's biomass power capacity, nearly all cogeneration, has also been increasing steadily. Capacity reached 7.8 GW in 2010, generating 28 TWh. It has also grown in several other Latin American countries, including Costa Rica, Mexico, and Uruguay.

Japan generated an estimated 10 TWh with biomass in 2010, excluding co-firing. Elsewhere in Asia, China's capacity rose about 25 percent in 2010 to 4 GW using a combination of bagasse, solid biomass, organic waste, and biogas (including from livestock wastes).

India added about 0.3 GW of biomass power capacity in 2010 for a total of 3 GW at year-end. Thailand added only 0.003 GW of solid biomass capacity in 2010, ending the year with 1.3 GW, but it nearly doubled its biogas capacity in 2009 to 0.05 GW and increased it a further 37 percent in 2010 to 0.07 GW. Malaysia is seeing significant biogas expansion as well.

There is also increasing interest in Africa and the Middle East, where several countries – including Cameroon, Kenya, Tanzania, and Uganda – have existing biomass capacity or development plans.

Geothermal Power

Since 2005, significant additions of geothermal electric capacity have occurred in Iceland, Indonesia, New Zealand, the US, and Turkey, and global power production has increased more than 20 percent.

Countries with lower capacity levels but high growth rates during this period include El Salvador (35 percent), Guatemala (58 percent), Papua New Guinea (more than 800 percent), and Portugal (81 percent). By the end of 2010, global installations came to over 11 GW, up an estimated 240 MW from 2009, generating about 67.2 TWh.

Although geothermal developments slowed in 2010 relative to 2009, the lull was expected to be temporary. The lack of available drilling rigs (due to competition with the oil and gas industry) has hindered developers, while the lack of a qualified workforce has presented problems in Kenya and elsewhere.

The three largest plants commissioned in 2010 were in New Zealand, Italy and Kenya. The addition in Kenya increased the plant's capacity to 0.1 GW, making it the largest in Africa.

By the beginning of 2011, geothermal plants were operating in at least 24 countries, but the vast majority of capacity was located in eight: the US (3.1 GW), the Philippines (1.9 GW), Indonesia (1.2 GW), Mexico (just under 1 GW), Italy (0.9 GW), New Zealand (nearly 0.8 GW), Iceland (0.6 GW), and Japan (0.5 GW).

Iceland, the leader on a per capita basis, generated about 26% of its electricity with geothermal power in 2010, and the Philippines generated approximately 18 percent.

As the market continues to broaden, a significant acceleration in the rate of deployment is expected, with advanced technologies allowing for development in new countries. As of early 2011, nearly 0.8 GW of new capacity was in the drilling or construction phase in the US and was expected to be generating by 2015; and a total of 123 confirmed projects (accounting for up to 1.4 GW of resources) in 15 U.S. states were in development.

Iceland expects to add nearly 0.1 GW in 2011, and much more capacity is in pipelines around the globe, with 46 countries forecast to have new geothermal installed within the next five years. By late 2010, Germany had an estimated 150 pipeline projects, and projects were underway in Chile (0.2 GW), Costa Rica (0.4 GW), India (nearly 0.3 GW), and the U.K. (0.01 GW), among others.

Hydroelectricity

Currently in use in some 150 countries, global hydropower production increased more than five percent in 2010 – due greatly to new capacity and wet weather in China – and represented about 16 percent of global electricity production. An estimated 30 GW was added during 2010, with existing capacity reaching an estimated 1010 GW.

The top countries for hydro are China, Brazil, the US, Canada, and Russia, accounting for 52 percent of the total. Ranked by generation, the order is China, Canada, Brazil, the US, and Russia.

By region, Asia leads for share of installed hydro capacity, followed by Europe, then North and South America, with Africa at a distant fifth. China added 16 GW during 2010 to reach some 213 GW, a significant increase over the 117 GW at end-2005.

Brazil brought about 5 GW into operation, bringing its existing capacity to 80.7 GW, with a further 8.9 GW under construction. Canada generated about 348 TWh and added 500 MW to end 2010 with 75.6 GW. More than 11 GW of new projects were under construction across Canada by early 2011, with an estimated 1.3 GW due to be operational before the end of 2012. US development has slowed recently due to the economic recession, but just over 0.02 GW of new hydro began operating in 2010 for a total of 78 GW (plus 20.5 GW of pumped storage), producing 257 TWh during the year (up from 233.6 TWh in 2009).

Russia has an estimated 55 GW, which represents about one fifth of the country's total capacity. Brazil and Canada generate roughly 80 percent and 61 percent, respectively, of their electricity with hydropower. Many countries in Africa produce close to 100 percent of their grid-based electricity with hydro, as does Norway.

India, which ranks sixth worldwide for total hydro, with an existing capacity of more than 40 GW (including 37.4 GW of large-scale), added about 0.3 GW of small hydro in 2010 for a cumulative small-scale hydro capacity of 2.9 GW at year-end; another 0.9 GW of small hydro were under construction as of early 2011. Brazil had 53 small hydro projects (0.7 GW) under construction by early 2011, and 149 additional plants (2.1 GW) had been authorised. Canada, Iran, Kazakhstan, and Switzerland also had significant amounts of small hydro under construction or in planning. Rwanda aimed to have 0.04 GW of small hydro capacity by 2015.

Asia (led by China) and Latin America (led by Brazil) are the most active regions for new hydro. An additional 140 GW are planned in China over the next five years. Brazil plans two major projects in the Amazon region, including a 3.2 GW reservoir project due for completion in late 2011.

North America and Europe, also constructing new plants, are the main centres for modernisation of existing plants and for the application of pumped storage.

Interest in pumped storage is increasing, particularly in regions and countries where variable renewable resources are achieving relatively high penetration. The vast majority is in Europe, Japan, and the US. About 4 GW was added globally in 2010, bringing the world total to approximately 136 GW, up from 98 GW in 2005.

Ocean energy is the least mature of the technologies considered and by the end of 2010, only tidal barrage systems had achieved commercial scale, accounting for most of the world's installed capacity.

However, in 2010 there were a handful of pre-commercial projects. Although existing capacity remained low relative to other renewable technologies, numerous projects were in development or under contract, and at least 25 countries were involved in ocean energy development activities. At year's end, an estimated total of 6 MW of wave (2 MW) and tidal stream (4 MW) capacity had been installed worldwide. Most of these projects were in Europe, with the majority operating off the coasts of Portugal and the U.K. A few prototypes were initiating first steps toward commercialisation.

Regional Development

By early 2011, at least 118 countries had some type of policy target or renewable support policy at the national level, up from 55 countries in early 2005. Developing countries, which now represent more than half of all countries with policy targets and half of all countries with renewable support policies, are playing an increasingly important role in advancing renewable energy. This increasing geographic diversity in markets and manufacturing is boosting confidence that renewables are less vulnerable to policy or market dislocations in any specific country.

The top five countries for non-hydro renewable power capacity were the US, China, Germany, Spain, and India. In the US, renewable energy accounted for an estimated 25 percent of electric capacity additions in 2010 and 11.6 percent of existing capacity at year's end.

China added an estimated 29 GW of grid-connected renewables, for a total of 263 GW, an increase of 12 percent compared with 2009. Renewables accounted for about 26 percent of China's total installed capacity in 2010, and 18 percent of generation. In the European Union, renewables accounted for an estimated 41 percent of newly installed electric capacity in 2010, with PV accounting for more than half of the total. Although the share was significantly lower than the more than 60 percent of total capacity added in 2009, more renewable power capacity was added in Europe than ever before (22.6 GW), with total installations up 31 percent over the previous year (17.5 GW). Renewable energy's share of total electricity generation in the EU was nearly 20 percent in 2009.

India added an estimated 2.7 GW of grid-connected renewables during 2010 — mainly from wind but also from biomass, small hydropower, and solar capacity — for a total of nearly 19 GW.

Continued strong growth is expected in all renewable energy sectors in the coming years, with projects at various stages of development around the world. China alone plans to install more than 30 GW of wind power capacity during 2011 and 2012, and significant additional capacity is under construction in India, the US, U.K., and other countries. At least 5.4 GW of solar PV capacity was under contract in the US by the end of 2010. Globally, nearly 2.6 GW of additional CSP capacity was under construction by year's end, with all plants expected to be operational by 2014. Significant geothermal power capacity (and CHP) was in project pipelines around the globe by year-end, with 46 countries forecast to have new geothermal capacity installed within the next five years. Major developments are under way for hydro, ocean energy, and other renewable technologies as well.

Technology cost reductions in solar PV in particular meant high growth rates in manufacturing. Cost reductions in wind turbines and biofuel processing technologies also contributed to growth. At the same time, there was further industry consolidation, notably in the biomass and biofuels industries, as traditional energy companies moved more strongly into the renewable energy space, and as manufacturing firms continued to move into project development.

Solar manufacturing dilemma: Location, location, location

SAN FRANCISCO -- Must solar innovation and manufacturing take place in the same region? That was a question posed by a moderator at a clean power conference this week and one that is topical at a time when several manufacturers have shuttered or curtailed production in the United States.

“When you look at deployment globally, is it bad to have an innovation and deployment decoupled?” asked Ira Ehrenpreis, general partner of Technology Partners, to his panel during the Renewable Energy Finance Forum in San Francisco this week. “The semiconductor industry does, and that doesn’t seem to bother anybody. The innovation is here and the manufacturing is elsewhere.”

The bankruptcies of Solyndra, SpectraWatt and Evergreen Solar in the last two months were a chilling reminder of the difficulties of building a long-lasting manufacturing business. Their demise doesn’t denounce the idea of creating a booming manufacturing base in the United States (Evergreen had been moving its production to China). But it forces the industry to think hard about the risks involved, particularly when Asian manufactures have risen to prominence and have done so quickly.

The comparison with the semiconductor industry is apt if only because solar PV manufacturing, which shares the use of certain basic materials, has attracted veterans from the semiconductor business. But the history of the semiconductor industry also offers some lessons for solar. American semiconductor companies used to produce chips domestically, but they ceded that to Taiwan and then China when building factories at home became too expensive. Startup chip companies today focus on engineering innovative chip designs, and they hire manufacturers in Asia to make the products.

One member of the panel, Neil Auerbach, who is the managing director of Hudson Clean Energy Partners, noted manufacturing discussions shouldn’t be simply about the locations of the factories.

“If you walk the factory floor of the Chinese manufacturing plants in China, most of the equipment is German, American, Italian and Swiss. Where manufacturing is taking place is deceiving. The majority of tools are developed in areas of high cost of labor but very skilled people,” Auerbach said.

Indeed, the United States is still a solar manufacturing power house, just not in the production of products that they can brand and market to consumers. The country exported $5.63 billion of solar goods in 2010 and imported $3.75 billion in 2010, according to a GTM Research report. The top two products were silicon and factory equipment. The United States actually exported more to China than what it imported from there last year. China uses the equipment and material to make solar cells and panels, which it then ships to the rest of the world.

How long the United States can remain a leader in these segments is hard to say. China and Korea are home to a good number of silicon producers as well, and they have been expanding their prodcution capacities in recent years. Nexolon, a Kroea-based silicon ingot and wafer maker, plans to go public next week to raise money for factory expansion.

The emerging crop of American solar manufactures is making a variety of goods, from silicon to solar panels. Many of them have developed cells and modules using alternatives to silicon, and they are trying to build factories to mass produce their products when the economy is weak and the global solar market is beset by declining government incentives in Europe and demand is outstripping supply.

Manufacturers’ primary consideration for setting up factories is to build a long-lasting business, not to create jobs. When money for building factories became difficult to find in the past few years, many turned to the government for help. The government wants to help the emerging industry, but its primary goal is to create jobs and that means building factories within the country.

What the manufacturers and the government want aren’t necessarily mutually exclusive but the solar industry needs a success story. Some companies, such as SoloPower, Abound Solar and 1366 Technologies, have secured federal loan guarantees over the past 12 months to build factories.

Some companies have turned to state incentive packages and investors who also are in the manufacturing business. Stion just opened a factory in Mississippi to make solar panels using copper-indium-gallium-selenide cells. One of Stion’s investors is Taiwan Semiconductor Manufacturing Co., which is the largest semiconductor contract manufacturer in the world. Calisolar, which purifies lower-grade silicon to make it suitable for solar cell production, is planning a factory in Mississippi with a $75.25 million package from the state.

And sometimes, it just makes more sense to build factories elsewhere. HelioVolt, a CIGS thin film maker, recently lined up $50 million from Korean conglomerate SK Group and is planning to build a factory in Asia, likely in Korea, reported VentureWire.

Solar heating and cooling markets blow hot and cold

Regional solar markets show highly divergent trends, finds the latest ISOL Navigator index.

Bielefeld, Germany New analysis of the global solar market for the ISOL Navigator survey reveals a mixed bag of development, with some countries surging while others are relatively stagnant in the face of uncertain support.

Designed to show current and expected market development, the ISOL Navigator is an index reflecting the solar heating and cooling sector and comes in response to the observation that currently available market development indicators are unreliable, largely because collectors do not feed into a central grid.

Ranging 0-100, company values are averaged to obtain global, country- and region-specific indices, the ISOL Index focuses on 16 countries: Austria, Brazil, China, Czech Republic, Germany, Great Britain, Greece, India, Italy, Mexico, Poland, Portugal, Switzerland, Spain, Turkey, and the USA. These key countries are divided into four regions: North/Central Europe; Mediterranean; Selected BRIC countries; and, North/Middle America.

The latest figures reveal that the international solar thermal industry is still very fragmented with only every fourth company producing more than 50,000 m² annually — equivalent to 35 MWth. By far the largest group of collector manufacturers produced less than 10,000 m² in 2009, equivalent to 7 MWth.

The selected BRIC countries of Brazil, India and China lead the rankings with the highest ISOL Index of 51 points, seven points higher than the world average of 44. These BRICs countries are roughly even when compared with the sunbelt countries of the Mediterranean, although the BRIC Country Index is the only one with a long-term upward trend. Conversely, the Mediterranean suffered the strongest drop, whereas in 2010, it was still above the global index.

Nonetheless, the markets in the sunny southern parts of Europe, with an Index of 43, do slightly better than the northern parts, Indexed at 42, but were it not for the spreading financial crises in Portugal and Greece, the difference could have been greater.

Meanwhile, both North/Central Europe and North/Middle America run parallel to each other at a rather low level. North/Middle America shows a relatively poor performance, with a ranking of 41, as a result of the generally dissatisfying market situation in the U.S. However, according to this analysis, the worst mood can be found in the solar thermal industries of Russia and the Ukraine, which is at a very low level of 30 points.

Regional Variations Extend Index Ranges

In the latest survey the gap between the highest and the lowest score widened from four to 10 points. These contrasting trends — with the market up in Asia and down in Europe and North/Middle America – results in a slight decrease in the global index to 44 points.

The global solar thermal industry is characterised by four different technologies but the majority of the 16 key countries are dominated by flat plate collectors. Nonetheless, the share of vacuum tubes has increased over the last years in India and Mexico, reaching a share of 30 percent and 44 percent, respectively. Meanwhile, the vacuum tube share in Europe has proven to be more or less stable over the years.

Countries with a high market penetration, such as Austria and Greece, are mature and major support efforts will be necessary to grow these markets further. Conditions are reversed in countries with the lowest rankings.

BRIC and East European Countries are growing whereas European markets are lagging behind, dominated as they are by countries with a low market penetration and dissatisfiying business development. Only Poland and Switzerland have an index above the average value of the North/Central region in June 2011 while the Czech Republic fares far below the regional average. Likewise, the general situation in the Mediterranean is that country indices are below the long-term trend of the region. Only Turkey has reached a higher score in the latest index.

In stagnating markets, such as U.S. and the Czech Republic, the slowdown has hit the industry extremely hard, because manufacturers have invested significant sums of money to increase production capacity, and thus feel price pressure more than others.
