江苏爱康太阳能拟注销佛山市同兴太阳能器材子公司

江苏爱康太阳能科技股份有限公司日前发布公告,由于公司南通型材项目逐步达产,爱康计划注销主产电池板铝边框的子公司佛山同兴调养年器材公司。此外,爱康太阳能还计划与爱康能源开发有限公司签署总额不超过435万元的LED路灯及室内照明的建设与改造项目的框架协议。
 
        佛山市同兴太阳能器材有限公司成立于2010年6月10日,注册资本 1000万元,江苏爱康太阳能科技股份有限公司持有其 100.00%的股权,隶属江苏爱康集团铝事业部。作为集团的生产基地,主要从事太阳能电池专用铝边框的研发、生产、销售。

        爱康太阳能称鉴于公司全资子公司南通爱康太阳能器材有限公司的型材项目(太阳能电池铝边框原材料)的逐步达产,佛山同兴原先靠近原材料产地的优势逐渐淡 化,结合目前较为低迷的光伏太阳能市场环境,为提高产能利用率,扩大规模集中优势,降低公司的运营成本,公司拟注销佛山市同兴太阳能器材有限公司并按规定 办理有关清算手续。

Suniva为佐治亚理工学院碳中性能源解决方案实验室供电

佐治亚理工学院(Georgia Institute of Technology)的碳中性能源解决方案实验室(Carbon-Neutral Energy Solutions Laboratory)正在进行能源效率和碳封存技术的开发,现在Suniva的帮助下研制出一种新太阳能阵列。Inman Solar安装了1200个Suniva组件,为这个45000平方英寸的设施供电。此外这个项目还包括一个人行道檐蓬和两个停车场结构。
 
        FAIA和LEED成员,佐治亚理工学院资本计划和空间管理总监Howard Wertheimer说:“这是学院的一个开创性设施,将推进校园内可持续建筑的设计和建设,将佐治亚理工学院定位为校园可持续发展的领军者。这个建筑将 成为研究实验的绝佳环境,使学生有机会学习关于可持续发展和能源净零使用。”

尚德海外基金现“瑕疵” 连环担保涉嫌造假

7月30日,尚德发布公告称正在对环球太阳能基金管理公司(GSF)相关方提供的反担保展开调查。

  根据尚德披露的信息显示,GSF的管理者GSF Capital向尚德提供的5.6亿欧元等值的德国政府债券担保存在瑕疵,其可能系伪造而根本不存在。
  
  一位购买了赛维债券的瑞士投资机构内部人士表示,此事件可能会危及到赛维的现金流。

  连环担保涉嫌造假

  环球太阳能基金(GSF)是一家由尚德为主要投资人的投资基金,全称为GlobalSolar Fund, S.C.A, Sicar。2008年2月成立于卢森堡。

  根据i美股的一份调研报道显示,截止2009年5月,GSF收到的承诺出资总额为3亿欧元。其中,无锡尚德承诺出资2.58亿欧元,占GSF基金总规 模的86%。另外10.67%的股份由Best (Regent) Asia Group Ltd持有,而Best(Regent) Asia Group实质为无锡尚德CEO施正荣所控股的公司。截至2010年底,尚德对GSF出资1.55亿欧元。

  而根据尚德7月30日晚间发布的资料显示,目前的股东情况是,尚德持股80%,施正荣持股10%,GSF Capital即该基金目前的管理者持股10%。

  GSF投资目标为研发太阳能行业的非上市公司,其项目基本集中在欧洲。而Solarbuzz分析师廉锐告诉记者,GSF对于尚德的意义非常复杂。

  根据i美股披露,GSF的投资项目建成后,这些被投资的公司又往往会从无锡尚德购买相关光伏设备,成为尚德的客户。在2009年净营收的光伏组件部分,无锡尚德从GSF所投公司SICAR获得的净营收就高达1.158亿美元,约占光伏组件部分总营收的7.2%。

  一位购买了尚德债券的瑞士投资公司内部人士告诉记者,上个月他与赛维投资总监会晤时,其透露目前GSF所拥有的最大项目为位于意大利的145MW电站项目,其透露GSF除此之外可能还会有一些小型项目分布在欧洲。

  而令众多投资者最为疑惑的是,GSF5.6亿德国债券的由来。

  尚德也在7月30日晚间披露了其余GSF之间的担保关系。根据其披露的信息来看,尚德为了确保GSF在意大利145MW电站项目建设顺利,为该项目融 资向国开行提供了担保,使得国开行向GSF Investee Company 提供了5.54亿欧元的贷款。而与此同时,GSF基金的管理方GSF Capital又以5.6亿欧元等值的德国政府债券为尚德提供了反担保。

  而目前尚德正在调查的项目,其被告方为GSF的管理者GSF Capital,其向尚德提供的5.6亿欧元等值的德国政府债券存在瑕疵。尚德同时认为,该瑕疵的风险可控。

  上述事项已经在尚德向美国证券交易委员会(SEC)递交的2011年度报告(20F)中进行了披露。并表示:“公司目前业务一切正常,此次事件对公司的日常经营没有直接影响,公司目前正在评估该事件可能对合并财务报表产生的影响。”

  但上述瑞士投资人仍然认为,其会给尚德的现金流造成一定影响。而尚德7月30日晚间的电话会议内容也显示,该5.6亿担保可能系对方伪造材料而根本不存在。

  为保资金链退出

  而尚德目前现金流的恶化情况仅略胜于赛维。

  根据尚德方面的披露,其发现该担保出现瑕疵的契机也是源于尚德决定从该环球太阳能基金投资退出,在退出过程中,外聘顾问的尽职调查发现基金管理公司相关方为尚德提供的反担保有可能存在瑕疵。

  而根据上述瑞士投资者透露,尚德从去年开始就在寻找GSF股权的受让方,也一度传出其已经找到买家。而究其原因,是尚德令人堪忧的资金状况。

  而弘亚世代分析师张虹也告诉记者,去年一度听闻GSF将把业务拓展到中国,其后这一计划又不了了之。

  而HIS分析师顾理旻也向记者透露,在2010年末和2011年初,尚德在国内向多家设计院寻求对方入股GSF基金。但多家设计院都表示对于该基金的收益情况不乐观而拒绝入股。

  该投资者披露,随着时间的推移,GSF基金的收益情况也每况愈下。

  究其原因,张虹分析说,与阿特斯在北美的电站,先找到买家,再建电站的模式不同,尚德的模式是先去建电站,再找买家。这导致尚德在欧洲补贴锐减的大市场环境下,积压了一大堆电站而无法出售。

  而随着组件价格今年的猛跌,尚德要按照前几年的价格把电站卖出就显得难上加难,这使得尚德在这部分沉淀了大量资金。在如今资金链受到威胁的情况下,尚德寄希望于通过出售电站换取现金流也是无奈之举。

晶澳太阳能与M.SETEK公司达成股权转让协议

北京时间7月30日消息,晶澳太阳能宣布与M.SETEK Co., Ltd.达成股权转让协议,根据协议内容,M.SETEK将把其Hebei Ningjin Songgong Semiconductor Co., Ltd. 65%股权转让给晶澳太阳能全资子公司晶澳香港,作价3890万美元。

        考虑到可能的政府管制以及反垄断审查,预计将于年内完成股权转让,本次股权转让是晶澳太阳能与M.SETEK多晶硅供应预付款和解协议部 分,M.SETEK去年因日本9级地震而不能按预定日期完成大部分的多晶硅供应,两者于今年三月达成6910万美元的预付款和解协议。

        根据协议框架,M.SETEK将使用Ningjin Songgong的股利偿还部分预付款;将Ningjin SonggonG65%股权作价偿还预付款;继续向晶澳太阳能供应多晶硅偿还剩余预付款。

Senator inhofe: 9x cost for biofuels is too much, but 29x was OK for synthetic fuels

Arch-critic of the cost of military biofuels — Oklahoma Senator James Inhofe — comes under scrutiny over earmarks for natural gas-based military fuels that cost 29 times more than conventional fuels.

In Washington, the battle over advanced military biofuels took a turn for the bizarre this week, amidst revelations that a leading Senate sponsor of legislation to restrict Navy purchases of advanced biofuels, James Inhofe of Oklahoma, had previously secured earmarks for Syntroleum Corporation (SYNM) to produce natural gas-to-liquid alternative fuels which were priced 29 times higher than conventional fuels.

Overall, Syntroleum reported receiving nearly $6 million from 2002, 2004 and 2006 joint development contracts with DoD, stemming from the earmarks by Inhofe. Syntroleum also reported a 2006 contract for $2.3 million for the sale of 104,000 gallons of gas-to-liquid jet fuel to DoD, for testing in Oklahoma-based B52s.

According to the most recent disclosures at opensecrets.org, Senator Inhofe is an investor in BlackRock, which is the largest shareholder in Syntroleum as of March 31, according to SEC filings, through BlackRock Institutional Trust and BlackRock Fund Advisors.

Paying 29 times for natural gas fuels than conventional fuels

Adjusting for inflation, the $2.3 million contract in 2002 dollars equates to $2.93 million in today’s dollars, or $28.21 per gallon. Back in 2002, jet fuel was selling at considerably less than today – at an average price of 75 cents per gallon in the second half of the year, according to indexmundi.com.

Overall, the cost of the natural gas-based alternative fuel was 29 times more than the cost of conventional fuels at the time, and cost more, per gallon, in today’s dollars than the Navy’s advanced biofuels program.

At the time, the Senator said “Syntroleum’s gas-to-liquids barge project holds great promise for alternative fuel production in a way that has both civilian and military applications. The benefits of this kind of technology to our country are substantial and I am confident that these funds will aid in the further development of this process for the benefit of our nation.”

The Senator took a different line on the benefits of the military advanced biofuels program.

“A fiscally responsible amendment that I authored in the FY13 NDAA,” he wrote, “prohibits the DOD from purchasing high-cost alternative fuels if traditional fuels are cheaper. I pledge to continue working with my colleagues to ensure that President Obama’s far left agenda does not impact military readiness and our national security.”

In a letter to Navy Secretary Ray Mabus last week, Inhofe wrote, “requiring the Navy to spend exorbitant amounts of an already stretched budget on alternative fuels is impacting our near and long term readiness.”

Alternative fuels: good for military readiness then, bad for military readiness now

At the time of the initial $3.5 million grant to Syntroleum to develop alternative fuels from natural gas, Inhofe took a different line on the impact that developing alternative fuels would have on military readiness and national security.

“Tulsans can be very proud that Syntroleum’s advanced technology is now poised to make a significantly increased contribution to military readiness and national security,” Inhofe said at the time of the 2002 award. “I especially applaud all the workers at this company. Their efforts have been recognized, and their future endeavors are going to make a real difference for America.”

By 2012, Senator Inhofe was no longer applauding all the workers at the company, and predicting that their future endeavors would make a real difference for America.

One of Syntroleum’s future endeavors, as it happens, is its Dynamic Fuels joint venture with Tyson Foods that won the Navy contract for advanced alternative biofuels that attracted such strong criticism from the Senator.

“Sen. Inhofe’s concern in this particular case as it deals with the Department of Defense is that the alternative is cost prohibitive,” Inhofe spokesman Jared Young told CNSNews.com last December. “The Department of Defense should not purchase alternative fuels that are priced 9 time higher than conventional fuels –$26.75 per gallon to approximately $2.85 per gallon — because those extra costs will further eat away at other necessary budget items such as operations, maintenance, training, and modernization.”

The program for Syntroleum’s proposed Flexible JP-8 (single battlefield fuel) Pilot Plant program was remarkably similar in structure to the advanced biofuels program later undertaken by the US Navy with Dynamic Fuels. Joint development grants were given to the company to design a marine-based fuel-production plant, and funding was provided to test synthetically-made (gas-to-liquids) JP-8 fuel in military diesel and turbine engine applications, and a production contract for small batches of alternative fuels was issued to the company.

The bottom line

Well, clearly there’s a credibility gap here.

There seems to be ample evidence that Senator Inhofe is intimately aware of the costs of developing and testing alternative fuels in small quantities. It appears to be a simple case of playing political games, by criticizing Dynamic Fuels for selling advanced biofuels for $26 per gallon, when the Senator himself won an earmark requiring the military to purchase even more expensive natural gas-based fuels from Dynamic’s parent.

Paying nine times as much for test quantities of advanced biofuels? “Far-left agenda.”

Paying 29 times as much for test quantities of alternatives to fossil fuels made from, ahem, more fossil fuels? “A real difference for America.”

Hmm.

Greenshift's new extraction technology a 62% improvement, but challenges abound

Two months ago GreenShift Corporation (GERS:  OTC) ambitiously promised to introduce by the end of 2012 an improved corn oil extraction system.   The company has developed technology to extract oil more from corn used as feedstock by ethanol producers.  GreenShift claims its first system is recovering an incremental 0.8 pounds of oil per bushel of corn in current installations.  The new system  -  called COES  II  -  is expected to increase the oil yields to 1.3 pounds  -  a 62% improvement that will put more profits in ethanol producers’ pockets.
Incremental profits can make a difference in the economics of ethanol plants that are squeezed between the costs of natural gas required to fuel to the distillation process and corn feedstock on the one side and ethanol selling prices on the other.  Recently ethanol producers have benefited from low natural gas prices.  However, corn selling prices have spiked in the last couple of weeks on the apparent loss in corn crop due to the 2012 drought. Any hope of lower corn feedstock prices this fall have been pulverized to dust right along with the huge corn plantings farmers had pledged at the 2012 season start.

Those profit-sapping conditions might seem favorable for selling GreenShift’s performance enhancing technology.  However, the system requires capital that some ethanol producers might find hard to come by.  Last year Valero Energy (VLO: NYSE) announced it would be installing corn oil extraction equipment at four of its plants by the end of 2012.  Valero plans to sell the higher-value corn oil into animal feed markets.  It expects to cover the capital expenditure with incremental earnings within two years.

A short payback period may still not be enough to ensure adoption of corn extraction technology.  Besides Valero, the largest ethanol producers  -  Archer Daniels Midland (ADM:  NYSE); POET of Sioux Falls, SD;; GreenPlains Renewable Energy (GPRE:  Nasdaq); and Flint Hills Resources, Inc. of Michigan  -  have balances sheets of varying strengths and can easily pay for the equipment.    However, smaller ethanol producers such as Pacific Ethanol (PEIX:  Nasdaq) or privately-held Patriot Renewable Fuels may not have ready access to resources under current capital market conditions.

Even after ethanol producers gather together enough capital to buy the equipment Greenshift faces a bit of competition. Those four corn oil extraction systems Valero is installing this year are coming from ICM, Inc., which offers a menu of technologies to ethanol producers and grain processors.  GEA Westfalia Separator (a subsidiary of GEA Group AG) specializes in liquids separation across a variety of industries. Likewise Flottwegg AG sells equipment for corn oil extraction among a selection of equipment for the process industries.  Greenshift is sensitive to the competition and has been in legal tussles with all three companies since the U.S. Patent Office awarded GreenShift a patent for its COES I system in 2009.

A legal victory may come too late for GreenShift.  At the end of March 2012, the company reported less than a million dollars in cash on its balance sheet.  GreenShift is not profitable and has an accumulated deficit of $161.9 million.  Its operations appear to need approximately $500,000 in cash support per quarter.  GreenShift has indicated it plans a capital raise this year to make that bridge to the more competitive COES II system.

GreenShift shares are quoted near a penny on an over-the-counter listing service.  It is an illiquid stock and often has no quoted bid or ask price.  Any investor taking a position in the stock on the new product introduction should do so with their eyes wide open and a willingness to risk all.  On top of capitalization issues, both target markets and capital markets present challenges for GreenShift.

Costs, changing attitudes means the time for building-integrated solar PV has come… maybe

                                           

If you have a chance to visit the Enwave Theatre at Harbourfront Centre this summer, be sure to check out striking new work by local glass artist Sarah Hall.
Hall is the creator of Waterglass, part of a new water-inspired envelope constructed around the theatre that combines air-brushed art and solar cells with insulating glass, which wraps bright waves of blue around the building’s north, east and west façades.
Only the west façade includes the solar cells – 540 cells on 10 panels, in total – but it’s a first for Toronto, and an example of the potential of what the solar industry calls building-integrated photovoltaics, or BIPV.

In Ontario we currently slap solar panels on the ground and existing residential and commercial rooftops. BIPV, on the other hand, isn’t added on after the fact. Right from the start solar cells are embedded into a building’s envelope, be it roof shingles, skylights, windows or siding.
Since you have to pay for the shingles or windows or other materials anyway – as well as their installation—the argument is that you can generate clean electricity from those materials by paying a bit of a premium.
“Solar moves from being just an energy source to also being a building component,” says Rob McMonagle, a senior advisor in Toronto’s economic development department who specializes in green technology.

The problem is that BIPV, while quite visible throughout Europe and growing in popularity in Japan and China, has gained little traction in Canada. This includes Ontario, despite the province’s stature as one of the leading solar markets in North America.
The main reason is that the feed-in-tariff (FIT) program designed and administered by the Ontario Power Authority never took the potential of BIPV into account. The generous rates paid out for solar electricity are for projects built on existing infrastructure. There’s nothing in the program that encourages solar technology to be built directly into new infrastructure.
But McMonagle, former head of the Canadian Solar Industries Association and a big believer in the potential of BIPV, is more optimistic these days. Energy Minister Chris Bentley, in a letter last month directing the power authority to restart the feed-in-tariff program, also asked the agency to design a sub-category within the program that is geared to solar projects on “unconstructed buildings.”
The new category needs to be implemented by the end of this year, and 15 megawatts of capacity on the grid is supposed to be earmarked for such projects in 2013.
“This is a big opportunity,” says McMonagle, who along with the Canada Green Building Council and Ontario Sustainable Energy Association had been pushing the power authority to move in this direction. “We’re now trying to engage with them to develop the rules.”
The sooner the better. Toronto has more high-rise construction going on than any other city in North America – more than seven times more construction than Chicago. With so much new building infrastructure in the works, it’s a perfect time to consider integrating solar technologies into architectural designs.
“We’ve had a lot of interest from the architect and developer communities,” says McMonagle. “They’re all saying give me more information. For them it’s also about where they can get the product locally.”
And this is where Ontario, potentially, can shine – and without the need for mandatory local content rules. A good part of the BIPV market is about custom installations that make buildings distinctive. Like the Sarah Hall project, many could be considered art.
This requires flexibility on the part of the supply chain. China excels at producing cheap items in high volumes, but when trying to meet unique architectural specifications, the Chinese edge begins to dull.

It’s generally true that the more customized a product, the more local it becomes. In this sense, BIPV – as public art, as part of private infrastructure, and as a source of clean energy in a jurisdictions experiencing a feverish pace of construction – is a good fit for Ontario.
It deserves to have its own feed-in-tariff rate. “If we can get this right for unconstructed buildings,” says McMonagle, “it has tremendous long-term potential beyond the FIT program.”
Indeed, Ontario could do well to tap a global BIPV market expected by one estimate to reach $6 billion by 2016, at which point we’ll see more roofing and window manufacturers integrating solar into their product lines.

First solar road to profits amid red for global industry

The biggest U.S. solar company is forecast to report the only profit in the second quarter among the 17 companies in the BI Global Large Solar index, according to estimates collected by Bloomberg. The rest, led by Suntech Power Holdings Co. of China, are predicted to have losses.
Suntech and the other Chinese manufacturers that dominate the industry have focused almost exclusively on panel sales, exposing themselves to the brunt of a 47 percent plunge in prices in the past year. Ahearn has insulated First Solar by cutting production and expanding sales of the PV power plants, said Sanjay Shrestha, an analyst at Lazard Capital Markets. Buffett and NextEra are among the company’s best customers.
“Their strong project pipeline is helping them weather the storm that everyone else is caught in,” Shrestha said in an interview. “That’s buying them time while the rest of the industry scrambles for the next panel sale.”
First Solar will report net income of 60.1 cents a share in the second quarter, according to the average estimate of nine analysts surveyed by Bloomberg. It’s due to report earnings after trading finishes tomorrow in New York. Suntech and its rivals, mainly Chinese companies listed in New York, are due to report later in August. Yesterday, Suntech said it may delay its earnings due to a suspected fraud.

Shares Underperform

Investors aren’t giving Ahearn credit for the shift yet. First Solar’s shares have fallen 88 percent in the past year, sharper than the 75 percent decline in the Large Solar index. Ted Meyer, a First Solar spokesman, declined to comment, citing a quiet period before its results.
“The big risk is that they won’t be able to replace the pipeline as existing projects are completed,” said Rob Stone, an analyst at Cowen & Co. in New York who has a neutral rating on the stock. Many of First Solar’s projects relied on government backing to make them profitable, and those programs have expired. “How much longer can their profitability last?”
MidAmerican Energy Holdings Co., a unit of Buffett’s Berkshire Hathaway Inc., agreed on Dec. 7 to buy the Topaz Solar Farm in California developed by First Solar. The project’s development budget is $2.5 billion and may generate 550 megawatts of power starting in 2015, making it one of the world’s largest PV plants.

NextEra Deal

NextEra, the biggest U.S. generator of power from solar and wind plants, joined a unit of General Electric Co. to buy the 550-megawatt Desert Sunlight project in California and in March completed the purchase of 40 megawatts of in Ontario.
First Solar typically sells its projects to an energy company once it’s received permits, arranged financing and completed a deal with a utility to buy the electricity. It receives an upfront payment for the sale that’s usually confidential and is typically a small fraction of the total development budget. Then it continues to receive revenue during construction, for labor and for supplying the panels.
Ahearn accelerated First Solar’s transition to project development in October, when he replaced Rob Gillette after a two-year break from leading the company. By the end of 2011, Ahearn had delayed completion of a factory in Vietnam and shut a California R&D unit.

Ahearn’s Strategy

In April, he announced measures to cut 30 percent of the workforce, idle four production lines in Indonesia and shut a flagship plant in Frankfurt an der Oder, Germany.
The moves were part of First Solar’s “strategy to pursue utility-scale solar opportunities in sustainable markets,” Chief Financial Officer Mark Widmar said on a conference call to discuss the restructuring on April 17.
The goal “is to align our business to a demand profile that is highly reliable and predictable, which largely is our captive pipeline” of solar farms the company is developing, he said. “Our pipeline is a competitive advantage.”
About 53 percent of First Solar’s $497 million in first quarter sales came from developing and selling solar farms. That was up from 30 percent the prior quarter, and it was the first time panel sales weren’t the top driver for results.
Competitors Suntech, JinkoSolar Holding Co. and Yingli Green Energy Holding Co. get at least 90 percent of their revenue from selling solar panels, either directly or through distributors. All will probably lose money every quarter this year, according to Bloomberg data based on analyst forecasts. They’re all listed in New York and report later in August.

China’s Losses

Jinko is expected to lose $7.51 an American depositary receipt this quarter, the worst performance within the Large Solar index. Suntech, the world’s biggest panel maker, may lose as much as 45 cents an ADR and isn’t expected to report a profit until 2014. Analysts expect Yingli to lose 28 cents.
Solar panel prices fell by half last year, which has “killed profitability in module manufacturing,” said Mark Bachman, an analyst at Boston-based Avian Securities. “First Solar puts up more profit over the next year than all the other companies combined.”
Ahearn’s plan to build up project development dates to 2007, when First Solar bought the construction and engineering company Turner Renewable Energy LLC for $34 million. That was followed by 2009 purchase of the closely held developer OptiSolar Inc. for $400 million in stock, and the 2010 acquisition of NextLight Renewable Power LLC for $285 million.

‘Logical Step’

“Adding these resources, along with their development team, to First Solar, is our next logical step,” Ahearn said when announcing the OptiSolar deal on March 2, 2009.
Those acquisitions came with several utility-scale solar farms already under development. OptiSolar brought the 550- megawatt Desert Sunlight project, which First Solar sold to NextEra Energy Inc. in September and is scheduled to be complete in 2015. Also in the purchase was the 550-megawatt Topaz plant that MidAmerican Energy Holdings bought in December, expected to be finished in 2014.
First Solar had cash and cash equivalents of $610 million at the end of the first quarter, up 72 percent from a year earlier. Their current ratio, which measures the ability to repay short-term debt, was 2.48, or 51 percent higher than the average for the 17 companies in the Bloomberg Industry Large Solar Energy index.

Contracts Ahead

First Solar had contracts to build 2.7 gigawatts of power plants as of May 23, according to slides executives showed to analysts along with the first-quarter earnings.
First Solar’s anticipated profit this quarter will be followed by earnings of $1.34 a share for the current quarter and $1.69 in the final three months of 2012, analysts predict. That won’t be enough to counter a $5.20 loss in the first quarter, largely due to a $413 million restructuring charge that came along with Ahearn’s strategy shift. For the whole of 2012, analysts expect loss of $1.46, according to the median of 24 forecasts collected by Bloomberg.
Even if First Solar arranges as much as 600 megawatts of new contracts annually, its factory utilization will drop to about 70 percent by the end of 2014, Stone said. That may force additional charges and closures that would cut profitability.
“They’ve got some nice projects and nice prices right now, but any new projects they win will come at much lower margins,” Stone said. He has a neutral rating on the stock.
First Solar’s production cost averaged 69 cents a watt in the first quarter. Prices for standard, polysilicon based panels were 76 cents a watt at the start of July, according to Bloomberg New Energy Finance.

“For anyone following First Solar it’s always been a game of ‘What’s the next negative to hit?’” said Lazard’s Shrestha. “But they keep forgetting about the strong project pipeline.”

Small wind profile: Two wind turbines supply electricity to U.S. border station

Staff at the GSA Boston office had been evaluating the wind energy opportunity since 2001. The combination of the remote Jackman, Maine, LPOE upgrade and the availability of ARRA [American Recovery and Reinvestment Act] funds led Roman Piaskoski, Chief of the Energy, Utilities & Environment Branch, to implement a distributed wind generation pilot project consisting of two Northern Power Systems 100-kW units. The turbines were installed in September 2010 but were not interconnected and on line with Hydro-Quebec (H-Q) until April 2011. With a measured wind speed of 6.1 mps (13.7 mph) at their 37-m (121-ft) hub height, the two units are expected to produce 400,000 kWh per year. The project goal was for the turbines to supply 50 percent of the Jackman LPOE’s annual electricity.

The permitting was relatively straightforward as the site is GSA property and not close to residential areas. It received Federal Aviation Administration and Maine Department of Environmental Protection approvals, with no public resistance.
However, as can happen with first ventures, the project faced challenges, even with proven equipment. H-Q had existing net metering regulations for generators < 60 kW and > 1 MW, and so the 100-kW turbines landed in H-Q’s "blind spot." GSA had initially considered 10-kW units until the Jackman LPOE was dramatically upgraded, and H-Q assumed that GSA proceeded with the original turbine capacity. With the two 100-kW units, H-Q required the installation of a remote shutdown system with a dedicated phone line. Factor in the language differences and less-than-ideal communications, and the result was a six-month delay between installation and operation. In addition, the installer implemented a special ice-melt system, which failed, caused frequent system shutdowns and eventually resulted in the need for a new set of blades. (Northern Power did not endorse the system.)

Since resolving these issues, the Energy, Utilities & Environmental Branch has been pleased with the turbines’ performance and Northern Power’s technical assistance and maintenance. Piaskoski believes that the pilot successfully demonstrates that wind energy can contribute to GSA’s energy and environmental goals through application to LPOEs in windy locations. He recently presented the project at the GovEnergy conference as a successful wind pilot project. While the decreasing GSA budget may not be sufficient to expand the number of LPOEs, an opportunity remains for wind to participate in the upgrading and greening of existing facilities.

Solar philanthropy: Five groups using solar to end energy poverty

Ending energy poverty is about more than helping people see at night — it’s about economic opportunity, safer and healthier communities, better educational opportunities and connection to the rest of the world.
A number of organizations are working to bring solar-powered energy solutions to the developing world. Solar power is the best alternative because it doesn’t require any prior infrastructure or use of existing resources. It’s safe for nighttime light, and can generate power for other uses, such as charging cell phones or powering medical equipment.
Below is a look at a handful of the many organizations working to end energy poverty using solar power.

1 Liter of Light

Isang Litrong Liwanag, or 1 Liter of Light, uses the Solar Bottle Light design – a cheap, sustainable, light bulb alternative – to light buildings during the day around the world.
The Solar Bottle Light requires a one-liter plastic bottle, bleach, and a bottle-shaped hole in the roof. The plastic bottle is filled with a mixture of water, and bleach. It’s then capped, sealed, and placed in the hole halfway below and halfway above the roof. The water inside the bottle refracts and disperses sunlight, giving the bottle the power of a 50-60 watt light bulb.
The design was pioneered by Alfredo Moser, a mechanic in Sao Paulo, who needed to light his workshop when his neighborhood suffered a long cut in electricity in 2002. Since then, students from MIT have worked with 1 Liter of Light to help develop the design further.

Solar Electric Light Fund (SELF)

SELF, a DC-based non-profit, grew out of an organization that sought to illuminate rural India in the 1990s. Since then, the company has installed solar electric systems in places including Benin, Lesotho, Burundi, Kenya and, most notably, Haiti, where the organization created systems that power 11 health care facilities and a hospital run by the NGO Partners In Health. Through this installation, the organization has improved the quality of medical services for over 170,000 Haitians by powering lights, microscopes, vaccine refrigerators and other lifesaving equipment with renewable energy.

Solar Sister

Solar Sister is a social enterprise committed to eradicating energy poverty by encouraging economic development. Solar Sister gives women entrepreneurs the opportunity to grow a sustainable business selling solar products. The organization reinvests any profits back into their network of entrepreneurs, creating a sustainable business with a positive impact on the environment and the community.

We Care Solar

WE CARE Solar is a non-profit organization that manufactures the Solar Suitcase, a portable solar system, for health clinics. The Solar Suitcase is easy to use and is designed to be used at night when emergency health care is needed. The suitcase comes with highly efficient medical lighting, as well as power for mobile communication, computers, and medical devices. To date, the design has been used in almost 200 clinics in 17 countries, including Haiti, Mexico, Nicaragua, and South Sudan.

Project Surya

To replace the highly polluting cooking stoves traditionally used in rural areas, Project Surya invented a stove that requires less than half as much biomass fuel, and emits less greenhouse gases. The improved stove has a solar lamp and a solar-panel powered fan to improve combustion. The project will help divert black carbon, methane, and ozone from the environment. In addition, because exposure to traditional biomass fuel can cause upper respiratory complications, low birth weight, eye diseases, and even blindness, replacing the stoves with clean technology is expected to improve public health.

Trackers lead solar into harshest of environments

 
As you can see from the map below, the sunniest regions in the United States are in the Southwest, Southeast and islands like Hawaii and Puerto Rico. The Southwest is on the path to meet its solar potential with California, Arizona, New Mexico and Colorado among the top five states for solar PV capacity, according to the U.S. Solar Market Insight. But America’s other sunny regions lag behind.



Florida, Hawaii and Puerto Rico each ranks outside the top 10 states in PV capacity, behind less sunny Northeast states such as New Jersey and Massachusetts. But what the Northeast lacks in sunshine, these states make up for in policy, incentives and rebates, which all play a large role in steering adoption rates by making solar more economical. New Jersey and Massachusetts have thrust themselves into solar capacity leadership positions because solar renewable energy credits (SRECs) have driven the market and created a significant upswing in demand by improving solar return on investment.
Though solar is surviving the snow and hail in the Northeast, consumers and policymakers in the Southeast and the islands continue to hold onto a false perception that solar technology is not reliable under harsh weather conditions. They’re wrong – solar is tougher than they think. We all know that Florida, Hawaii and Puerto Rico can be subject to hurricanes and high winds, as you can see in the hurricane map below. But we need to make it clear to skeptics in those states that leading solar companies are addressing those concerns with well-designed products and services.



The winds have changed

Through innovative engineering, the solar industry has developed a solution that can overcome policy and weather – PV solar trackers. A single-axis tracker is an automated tracking system that aligns the solar panels with the sun throughout the day. By following the sun, the system can produce up to 25 percent more solar energy than the traditional fixed-tilt system, which sits at one angle throughout the day.
For example, a 1-MW DC system in Southern California can generate an additional $428,000 in revenue per year by using a tracking system versus a fixed tilt system. A tracker over a fixed-tilt system can be that critical push to optimize solar financing mechanisms. Trackers capable of withstanding harsh environments can bring those advantageous economics to new markets. Today, consumers are already benefiting from solar tracking systems from the snow caps of the Sierra Nevada to the barren deserts of Death Valley.

Tracker Proven For All Weather Conditions

Take for example a 1 MW DC project in Mammoth Lakes, Calif., located on the eastern slope of the Sierra Nevada at an elevation of roughly 8,000 feet above sea level. Mammoth Lakes Community Water District is producing 20 percent more solar energy by going with a single-axis tracking system over a fixed tilt system. This means the over 2,000,000 kWh produced offsets up to 80 percent of annual electricity demands of the treatment plant, stabilizing future energy costs.
From the peaks of the Sierra Nevada to 242 feet below sea level, Death Valley is a region known for its extreme diurnal temperatures and stark desert conditions. Xanterra Parks and Resorts selected a single axis tracker for their 1 MW DC system at Furnace Creek Inn and Ranch Resort, located in Death Valley National Park. The tracking system is producing 21 percent more solar than a fixed tilt, amounting to nearly 2,500,000 kWh annually and reducing the electricity usage of the entire property by up to 60 percent.
Trackers are a proven, reliable technology that puts to rest the myth that solar cannot weather harsh conditions.

O&M Strategy Ensures Long Term Reliability

Engineering a tough product for extreme weather conditions is a big part of the equation. But to further eliminate any doubts about solar’s ability to operate in all weather conditions, it is important to have a proactive operations and maintenance (O&M) strategy. Companies that engineer, design and build solar projects can have a distinct advantage at providing O&M on those projects. In many cases, they can recommend the best steps for preventative maintenance specifically for the weather conditions for which the project was designed. And because they designed the system, they can often find, diagnose and fix the problem more quickly. And for those who have survived blizzards in the Northeast and hurricanes in the Southeast, you understand the importance of getting your power up and running quickly.
In the end, any power source can be impacted by storms. But PV solar providers have a distinct advantage in being able to look at a region’s specific needs first and design a solution that will cost less over its lifetime, deliver more energy, and is built to last.

On the edge of the dubsidy cliff: Will the US PTC expire?

Udall’s approach is equal parts steady ascent and unflagging determination. His base camp is the Senate floor and from there he plans — to critics, annoyingly so — to make the extension of the PTC a daily topic of discussion. In a town notorious for the filibuster, the Democrat’s approach is slightly different in that he’s scheduled time each morning for when Congress is in session. And so it will be that every morning from now through the August recess, Udall will remind his colleagues why the PTC has gained widespread bipartisan support across much of the country, and why Congress should extend the soon-to-expire tax credit soon enough to keep the industry from contracting — and taking jobs with it.
This is the same refrain that has echoed through the halls of Congress and numerous statehouses since the end of last year. The industry’s growth, which is expected to surpass 10 GW of new installations through the end of this year, is closely aligned with the PTC, which pays out 2.2 US cents per kWh generated. That credit has helped to make wind energy a lucrative and worthwhile pursuit for developers and utilities alike, and its relative stability over recent years has allowed projects to move ahead with confidence. That strong pipeline has in turn ushered in a new era of US manufacturing, which has sprouted up across much of the country — all to support the growing industry.

Without promises of an extension, development plans have skidded to a halt, orders have dried up and large manufacturers are plotting their escape — or at least a scaled-back presence. At stake, according to a recent Navigant study, are as many as 37,000 jobs, a staggering number for an industry that currently employs about 75,000 workers. And extension, meanwhile, would add 17,000 jobs, according to the same study.
The industry has been down this path before, but the last time the PTC was allowed to expire the only real victim was project development. That was in 2004 and at that time about three quarters of the industry’s supply chain came from imports. Now, the US wind industry boasts about 500 manufacturing facilities, many of which are centered in places like the Southeast, where wind energy is a rare find, but where wind manufacturing is seen as one of the few bright spots for an economy that’s struggling to find traction.
Ideologically, the wind industry may find its broadest support among Democrats. But wind generation remains strongest in staunch conservative pockets like the Midwest, where turbines line farms across Texas and Iowa. And in states like Oklahoma and Kansas, the industry is ramping up to become a political force.

That’s why the PTC is a rarity. It’s a political hot potato, yet it’s one with wide support that has prominent Republicans and Democrats calling for its extension. Most agree that the tax credit is worth the $4 billion–$5 billion bill that comes with a one-year extension. According to PTC supporter Senator Charles Grassley, Republican of Iowa, members of his party are reluctant to move ahead with legislation until they can find budget savings to offset that expense. So far, the support has produced lots of nods and handshakes, but not enough legislators willing to jump into the hot seat and vote for its extension. The hot seat, of course, is boiling at the moment because of a perfect political storm. The general election is just months away and a centerpiece of the criticism is President Obama’s pursuit of a clean energy policy. And nipping at its heels is the growing reality that fundamental tax reform will follow the election. That has industry insiders and analysts trying to read Washington’s swaying tea leaves. How will tax reform come together? Will any type of tax policy receive a long-term extension in this political landscape? And how does wind differentiate itself amid the coming fray?

The Timetable

At Windpower 2012, the American Wind Energy Association (AWEA)’s annual conference in Atlanta in June, Republican strategist Karl Rove told those in attendance that the worst thing that happened for the wind industry was when Obama put the PTC extension on a Congressional ‘to-do list’ ahead of its August recess. Republicans say it won’t happen because Obama is failing to show leadership on the issue, and that the ultimatum proves their point. Democrats contend that there’s no way House Republicans especially will give Obama a political victory on the eve of the November election. Either way, few are giving a pre-election agreement much hope, even if Udall does succeed in giving the issue mainstream prominence each and every day.
That pushes the real political horse-trading into the tight window between the end of the election in early November and the new Congress in mid-January. By then, the PTC will be one of many cutthroat issues on the agenda, and it could get lost in the fray as the Bush tax cuts, the payroll tax holiday and the potential raising of the debt ceiling take precedence.
According to Tim Kemper of the Reznick Group, the PTC’s best bet is that it gets passed early in the lame-duck session (taking place after the election for the next Congress has been held, but before the current Congress has reached the end of its constitutional term). 
If that happens, the industry may have enough deals waiting on the sidelines to retain some of that 2012 momentum. The later a deal is struck, the more difficult it will be to salvage 2013, which according to Bloomberg New Energy Finance could see as little as 500 MW of new installations. IHS Emerging Energy Research, meanwhile, has projected the market could drop from 11 GW in 2012 to just over 2 GW in 2013.

This small window of opportunity comes as America debates the future size of its government, and ultimately what role taxpayers will play in energy investment. The recent economic downturn has paved the way for fundamental tax reform, and programmes like the PTC could get caught in the line of fire.
The last big tax reform came in 1986, and it was the type of divisive, laborious process that makes rewriting the tax code in 2013 a long shot. That realisation could, perhaps, bode well for a one-year extension, but that would really put pressure on the industry to secure something longer term.

Many in the industry don’t think a one-year extension will do much to secure the confidence of international companies and investors. That thinking extends to statehouses across the country — those places where jobs are the driving issue of the day. One such place is Arkansas, home to major manufacturing operations for everything from blades (LM Wind Power) to turbines (Nordex to Mitsubishi). The notion that a one-year extension, especially with looming tax reform, will give companies the confidence to stay or invest in his state is a nonstarter for Democratic Governor Mike Beebe.
‘We don’t need it renewed for a year,’ he told the industry at Windpower. ‘How in the world do multimillion dollar investments get made ... how in the world can business or industry chart a course ... how in the world can the transmission system be expanded as it needs to be ... how in the world can all these capital decisions be made when you’re making public policy for something as important as this tax credit on a year-to-year basis and you don’t know whether it’s going to be renewed? That’s insane.
‘I can’t imagine with the sort of [bipartisan] support that there would be any hesitancy at all not only to renew, but to put in a cycle that people can be assured that they can make decisions two years, three years and five years down the road,’ he added.

Companies React

For legislators like Beebe as well as Governor Sam Brownback of Kansas and Senator Charles Grassley of Iowa, both Republicans, there’s little secret why they are among those leading the crusade. Wind has become big business in their states, and the success and impact of the industry easily cuts along party lines. And that’s certainly why Udall is heading up the charge from the Senate floor.
Earlier this year, when Danish wind giant Vestas announced it was cutting more than 2300 jobs in Europe, it took the opportunity to warn that it could slash its presence in the US in half if the PTC failed to be extended. Many of those 1600 potential job losses could come in Colorado, where Vestas has spent about $1 billion building three manufacturing plants and one engineering facility. Those operations employ about 1700 people.
And it’s not just Vestas. Vermont-based NRG Systems, which manufactures wind measurement technology, had to cut jobs in May for the first time in its 30 years. President and CEO Jan Blittersdorf said, ‘Anything we can do to get past this and back to steady growth is fine by me.’
Mitsubishi Heavy Motors scrapped plans for a manufacturing plant in Beebe’s home state of Arkansas, which certainly didn’t diminish his passion for strong policy. And in rural Virginia, an area with few inroads in wind generation, a 45-MW wind farm targeted for completion by the end of this year was pushed back to 2015.
From developers to turbine manufacturers, the wind industry has already seen a stark downshift in its production plans. And while many are busy moving ahead to close out a strong 2012, they’re looking at the stark realities of 2013.

Where the Market is Going

As industry giants react to the lack of orders for 2013, they’re turning to other markets to fill the void. During a visit by Grassley to the Acciona plant in Iowa, company officials said they’re turning to Canada to fill their own pipeline. That’s a similar approach to that reportedly considered by Siemens and Gamesa, who see the smaller Canadian market as a way to weather the short-term downturn.
Canada in 2011 installed more than 1200 MW of new wind energy capacity and has plans to install 1500 MW in 2012. The country, which boasts stable policies in Ontario and Quebec, has surpassed 5000 MW of cumulative capacity, and it has plans to top 10,000 by 2015. Partnerships with companies rooted in the US market may soften the jobs impact there. But those companies are also sure to explore their options in Latin America, where wind has been gaining serious momentum.
Whether such a strategy would work for long depends on transportation costs — the main reason that domestic wind projects have drawn manufacturing to the US. For a company like TPI Composites in Newton, Iowa, the blades they make are not necessarily less expensive to produce than those coming in from places like China. But transporting 50-metre blades to construction sites can push transportation costs to $15 to $20 per mile, said TPI CEO Steve Lockard. The US wind industry has evolved out of a need for transportation efficiency in a way that’s unnecessary for relatively lightweight industries like solar. So from the US wind industry’s point of view, feeding long distance markets may keep the jobs intact, but it won’t create the long-term stable economics it’s working to achieve.
Absent consistent federal policy, domestic developers and manufacturers may look for other ways to regain their post-PTC footing. According to Kemper, as they view the prospects of a zero-build year, they’ll be forced to reconsider what constitutes an acceptable deal. And they’ll also be driven by existing state policies. Ultimately, we may see some states increase their wind incentives as a way to drive production and manufacturing within their own borders. While this likely won’t make up for the potential loss of the PTC, it could lessen the blow from its demise.
Dan Shreve of MAKE Consulting recently released a report that looks at the US wind industry from 2013 to 2016 under a series of scenarios, ranging from no extension to the adoption of a Clean Energy Standard. While MAKE expects the PTC to get a one-year extension, there are other factors at play that could weigh down the industry over the next few years regardless of an extension.
According to the report, none of the policy scenarios it looked at supported more than 7 GW of new installations per year, and the more likely scenario was peaks of about 5 GW through 2016, with significantly lower figures in the short term.
The reasons for the lower wind installations have much to do with the expectation of continued low natural gas prices and a lessening commitment from utilities in states with a Renewable Portfolio Standard (RPS). Those states, says the report, have made great strides in meeting the RPS and they’ll need to invest less in wind to maintain their pace.
‘Strong year-on-year build cycles, plus effective “banking” of renewable energy credits (RECs) ensure that many utilities are already in compliance and can use cheap REC purchases from existing capacity,’ the report says. MAKE’s baseline scenario estimates RPS policies will drive little more than 15 GW of new capacity through 2016.
While this changing policy landscape paints a murky portrait, it will force the industry to in many ways stand on its own ahead of schedule. This, says the report, will drive innovation and cost savings in ways that may not lead to massive installment numbers, but will position it better for future success.

Το σημείο στο οποίο έχει κατασκευασθεί το Στάδιο είχε μολυνθεί από τις προηγούμενες βιομηχανικές χρήσεις και για το λόγο αυτό μία ειδική ομάδα υπό τις συμβουλευτικές υπηρεσίες της WWF και της εταιρείας βιωσιμότητας BioRegional αφαίρεσε 2 εκατ. τόνοι χώματος, οι οποίοι καθαρίστηκαν και επαναχρησιμοποιήθηκαν, ενώ περίπου 200 μεγάλα ερειπωμένα κτήρια κατεδαφίστηκαν και από τα οικοδομικά υλικά που προέκυψαν το 98% επαναχρησιμοποιήθηκε ή ανακυκλώθηκε.

Από τα πλέον βιώσιμα στάδια των Αγώνων του Λονδίνου είναι μάλλον το ποδηλατοδρόμιο, καθώς ο εξαερισμός του είναι 100% φυσικός, ενώ ο σχεδιασμός του βοηθά να γίνεται η βέλτιστη δυνατή χρήση του φυσικού φωτός, μειώνοντας τις ανάγκες για ηλεκτρικό. Συλλέκτες νερού, μάλιστα, θα μαζεύουν το νερό της βροχής προκειμένου να τροφοδοτούν τις τουαλέτες.
Επίσης, η πρόσοψη της αρένας του χάντμπολ είναι περιβεβλημένη με “βιώσιμο” χαλκό σε μία έκταση 3.000 τμ., προσφέροντας υψηλή αποδοτικότητα. Στην οροφή του σταδίου έχουν τοποθετηθεί 88 αγωγοί φωτισμού που θα μεταφέρουν το φυσικό φως μέσα στην αρένα, μειώνοντας έτσι κατά 40% τις ετήσιες δαπάνες ενέργειας. Και σε αυτό το στάδιο έχει τοποθετηθεί σύστημα συλλογής του νερού της βροχής προκειμένου να μειωθεί η χρήση νερού μέσα στους χώρους του.
Δεν είναι όμως μόνο τα στάδια που συμβάλλουν στη βιωσιμότητα των Αγώνων του Λονδίνου, καθώς οι Αγώνες συνολικά θα είναι οι πρώτοι στους οποίους θα παρακολουθηθεί το ανθρακικό τους αποτύπωμα. Επιπλέον, υπάρχουν “πράσινα” κριτήρια για το φαγητό που θα σερβίρεται, ενώ το νερό που θα χρησιμοποιείται για το πότισμα θα προέρχεται από συλλέκτες όμβριων υδάτων.

Επίσης, οι στολές των εθελοντών των Αγώνων είναι φτιαγμένες από ανακυκλωμένο πολυεστέρα, ενώ τα καπέλα των επισήμων είναι φτιαγμένα από χαρτί από “υπεύθυνες” πηγές προέλευσης – όπως χαρακτηριστικά αναφέρουν οι οργανωτές. Το κοινό θα μετακινείται από και προς τα στάδια στο μεγαλύτερο μέρος του με τα δημόσια μέσα μεταφοράς, ενώ οι Αγώνες αυτοί θα είναι οι πρώτοι όπου τα σκουπίδια δεν θα πηγαίνουν στις χωματερές, αλλά θα ανακυκλώνονται για να επαναχρησιμοποιηθούν.

Στα οικιακά φωτοβολταϊκά επεκτείνεται η ΕΚΟ

Στον τομέα των οικιακών φωτοβολταϊκών συστημάτων επιδιώκει να εισέλθει η ΕΚΟ, προσφέροντας μάλιστα δωρεάν καύσιμα αξίας 1.500 ευρώ σε όσους ενδιαφερόμενους την επιλέξουν για μία νέα εγκατάσταση.

H ΕΚΟ υλοποιεί ένα ολοκληρωμένο πρόγραμμα μελέτης, εγκατάστασης αλλά και χρηματοδότησης οικιακών φωτοβολταϊκών συστημάτων σε συνεργασία με την DIONIC ENERGY και την Eurobank.

Πιο αναλυτικά, θα παρέχονται οι αναγκαίες συμβουλευτικές υπηρεσίες στους ενδιαφερόμενους πελάτες του δικτύου ΕΚΟ ανά την Ελλάδα. Η αίτηση εγκατάστασης οικιακού φωτοβολταϊκού συστήματος θα είναι διαθέσιμη στα επιλεγμένα πρατήρια ΕΚΟ με τη σχετική σήμανση.
Επειτα από ενημέρωση, η DIONIC ENERGY θα παραδίδει στον πελάτη την οικονομοτεχνική μελέτη άμεσα και δωρεάν. Επιπλέον, οι πελάτες της εταιρείας θα μπορούν να επωφελούνται από το ειδικό προϊόν “Πράσινο Δάνειο Κατοικίας – Φωτοβολταϊκά” της Eurobank, με δυνατότητα χρηματοδότησης έως και 100% της αξίας του έργου.

Με την αγορά ενός οικιακού φωτοβολταϊκού συστήματος 10kW από την DIONIC ENERGY, αξίας από 16.900 ευρώ (μη συμπεριλαμβανομένου του ΦΠΑ), ο πελάτης της ΕΚΟ εξασφαλίζει ετήσιο αφορολόγητο εισόδημα έως 7.500 ευρώ για 25 χρόνια, ενώ με την ολοκλήρωση της εγκατάστασης “με το κλειδί στο χέρι”, επιβραβεύεται για την επιλογή του με καύσιμα κίνησης ΕΚΟ αξίας 1.500 ευρώ.

Επεκτείνει το πρόγραμμα εγκατάστασης φωτοβολταϊκών σταθμών η ΙΚΕΑ

Η ΙΚΕΑ παρήγγειλε τρεις ακόμα φωτοβολταϊκούς σταθμούς 3 MW για τα υποκαταστήματά της στις δυτικές πολιτείες Ιλλινόις και Γιούτα, για να προστεθούν στους 23 σταθμούς που έχουν ήδη εγκατασταθεί στα καταστήματά της.

Η σουηδική εταιρεία επίπλων ανακοίνωσε ότι αυτή τη στιγμή εγκαθίσταται φωτοβολταϊκοί σταθμοί σε 13 υποκαταστήματά της, που θα συγκεντρώσουν συνολική ισχύ 38 MW σε 39 τοποθεσίες.
Την ανάπτυξη, τον σχεδιασμό και την εγκατάσταση των συνολικά 8.500 φωτοβολταϊκών έχουν αναλάβει η SoCore Energy και η REC Develop.

Η Γαλλία εγκρίνει 214 προγράμματα παραγωγής ηλιακής ενέργειας

Διακόσια δέκα τέσσερα προγράμματα παραγωγής ηλιακής ενέργειας 541 μεγαβάτ ενέκρινε το τμήμα Ενέργειας του υπουργείου Περιβάλλοντος της Γαλλίας αφού επαναξιολόγησε  τις προσφορές που έγιναν στο πλαίσιο δύο διαγωνισμών τους οποίους διενήργησε το προηγούμενο έτος.

Τα αποτελέσματα αφορούν δύο είδη διαγωνισμών: έναν για παραγωγή ενέργειας μεταξύ 100 kw και 250 kw και έναν για μεγαλύτερου όγκου παραγωγή.

ΙΑΕΑ - ΑΕΝ: Αύξηση της παγκόσμιας ζήτησης ουρανίου τα επόμενα 20 χρόνια

Παρά την πυρηνική καταστροφή στην Φουκουσίμα, η Διεθνής Υπηρεσία Ατομικής Ενέργειας (ΙΑΕΑ) και η Υπηρεσία για την Πυρηνική Ενέργεια (ΑΕΝ) του Οργανισμού Οικονομικής Συνεργασίας και Ανάπτυξης (ΟΟΣΑ) αναμένει μεγάλη αύξηση της παγκόσμιας ζήτησης ουρανίου τις δύο επόμενες δεκαετίες. Επισημαίνεται πως αυτό αντανακλά μια αναμενόμενη αύξηση του συνόλου των πυρηνικών εργοστασίων παγκοσμίως. Σημειώνεται πως η εξόρυξη και η παραγωγή ουρανίου αυξήθηκε κατά 25% κατά την περίοδο 2008 - 2010, φθάνοντας τους 56.670 τόνους, ενώ εφέτος αναμένεται να αυξηθεί κατά ακόμη 5%, φθάνοντας στους 57.000 τόνους.

Σύμφωνα με την έκθεση που δημοσιεύθηκε χθες, η ζήτηση ουρανίου για την τροφοδοσία εργοστασίων θα κυμανθεί μεταξύ 97.645 και 136,385 τόνων το 2035, έναντι 63.875 τόνων που ήταν το 2010. Υπολογίζεται δηλαδή πως οι ανάγκες σε ουράνιο θα αυξηθούν τουλάχιστον κατά το ήμισυ τις δύο προσεχείς δεκαετίες και ενδεχομένως να διπλασιασθούν. Αυτό προκύπτει από μού αύξηση του μεγέθους του συνόλου των πυρηνικών εργοστασίων σε διεθνές επίπεδο, που εκτιμάται μεταξύ 44% και 99% έως το 2035. Ως εκ τούτου, η ισχύς των πυρηνικών εργοστασίων αναμένεται να ξεπεράσει τα 375 δις βατ που ήταν στα τέλη του 2010, φθάνοντας υα 540 ακόμη και 746 δις βατ.
Επισημαίνεται πως αυτή η μεγάλη κλίμακα προβλέψεων οφείλεται στην αβεβαιότητα που επικρατεί όσον αφορά στην ανάπτυξη της ατομικής ενέργειας για ειρηνική χρήση, μετά από το δυστύχημα στην Ιαπωνία τον Μάρτιο του 2011, που ήταν το χειρότερο μετά το Τσερνομπίλ το 1986. Ωστόσο, η έκθεση προβλέπει ανάπτυξη αυτού του τύπου ενέργειας, η οποία ενισχύεται από τις αυξανόμενες ανάγκες σε ενέργεια των αναπτυσσόμενων χωρών, κυρίως στην Ασία. Παράλληλα, ενισχύεται και λόγω του ότι δεν ρυπαίνει το περιβάλλον με εκπομπές διοξειδίου του άνθρακα.

Τέλος η έκθεση καταλήγει πως η εξόρυξη και η παραγωγή ουρανίου πρέπει να αυξηθεί για να καλυφθούν οι αυξανόμενες ανάγκες τα επόμενα χρόνια.

Το Ιράν προσπαθεί να "απεξαρτηθεί" από τις εξαγωγές πετρελαίων

Το Ιράν πρέπει να μειώσει την εξάρτηση της οικονομίας του από τις εξαγωγές αργού πετρελαίου, δήλωσε σήμερα ο ιρανός πρόεδρος Μαχμούντ Αχμαντινετζάντ, την ώρα που η χώρα είναι αντιμέτωπη με τις ευρωπαϊκές και αμερικανικές κυρώσεις στις εξαγωγές πετρελαίου.
«Πρέπει να σταματήσουμε τις εξαγωγές αργού πετρελαίου. Είναι εφικτό», δήλωσε ο Αχμαντινετζάντ, όπως μετέδωσε το πρακτορείο ειδήσεων Irna.

Ο ιρανός πρόεδρος μιλούσε στα εγκαίνια ενός διυλιστηρίου στην Τεχεράνη, το οποίο θα βοηθήσει να αυξηθεί η παραγωγή βενζίνης στη χώρα κατά περίπου 3 εκατομμύρια λίτρα την ημέρα.
Ο Αχμαντινετζάντ πρόσθεσε ότι το Ιράν θα πρέπει να κατασκευάσει περισσότερα διυλιστήρια για να εξυπηρετήσουν την εθνική κατανάλωση καυσίμων και αργότερα να ενισχύσουν την εξαγωγή διυλισμένων προϊόντων, κάτι που ήδη κάνει η χώρα σε μικρή κλίμακα προς το Αφγανιστάν, το Ιράκ, τα Ηνωμένα Αραβικά Εμιράτα, το Ομάν και την Αρμενία.

Δύο ημέρες πριν ο ανώτατος πνευματικός ηγέτης του Ιράν Αγιατολάχ Αλί Χαμενεΐ είχε χαρακτηρίσει την εξάρτηση της οικονομίας της χώρας από τις εξαγωγές πετρελαίου «παγίδα» που κληροδοτήθηκε από την κατάσταση που υπήρχε πριν το 1979 και την ισλαμική επανάσταση.
Το Ιράν αυτή τη στιγμή παράγει λίγο περισσότερο από 3 εκατομμύρια βαρέλια πετρελαίου και εξάγει λιγότερα από δύο εκατομμύρια εξαιτίας των κυρώσεων που του έχουν επιβάλει οι ΗΠΑ και η Ευρωπαϊκή Ένωση.

Η ιρανική παραγωγή βενζίνης φτάνει τα 60 εκατομμύρια λίτρα την ημέρα, ποσοστό που αντιστοιχεί σχεδόν στις εθνικές ανάγκες της χώρας και το οποίο έχει επιτρέψει στην Τεχεράνη να σταματήσει τις εισαγωγές βενζίνης από πέρυσι.

Σε γεωθερμικές εγκαταστάσεις θα επενδύσει ο δήμος Νέστου

Στη γεωθερμία σκοπεύει να επενδύσει ο δήμος Νέστου, σύμφωνα με δημοσίευμα της εφημερίδας “Αγγελιοφόρος”.

Τα γεωθερμικά πεδία που έχουν βρεθεί στο Ερατεινό Χρυσούπολης, με νερά άριστης ποιότητας και θερμοκρασίες που φτάνουν μέχρι και τους 82 βαθμούς Κελσίου, εκτιμάται ότι μπορούν να συμβάλουν στην ανάπτυξη του τόπου και ταυτόχρονα να καταστήσουν βιώσιμο τον αγροτικό κλάδο, αναφέρει το δημοσίευμα.

Η εκμετάλλευση του γεωθερμικού δυναμικού της περιοχής εκτιμάται ότι θα αποφέρει σημαντικά οφέλη μέσω της εξοικονόμησης καυσίμων και ενέργειας, της δημιουργίας νέων θέσεων εργασίας, της παραγωγή εξαγώγιμων αγροτικών προϊόντων, αλλά και της συγκράτησης του πληθυσμού.
Το γεωθερμικό πεδίο Ερατεινού-Χρυσούπολης εκτείνεται σε μια έκταση 35-40 τετρ. χλμ., μεταξύ των χωριών Ποντολιβάδου-Χρυσούπολης-Αγιάσματος, με κέντρο το Ερατεινό.
Όπως επισημαίνει στην εφημερίδα ο δήμαρχος Νέστου, Σάββας Μιχαηλίδης: «Είμαστε σε φάση ωριμότητας. Έχουν γίνει όλες οι σχετικές μελέτες, το προτείνουμε δε ως έργο ”σημαία”, καθώς αποτελεί καινοτομία για τα ελληνικά δεδομένα με έναν προϋπολογισμό 10,6 εκατ. ευρώ».
Ο δήμος προχωράει στη δημοπράτηση του έργου, το οποίο αναμένεται να ολοκληρωθεί το Σεπτέμβριο του 2013, ενώ σχεδιάζεται επέκταση και στο υπόλοιπο πιθανό πεδίο που έχει εντοπιστεί από τις ερευνητικές γεωτρήσεις του Ινστιτούτο Γεωλογικών και Μεταλλευτικών Ερευνών (ΙΓΜΕ).

Διαγωνισμός για εγκατάσταση Φ/Β από τον ΟΛΠ


Διεθνή Δημόσιο Ανοιχτό Διαγωνισμό για την προμήθεια και εγκατάσταση Φωτοβολταϊκού Σταθμού ισχύος 430 KWp στην περιοχή του λιμένος εμπορευματοκιβωτίων στο ΙΚΟΝΙΟ προκήρυξε ο ΟΛΠ.

Οπροϋπολογισμός του έργου ανέρχεται σε 1.230.000 ευρώ με ΦΠΑ και ο χρόνος παράδοσης ορίζεται σε 4 μήνες από την υπογραφή της σύμβασης. Η ημερομηνία λήξης προσφορών ορίσθηκε στις 25 Σεπτεμβρίου 2012.

Τοπρόγραμμα ανάπτυξης φωτοβολταϊκών συστημάτων στο λιμάνι του ΟΛΠ αποτελεί μέρος του επενδυτικού προγράμματος του ΟΛΠ, θα συμπληρωθεί δε εντός του έτους με την προκήρυξη 5 ακόμα φωτοβολταϊκών σταθμών, οι οποίοι θα αναπτυχθούν τόσο στο εμπορικό, όσο και στο επιβατικό λιμάνι του Πειραιά.

Όπως δήλωσε ο Πρόεδρος και Δ/νων Σύμβουλος του ΟΛΠ, κ. Γιώργος Ανωμερίτης: «Καταστήσαμε το λιμάνι του Πειραιά Οικολογικό Λιμάνι (ECOPORT) με διεθνή αναγνώριση από την ESPO και πιστοποίηση από τους Lloyds’. Από φέτος το ενισχύουμε ακόμα περισσότερο, δημιουργώντας ένα φωτοβολταϊκό πάρκο ισχύος 4 MWp. Το έργο αυτό θα έχει θετικές επιπτώσεις όχι μόνο στο περιβάλλον, αλλά και στα οικονομικά αποτελέσματα του ΟΛΠ, αφού όπως είναι γνωστό το λιμάνι είναι εξόχως ενεργοβόρο, αφού λειτουργεί 24 ώρες το 24ώρο επί 365 ημέρες το χρόνο, χρησιμοποιώντας μηχανήματα και γερανούς πέρα από το χερσαίο φωτισμό. Το έργο αυτό το οποίο θα αποσβεσθεί σε 4 μόνο χρόνια, δίνει τη δυνατότητα ανάπτυξης νέου ενεργειακού πεδίου στην περιοχή. Ήδη πριν από έναν μήνα προκηρύχθηκε επίσης ανοιχτός διαγωνισμός για την ενεργειακή πολιτική του ΟΛΠ και τη δημιουργία νέου φωτιστικού πεδίου. Ένα ακόμα έργο του επενδυτικού προγράμματος του ΟΛΠ εφαρμόζεται μετά από πλήρεις εγκρίσεις των αρμόδιων φορέων και τεχνικές αναλύσεις υψηλής ποιότητας».

Θέσπιση συστήματος εγγυημένων τιμών ΑΠΕ στις Φιλιππίνες

Οι Φιλιππίνες εισήγαγαν σύστημα εγγυημένων τιμών για τις ΑΠΕ, προκειμένου να δώσουν μια πιο «πράσινη» διάσταση στο ενεργειακό τους μείγμα. Το νέο ρυθμιστικό καθεστώς έλαβε την έγκριση της αρχής ενέργειας της χώρας και πλέον τίθεται σε εφαρμογή.

Με βάση τα προβλεπόμενα, η ταρίφα για τα φωτοβολταϊκά καθορίζεται στα Ρ9,68 ανά κιλοβατώρα, στα αιολικά σε Ρ8,53, στη βιομάζα σε Ρ6,63 και στα υδροηλεκτρικά σε Ρ5,90.

Στόχος της κυβέρνησης είναι να καλυφθούν οι ανάγκες σε ηλεκτρισμό σε ποσοστό 50% μέσω των ΑΠΕ ως το 2020, όπως ανέφερε η Greenpeace. Σημειώνεται επίσης ότι με βάση παλαιότερη έρευνα του 2008 από την Renewable Energy Coalition, οι Φιλιππίνες έχουν ανανεώσιμο δυναμικό της τάξης των 204.288 MW.

Φ/Β 74kW στα Ιωάννινα από την ENGAIA

Φωτοβολταϊκή εγκατάσταση 74kW σε βιομηχανική στέγη στη ΒΙ.ΠΕ. Ιωαννίνων ολοκλήρωσε η ENGAIA για λογαριασμό της εταιρίας «Ηπειρωτική Κορνιζοποιεία».
Σημειώνεται ότι όπως αναφέρει η ENGAIA στη σχετική ανακοίνωση, το έργο μελετήθηκε και υλοποιήθηκε στο σύνολό του σε χρόνους ρεκόρ, μόλις 9 ημερών.

Στη συγκεκριμένη εγκατάσταση χρησιμοποιήθηκαν δεύτερης γενιάς πολυκρυσταλλικά φ/β πάνελ Canadian Solar, τριφασικοί μετατροπείς SMA Sunny Tripower και σύστημα στήριξης αλουμινίου της Schletter.

Αξίζει να σημειωθεί ότι στο συγκεκριμένο έργο εγκαταστάθηκε η πρωτοποριακή πλατφόρμα τηλεμετρίας και παρακολούθησης φ/β εγκαταστάσεων «SolarEye Platform» (http://SolarEye.eu) η οποία αξιοποιεί προηγμένες τεχνικές τεχνητής νοημοσύνης για τον γρήγορο εντοπισμό και αξιολόγηση βλαβών, αλλά και την πρόγνωση της εκτιμώμενης συμπεριφοράς της όλης εγκατάστασης σε βάθος χρόνου.

Το 1o βιοκλιματικό σχολείο του δήμου Νεάπολης-Συκεών

Το πρώτο «πράσινο» βιοκλιματικό σχολείο αποκτά η Θεσσαλονίκη. Πρόκειται για το 8ο Δημοτικό Σχολείο στο δήμο Νεάπολης-Συκεών, το οποίο θα παραδοθεί από τον Οργανισμό Σχολικών Κτηρίων (ΟΣΚ) την ερχόμενη Δευτέρα, 6 Αυγούστου.

Το σχολείο, ο προϋπολογισμός του οποίου ανέρχεται στα 4.550.000 ευρώ και καλύπτει όλα τα σύγχρονα παιδαγωγικά και ψυχοκοινωνικά κριτήρια, σχεδιάστηκε και εκτελέστηκε με βάση τη βιοκλιματική αρχιτεκτονική, για τη μικρότερη κατανάλωση ενέργειας.

Επίσης, σε εξέλιξη βρίσκονται και οι εργασίες στα δύο ολοήμερα νηπιαγωγεία (8ο και 15ο), στον τομέα Τειχών. Πρόκειται για ένα επιπλέον βιοκλιματικό πολυδύναμο νηπιαγωγείο, συνολικού προϋπολογισμού 3,8 εκατομμυρίων ευρώ, που είναι ενταγμένο στο ΕΣΠΑ, με δυνατότητα φιλοξενίας 100 παιδιών.

Συμφωνία Siemens και DONG Energy για την κατασκευή 300 ανεμογεννητριών ισχύος 1900MW

Η Siemens και η DONG Energy συνεχίζουν την επιτυχημένη συνεργασία τους στον κλάδο της υπεράκτιας αιολικής ενέργειας. Οι δύο εταιρείες υπέγραψαν μια συμφωνία η οποία θέτει το πλαίσιο για την προμήθεια 300 ανεμογεννητριών, συνολικής ισχύος 1.800 MW.

Η συμφωνία βασίζεται στη νέα ανεμογεννήτρια άμεσης μετάδοσης SWT-6.0-154. Οι ανεμογεννήτριες θα εγκατασταθούν σε υπεράκτια αιολικά πάρκα στις Βρετανικές ακτές, μεταξύ του 2014 και του 2017. Οι νέες ανεμογεννήτριες αξιοποιούν το μεγαλύτερο πτερύγιο ρότορα στον κόσμο, με μήκος 75 μέτρων, ενώ η συνολική διάμετρος του ρότορα ανέρχεται στα 154 μέτρα.

«Η υπεράκτια αιολική ενέργεια εμφανίζει τεράστια προοπτική», δήλωσε ο Michael Suess, Μέλος του Διοικητικού Συμβουλίου της Siemens AG και Διευθύνων Σύμβουλος του Τομέα Ενέργειας. «Οι συνθήκες του αέρα σε υπεράκτιες περιοχές είναι ισχυρές και σταθερές, εξασφαλίζοντας 40% μεγαλύτερη ενεργειακή απόδοση σε σχέση με τις χερσαίες περιοχές. Ιδιαίτερα το Ηνωμένο Βασίλειο, η Δανία και η Γερμανία βασίζονται στο μέλλον της υπεράκτιας αιολικής ενέργειας. Είμαστε ευχαριστημένοι που έπειτα από τη μακροχρόνια συνεργασία μας, η DONG Energy επέλεξε την τελευταία γενιά των ανεμογεννητριών μας. Συνεργαζόμαστε για να μειώσουμε περαιτέρω το επίπεδο κόστους αυτής της φιλικής προς το περιβάλλον μεθόδου παραγωγής ενέργειας», συμπλήρωσε.

«Η συμφωνία θα δώσει στη DONG Energy τη δυνατότητα να ξεκινήσει από το 2014 την εγκατάσταση μιας σημαντικά μεγαλύτερης και αποδοτικότερης ανεμογεννήτριας σε σχέση με ό,τι ξέραμε μέχρι σήμερα», δήλωσε ο Carsten Krogsgaard Thomsen, Αναπληρωτής Διευθύνων Σύμβουλος της DONG Energy.

«Η συμφωνία αποτελεί βασικό κομμάτι του στόχου της DONG Energy να επεκταθεί σημαντικά στον κλάδο της υπεράκτιας αιολικής ενέργειας και να ενισχύσει την ηγετική της θέση σε αυτή την αγορά. Για τη DONG Energy, αυτό είναι ένα σημαντικό βήμα προς την κατεύθυνση της περαιτέρω εκβιομηχάνισης το οποίο θα συνεισφέρει στην ενίσχυση της ανταγωνιστικότητας της υπεράκτιας αιολικής ενέργειας», σημείωσε.

Η DONG Energy ήδη ανακοίνωσε ότι θα εγκαταστήσει δοκιμαστικά δύο από τις νέες ανεμογεννήτριες στο αιολικό πάρκο Gunfleet Sands, αργότερα μέσα στη χρονιά. Οι ανεμογεννήτριες των 6 MW έχουν σχεδιαστεί για την κάλυψη των αναγκών μεγάλων έργων, όπως αυτά που περιλαμβάνονται στην κατηγορία “Round 3” στο Ηνωμένο Βασίλειο. Ο στόχος του Ηνωμένου Βασιλείου είναι η παραγωγή αιολικής υπεράκτιας ενέργειας συνολικής ισχύος 18 Gigawatt έως το 2020. Το μέγεθος αυτό αντιστοιχεί στο 18% περίπου της ζήτησης ηλεκτρικού ρεύματος στο Ηνωμένο Βασίλειο.

Η ενέργεια που παράγει η νέα ανεμογεννήτρια της Siemens είναι αρκετή για να ικανοποιήσει τις ανάγκες για ηλεκτρισμό περίπου 6.000 ευρωπαϊκών νοικοκυριών. Ο ρότοράς της έχει διάμετρο 154 μέτρα, ενώ η επιφάνεια σάρωσής της ξεπερνά τα 18.600 τετραγωνικά μέτρα, δηλαδή μια έκταση ίση με περίπου δυόμισι γήπεδα ποδοσφαίρου (βάσει των προτύπων της FIFA).

Η νέα ανεμογεννήτρια ισχύος 6 MW έχει σχεδιαστεί ειδικά για υπεράκτια χρήση, καθώς έχει ως γνώμονα την ευκολία στη συντήρηση και την επισκευή. Παράλληλα, τα εξαρτήματά της είναι μειωμένα έως και 50%, συμπεριλαμβανομένων των περιστρεφόμενων μερών. Έτσι, διασφαλίζεται η αξιοπιστία που είναι απαραίτητη για τις υπεράκτιες τεχνολογίες.

Η Siemens και η DONG Energy μετρούν ήδη πολλά χρόνια επιτυχημένης συνεργασίας στον τομέα της υπεράκτιας αιολικής ενέργειας. Το 1991, οι δύο εταιρείες κατασκεύασαν το πρώτο υπεράκτιο πάρκο αιολικής ενέργειας στον κόσμο, στο Vindeby της Δανίας. Ακολούθησαν συνολικά 13 έργα με930 ανεμογεννήτριες που συνεχίζουν να παράγουν αξιόπιστα ενέργεια μέχρι και σήμερα. Αυτή την περίοδο, οι δύο εταιρείες συνεργάζονται στα υπεράκτια αιολικά πάρκα Lincs, London Array και West of Duddon Sands στο Ηνωμένο Βασίλειο, στο έργο Anholt στη Δανία, καθώς και στο αιολικό πάρκο Borkum Riffgrund 1 στη Γερμανία. Η ισχύς των συγκεκριμένων έργων ανέρχεται στα 2 GW περίπου.

Οι λύσεις για την αιολική ενέργεια είναι μέρος του Περιβαλλοντικού Χαρτοφυλακίου της Siemens. Κατά το χρηματοοικονομικό έτος 2011, τα έσοδα από το Περιβαλλοντικό Χαρτοφυλάκιο ανήλθαν περίπου στα €30 δισ., αναδεικνύοντας τη Siemens σε έναν από τους μεγαλύτερους προμηθευτές φιλικών προς το περιβάλλον τεχνολογιών στον κόσμο.

Κατά την ίδια περίοδο, τα προϊόντα και οι λύσεις της Siemens, επέτρεψαν στους πελάτες της να μειώσουν τις εκπομπές διοξειδίου του άνθρακα (CO2) που παρήχθησαν κατά σχεδόν 320 εκατομμύρια τόνους, ποσότητα ίση με τις συνολικές ετήσιες εκπομπές CO2 του Βερολίνου, του Δελχί, του Χονγκ Κονγκ, της Κωνσταντινούπολης, του Λονδίνου, της Σιγκαπούρης και του Τόκιο.

Καθυστερεί η RWE την απόφαση για το αιολικό πάρκο των 3 δις. ευρώ

Η γερμανική RWE αναβάλλει την απόφασή της για το υπεράκτιο αιολικό πάρκο Innogy Nordsee I μέχρι το 2013, λόγω νομικών αβεβαιοτήτων που παραμένουν.
Την ίδια στιγμή, η εταιρεία στέλνει το μήνυμα στο Βερολίνο ότι περιμένει να τηρήσει την υπόσχεσή της η κυβέρνηση και να εξασφαλίσει την κερδοφορία των επενδυτών στις γραμμές μεταφοράς ηλεκτρισμού, μέσω νέας νομοθεσίας.


Ο τομέας αυτός είναι ιδιαίτερα σημαντικός για τους κατασκευαστές αιολικών πάρκων, οι οποίοι μέχρι τώρα τελούν υπό καθεστώς αβεβαιότητας, δίχως να ξέρουν τι να περιμένουν από επενδύσεις σε αντίστοιχα έργα μεταφοράς.

Απόδοση 12-14% περίπου με τις νέες ταρίφες στα φωτοβολταϊκά

Να προλάβει, ώστε οι νέες ταρίφες στα φωτοβολταϊκά να εφαρμοστούν από 1ης Αυγούστου, έχει ως στόχο το Υπουργείο Ενέργειας και δεν αποκλείεται οι ανακοινώσεις για τα νέα μέτρα να πραγματοποιηθούν αύριο.

Οι επενδυτές, αλλά και οι επιχειρήσεις εξοπλισμού «κρατούν την αναπνοή τους» καθώς οι αλλαγές φαίνεται ότι θα είναι μεγάλες και οι επιπτώσεις στον κλάδο ριζικές. Τα μέτρα έχουν στην πραγματικότητα «κλειδώσει» και περιλαμβάνουν, όπως αποκάλυψε το energypress, ραγδαία μείωση στις ταρίφες των νέων συμβολαίων, φορολογική επιβάρυνση στις λειτουργούσες επενδύσεις, φορολογία των οικιακών, μείωση του 18μηνου κ.λπ. Κρίσιμο ζήτημα αποτελεί το αν θα υπάρξει αναστολή νέων αδειοδοτήσεων. Σύμφωνα με πληροφορίες υπάρχει τέτοια πρόθεση καθώς έχουν συμβολαιοποιηθεί περισσότερα Μεγαβάτ φωτοβολταϊκών από τον εθνικό στόχο του 2014. Παρόλα αυτά, ένα τέτοιο μέτρο θα εμποδίσει την πραγματοποίηση κάποιων μεγάλων ξένων επενδύσεων που είχαν δρομολογηθεί, ενώ είναι βέβαιο ότι θα εκτοξεύσει το παραεμπόριο αδειών. Ταυτόχρονα θα οδηγήσει σε λουκέτο πολλές από τις επιχειρήσεις κατασκευής ή εμπορίας φωτοβολταϊκού εξοπλισμού.

Πρέπει να σημειωθεί ότι της απόφασης του ΥΠΕΚΑ θα προηγηθεί γνωμοδότηση της ΡΑΕ, η οποία θα συζητήσει το θέμα στην Ολομέλεια της Τετάρτης. Η ανεξάρτητη Αρχή αναμένεται να κινηθεί στη λογική της αντίστοιχης γνωμοδότησης που είχε εκδώσει τον Ιανουάριο. Ειδικότερα, θα θέσει και πάλι το κριτήριο της εύλογης απόδοσης και συγκεκριμένα: η απόδοση των έργων μετά φόρων σε τρέχουσες τιμές (after-tax nominal project IRR) να μην υπερβαίνει το 17% για φωτοβολταϊκά συστήματα τα οποία υπάγονται στο «Ειδικό Πρόγραμμα Ανάπτυξης Φωτοβολταϊκών Συστημάτων σε κτιριακές εγκαταστάσεις». Για όλους τους υπόλοιπους φωτοβολταϊκούς σταθμούς, το εύλογο εύρος απόδοσης , να μην υπερβαίνει το 12% με 14%, με τις μεγαλύτερες αποδόσεις να αφορούν τα μικρότερα έργα.

Αύριο η συζήτηση στην ΡΑΕ για το ύψος του ειδικού τέλους ΑΠΕ

Ες αύριον τα σπουδαία για το πρώην τέλος ΑΠΕ, νυν ΕΤΜΕΑΡ καθώς στην ολομέλεια της ΡΑΕ αναμένεται να συζητηθεί η εισήγηση του ρυθμιστή για το ύψος της απαιτούμενης αύξησης. Μάλιστα καθώς το ζήτημα θεωρείται μια από τις «καυτές πατάτες» της αγοράς, δεν αποκλείεται η συζήτηση να επεκταθεί και την Πέμπτη, όταν και πιθανότατα θα εκδοθεί η απόφαση της αρχής.

Από τα μέχρι στιγμής δεδομένα πάντως, προκύπτει ότι περιορίζεται περίπου στο μισό, η ανάγκη για αύξηση του τέλους. Θυμίζουμε ότι με βάση τα σχετικά έγγραφα του ΛΑΓΗΕ και την αλματώδη αύξηση του ελλείμματος του λογαριασμού για τις ΑΠΕ, οι αρχικές εκτιμήσεις ανέφεραν ότι η αναγκαία αύξηση οδηγεί το ύψος του τέλους στα 18 έως 20 ευρώ. Ειδικότερα σύμφωνα με το ΛΑΓΗΕ στο τέλος του 2011 το έλλειμμα ήταν στα 196 εκατ. ευρώ ενώ τον Ιούνιο βρέθηκε στα 282,5 εκατ. ευρώ με την τάση να δείχνει ότι αυξάνεται ανεξέλεγκτα. Αυτό τουλάχιστον προκύπτει από το ρυθμό αύξησης του ελλείμματος που ήταν το Μάρτιο 6 εκατ. ευρώ, τον Απρίλιο 28 εκατ. ευρώ, το Μάιο 26 εκατ. ευρώ ενώ ο Ιούνιος έφερε πρόσθετο μηνιαίο έλλειμμα ρεκόρ 53 εκατ. ευρώ.
Θυμίζουμε ότι όταν ανακοινώθηκαν τα μέτρα Παπακωνσταντίνου, είχε τονιστεί ότι στόχος είναι στο τέλος του 2012 το έλλειμμα να πέσει στα 100 εκατ. ευρώ. Τα μέτρα ωστόσο  (δημοπρασίες ρύπων, φόρος λιγνίτη, τέλος ΕΡΤ) είτε δεν εφαρμόστηκαν καθόλου είτε εφαρμόστηκαν ελλιπώς με αποτέλεσμα τα ποσά που εισέρευσαν στον λογαριασμό ΑΠΕ του ΛΑΓΗΕ να υπολείπονται κατά 142,5 εκατ. ευρώ της αρχικής εκτίμησης.

Στο πλαίσιο αυτό λοιπόν η ΡΑΕ, η οποία καλείται να αξιολογήσει την κατάσταση και να αποφασίσει το απαιτούμενο ύψος της αύξησης του τέλους ΕΤΜΕΑΡ ώστε να μην οδηγηθεί σε αδιέξοδο η αγορά, έχει ήδη ζητήσει από το ΥΠΕΚΑ μια επιστολή στην οποία το υπουργείο θα  ενημερώνει το ρυθμιστή για το ύψος των πρόσθετων πόρων που αναμένεται να προκύψουν το επόμενο διάστημα προκειμένου να αυξηθούν τα έσοδα.
Σύμφωνα με πληροφορίες του EnergyPress η επιστολή θα αναφέρει τα μέτρα που προτίθεται να λάβει το υπουργείο αλλά και την εκτίμηση των προβλεπόμενων νέων πρόσθετων εσόδων που θα προκύψουν για το ΛΑΓΗΕ. Οι ίδιες πληροφορίες αναφέρουν ότι θα πρέπει να θεωρούνται κλειδωμένα μέτρα όπως η διατήρηση του λιγντικού τέλους (δε θα αυξηθεί περαιτέρω), η εφαρμογή του μέτρου για την είσπραξη μέρους του τέλους ΕΡΤ και η διενέργεια δημοπρασιών ρύπων, ενώ επιπρόσθετα θα πρέπει να αναμένεται μια έκτακτη εισφορά για τα υπάρχοντα φωτοβολταϊκά αλλά και νέα μείωση στις τιμές για τα νέα φωτοβολταϊκά. Επίσης στα μέτρα θα περιλαμβάνεται και το νέο δάνειο προς το ΛΑΓΗΕ από το Παρακαταθηκών, καθώς αυτό πέρασε από τις «συμπληγάδες» της τρόικας και εγκρίθηκε.

Με τα μέτρα αυτά, προκύπτει ότι ο λογαριασμός για τις ΑΠΕ του ΛΑΓΗΕ θα ενισχυθεί με ένα σημαντικό  ποσό, με αποτέλεσμα να «ψαλιδίζεται» τουλάχιστον στο μισό η ανάγκη για αύξηση του τέλους ΑΠΕ, το οποίο σε κάθε περίπτωση θα κυμαίνεται κάτω από τα 10 ευρώ  η μεγαβατώρα. Ανάλογα δε με το τελικό ύψος της πρόσθετης επιχορήγησης, εκτιμάται ότι η αύξηση μπορεί να είναι σημαντικά χαμηλότερη, επιβεβαιώνοντας τα όσα είχε ανακοινώσει ο κ. Παπαγεωργίου, λέγοντας ότι θα καταβληθεί προσπάθεια ακόμη και για μηδενική αύξηση του τέλους.

Πληροφορίες τέλος αναφέρουν ότι η νέα τιμή για το τέλος ΕΤΜΕΑΡ, θα τεθεί σε ισχύ από 1ης Αυγούστου και θα περιλαμβάνεται στους επόμενους λογαριασμούς που θα εκδώσει η ΔΕΗ.

Ο ΣΠΕΦ απαιτεί παρέμβαση του κ. Σαμαρά για την εισφορά στα φ/β

Επιστολή προς τον πρωθυπουργό, Αντώνη Σαμαρά, αναφορικά με το ενδεχόμενο εισφοράς επί του τζίρου στα εν λειτουργία φωτοβολταϊκά έστειλε ο ΣΠΕΦ ζητώντας την παρέμβασή του προκειμένου να μην υλοποιηθεί η συγκεκριμένη σκέψη.
Ο Σύνδεσμος χαρακτηρίζει καταστροφική την επιβολή οποιασδήποτε εισφοράς στις υφιστάμενες φωτοβολταϊκές μονάδες τονίζοντας ότι «το Κράτος δικαίου οφείλει να προστατεύει και όχι να τιμωρεί όσους επένδυσαν στην Χώρα τα χρήματα τους αντί να τα εξάγουν στα εξωτερικό».
Παράλληλα, ο ΣΠΕΦ αναφέρεται στο αποφευγόμενο κόστος λόγω της λειτουργίας των φ/β, το οποίο εκτιμάται στα 245 εκατ. ευρώ για το 2012, ενώ καταθέτει και τις προτάσεις του για την εξυγίανση της αγοράς.

Η επιστολή κοινοποιήθηκε στον κ.  Ιωάννη Στουρνάρα, Υπουργό Οικονομικών, στον κ. Κωστή Χατζηδάκη, Υπουργό Ανάπτυξης και Ανταγωνιστικότητας, στον κ. Με την παρούσα επιστολή λαμβάνουμε την τιμή να απευθυνθούμε σε εσάς, όντας πεπεισμένοι για την ικανότητα, την ειλικρίνεια και το σθένος σας, με τα οποία και καθημερινά μοχθείτε για το συμφέρον της χώρας.  Η σταθεροποίηση της οικονομίας και συνεπακόλουθα της κοινωνίας, αποτελούν την επιτομή μιας εκ βάθρων παραγωγικής αναγέννησης που απαιτείται την οποία και πρέπει να συντελέσετε με σεβασμό στις υφιστάμενες επενδύσεις και στο Κράτος δικαίου.


1.                   Το αποφευγόμενο κόστος από την λειτουργία των Φωτοβολταϊκών το 2012

Σε συνέχεια άρθρων του Συνδέσμου μας σχετικά με το αποφευγόμενο κόστος από την διείσδυση των φωτοβολταϊκών που αποδίδουν τα μέγιστα της λειτουργίας τους ως επί τω πλείστον στην αιχμή του φορτίου του ηλεκτρικού συστήματος, ο ΣΠΕΦ ανέθεσε μελέτη για το θέμα στο Αριστοτέλειο Πανεπιστήμιο Θεσσαλονίκης (ΑΠΘ) και συγκεκριμένα στο Εργαστήριο Συστημάτων Ηλεκτρικής Ενέργειας του Τμήματος Ηλεκτρολόγων Μηχανικών και Μηχανικών Η/Υ.

Η μελέτη διεξάχθηκε για το έτος 2012 με προσομοίωση της ανάπτυξης της διείσδυσης των Φ/Β για το β’ εξάμηνο και αφορά στο διασυνδεδεμένο σύστημα στο οποίο και διενεργείται ο Ημερήσιος Ενεργειακός Προγραμματισμός (ΗΕΠ) στα πλαίσια του μοντέλου Mandatory Pool που λειτουργεί η χώρα μας.  Οι βασικές παραδοχές της μελέτης αφορούν εγκατεστημένη ισχύ Φ/Β 1,200 MWp μέχρι το τέλος του τρέχοντος έτους στο διασυνδεδεμένο σύστημα και εξετάζεται το πρόσθετο κόστος που θα επέφερε στο σύστημα η υποκατάσταση της ισχύος αυτής από συμβατική.  Αξίζει να σημειωθεί εδώ πως λόγω του μοντέλου Mandatory Pool που διενεργείται ο ΗΕΠ το πρόσθετο κόστος από τις συμβατικές μονάδες που θα κάλυπταν το κενό δεν ισούται μόνο με την καθ’ εαυτού αποζημίωση τους αλλά και με την υπερ-αποζημίωση που θα επέφεραν στις ήδη συμμετέχουσες μονάδες λόγω της ανόδου της Οριακής Τιμής Συστήματος (ΟΤΣ).

Επιλύοντας λοιπόν η μελέτη τον νέο ΗΕΠ με απουσία των Φ/Β για το 2012 προκύπτει κόστος 244,6 εκατ. ευρώ εννοώντας πως τόσα χρήματα θα απορροφούσε η συμβατική ηλεκτροπαραγωγή και οι εισαγωγές ώστε να καλύψουν το κενό των Φ/Β το έτος 2012 συνολικά.  Συνεπώς το ποσό των 244,6 εκατ. ευρώ πρέπει να αφαιρεθεί από την συνολική αποζημίωση τους με FIT το 2012 ώστε να προσδιορισθεί το ΕΤΜΕΑΡ που τους αναλογεί και όχι το ποσό των 78,8 εκατ. ευρώ που αφορά την αναλογούσα στην «πλαστή» ΟΤΣ αξία δηλαδή 62,9 ευρώ / MWh X 1.25 TWh που προβλέπεται να είναι η ετήσια Φ/Β ηλεκτροπαραγωγή το 2012.  Υφίσταται λοιπόν μια αναίτια χρέωση του Ειδικού Λογαριασμού ΑΠΕ του ΛΑΓΗΕ με 165,8 εκατ. (244,6 – 78,8 εκατ. ευρώ) μόνο για το 2012.  Αν συμπεριλάβουμε εδώ τα αντίστοιχα ποσά των ετών 2011, 2010 κ.ο.κ., αντιλαμβάνομαστε πως σήμερα δεν θα ομιλούσαμε καν για έλλειμμα εξαιτίας των μέχρι σήμερα εν λειτουργία Φ/Β μονάδων.

Επιπλέον στην μελέτη προσδιορίζεται η επίδραση στην ΟΤΣ από την κατάργηση του Μηχανισμού ανάκτησης Μεταβλητού Κόστους (ΜΜΚ), που συνιστά την βασικότερη στρέβλωση της ηλεκτρικής χονδρεμπορικής αγοράς, η οποία και θα ανέβαζε την μέση ετήσια για το 2012 ΟΤΣ από τα 62,9 ευρώ / MWhστα 76,5 ευρώ / MWh.  Στην διαφορά αυτή των 13,6 ευρώ / MWh εμείς προσθέτουμε και την αναλογούσα προστιθέμενη αξία από τα Αποδεικτικά Διαθεσιμότητας Ισχύος (ΑΔΙ) που λαμβάνουν οι συμβατικές μονάδες και που ανέρχεται μεσοσταθμικά στα επιπλέον 9 ευρώ / MWh.  Εκ της μελέτης λοιπόν αλλά του συνδυαστικού παραπέρα συλλογισμού προκύπτει συνολική τεχνητή υποβάθμιση στην ΟΤΣ για το 2012 ίση με 22,6 ευρώ / MWh.

Αν το ποσό αυτό πολλαπλασιαστεί με την συνολική παραγωγή των ΑΠΕ για το 2012 (5,17 TWh) δίνει μια τεχνητή παραγωγή ελλείμματος στον Ειδικό Λογαριασμό ΑΠΕ του ΛΑΓΗΕ ίση με 22,6 ευρώ / MWh x 5,17 TWh δηλαδή 116,8 εκατ. ευρώ μόνο για φέτος ενώ αντίστοιχα ποσά προφανώς υφίστανται και για τα προηγούμενα χρόνια.  Εύλογα λοιπόν συμπεραίνουμε πως και από αυτή την οπτική γωνία το έλλειμμα του ΛΑΓΗΕ λόγω ΑΠΕ είναι επίπλαστο και οφείλεται στον λάθος υπολογισμό του ΕΤΜΕΑΡ βάσει της ΟΤΣ που δεν συμπεριλαμβάνει όμως το πλήρες κόστος της συμβατικής ηλεκτροπαραγωγής.

Επαναδιατυπώνοντας ρητά την καθαρή θέση μας για καμία απολύτως παρέμβαση στα οικονομικά των εν λειτουργία μέχρι σήμερα Φ/Β μονάδων (άμεση ή έμμεση, τώρα ή στο εξής), η οποία και δεν νομιμοποιείται από πουθενά, επισημαίνουμε ότι:


2.       Τι πρέπει οπωσδήποτε να αποφευχθεί

•         Το Κράτος δικαίου οφείλει να προστατεύει και όχι να τιμωρεί όσους επένδυσαν στην Χώρα τα χρήματα τους αντί να τα εξάγουν στα εξωτερικό.

•         Οι πραγματικοί αριθμοί που αναλύθηκαν παραπάνω αποδεικνύουν πως για τα μέχρι σήμερα τουλάχιστον μεγέθη ανάπτυξης των Φ/Β, το έλλειμμα που εμφανίζεται στον ειδικό λογαριασμό ΑΠΕ του ΛΑΓΗΕ είναι επίπλαστο.

•         Τα χρήματα που επένδυσαν (3 δις ευρώ) οι μέχρι σήμερα παραγωγοί δανειζόμενοι πανάκριβα από τις τράπεζες, μέσω της εκ των υστέρων παρέμβασης του Υπουργείου στα οικονομικά τους, θα τους καταστήσουν όμηρους δίχως κέρδος.

•         Το μονομερές ενδιαφέρον για «κούρεμα» των αποδόσεων των επενδύσεων των παραγωγών χωρίς να «κουρεύονται» ισόποσα τα δάνεια τους,διασφαλίζοντας έτσι στο ακέραιο μόνο τα συμφέροντα των Τραπεζών, συνιστά κοινωνική πρόκληση για χιλιάδες ηλεκτροπαραγωγούς από Φ/Β.

•         Το αίτημα των εισαγωγέων - εμπόρων Φ/Β εξοπλισμού, οι οποίοι με στόχο να αναθεωρηθεί αυξητικά άναρχα ο εθνικός στόχος του 2014 των 1,500MW στρέφονται παρανόμως κατά των επιχειρήσεων μας ζητώντας να πληρώσουμε εμείς οι ηλεκτροπαραγωγοί τις όποιες νέες δικές τους πωλήσεις, καταστρέφει κάθε έννοια νομιμότητας και αειφορίας της αγοράς.  Είναι αδιανόητη η σκέψη να ζημιώνονται όσοι υλοποίησαν επενδύσεις για να γίνουν και άλλες!

3.                   Τι προτείνουμε

•         Πίστωση του ειδικού λογαριασμού ΑΠΕ με τα χρήματα των ελλειμμάτων που εικονικά δημιουργήθηκαν μέχρι και σήμερα (όπως ενδεικτικά αποδείχτηκε για το 2012), όπου και θα μηδενιστεί το σωρευτικό σημερινό έλλειμμα των 300 περίπου εκατ. ευρώ.  Αυτό πρακτικά μπορεί να υλοποιηθεί με αύξηση κεφαλαίου του ΛΑΓΗΕ.

•         Άμεση άρση των στρεβλώσεων στον υπολογισμό του αναγκαίου ΕΤΜΕΑΡ (πρώην τέλος ΑΠΕ) στην βάση του αποφευγόμενου κόστους από την διείσδυση των Φ/Β ώστε να μην γεννάται νέο πλασματικό έλλειμμα στον ειδικό λογαριασμό ΑΠΕ.

•         Άμεση αντικατάσταση της πλασματικής σημερινής ΟΤΣ από το πραγματικό πλήρες χονδρεμπορικό κόστος ηλεκτρικής ενέργειας που θα ενσωμάτωνε το κόστος του Μηχανισμού ανάκτησης Μεταβλητού Κόστους (ΜΜΚ) και των Αποδεικτικών Διαθεσιμότητας Ισχύος (ΑΔΙ) σε ένα μέγεθος. Μεταβατικά μπορεί άμεσα να χρησιμοποιηθεί η Οριακή Τιμή Αποκλίσεων (ΟΤΑ) η οποία επίσης καθημερινά απολογιστικά υπολογίζεται από το Διαχειριστή και για το πρώτο εξάμηνο του 2012 η μέση τιμή της ήταν 81,8 ευρώ/MWh όταν η πλασματική ΟΤΣ ανήλθε στα 63,5 ευρώ / MWh.  Από την διαφορά αυτή δημιουργείται εικονικό νέο έλλειμμα στον ειδικό λογαριασμό ΑΠΕ ύψους 95 εκατ. ευρώ για το 2012.


•         Μείωση των Feed-in-Tariffs στα από εδώ και πέρα έργα ανά κατηγορία ισχύος χωριστά.
•         Κατάργηση του 18μηνου διακράτησης τιμής στις νέες συμβάσεις ΛΑΓΗΕ.
•         Περιορισμό του 18μηνου στις υφιστάμενες συμβάσεις ΛΑΓΗΕ.
•         Προσήλωση στους εθνικούς στόχους διείσδυσης των Φ/Β και όχι άναρχη επαύξηση τους χωρίς ορθό οικονομικό προγραμματισμό επειδή κάποιοι το ζητούν.
•         Παρέμβαση, αν δεν μπορεί να αποφευχθεί, στα οικονομικά (π.χ. μέσω έκτατης εισφοράς) μόνο των έργων που θα συνδεθούν από τώρα και στο εξής.
•         Μετατροπή του προγράμματος των οικιακών στεγών από εδώ και πέρα σε πρόγραμμα αυτοπαραγωγού που θα καταναλώνουν την παραγόμενη ενέργεια και όση περισσεύει μόνο θα πωλούν στο δίκτυο.  Είναι παντελώς άδικο το σημερινό καθεστώς που μετατρέπει πολίτες σε επιτηδευματίες χωρίς φορολογικές και ασφαλιστικές υποχρεώσεις.
•         Μείωση των FIT στα οικιακά και επιβολή πλαφόν νέας εγκατεστημένης ισχύος ετησίως.

4.                   Οικονομική ανάλυση

Για να γίνει γλαφυρά αντιληπτό το μέγεθος της καταστροφής που θα επιφέρει στους ηλεκτροπαραγωγούς το μέτρο της εισφοράς επί του τζίρου,ακολουθεί ενδεικτικά οικονομική ανάλυση Φ/Β μονάδας 100 KWp επί αγρού (με πλήρες σύστημα ασφαλείας αξίας 20,000 ευρώ και το τονίζουμε αυτό διότι οι κλοπές Φ/Β πάρκων έχουν αρχίσει και ουδείς μπορεί να το αγνοεί αυτό ως κόστος, όρους σύνδεσης ΔΕΗ 20,000 ευρώ, μέσα χωματουργικά και λοιπά ποιοτικά -προδιαγραφών 20ετίας- οικοδομικά έργα σύμφωνα με όσα προβλέπονται και εξαντλούν την πολεοδομκή αδειοδότηση δηλαδή περίφραξη 2,5 μ. ύψους με αγκαθωτή κουλούρα στρατοπέδου στο άνω μέρος και σενάζι από σκυρόδεμα ύψους 0,4 μ. στο κάτω μέρος, οικίσκος, εξωτερική και εσωτερική αντικεραυνική προστασία) που διασυνδέθηκε π.χ. στα μέσα του 2011.  Έχουμε λοιπόν:

Κεφαλαιακή διάρθρωση
Πλήρες κόστος ποιοτικής κατασκευής = 330,000 ευρώ
Δάνειο 75% x 330,000 = 250,000 ευρώ 10ετούς διάρκειας με επιτόκιο 10% και σταθερή τοκοχρεολυτική αποπληρωμή.
Ίδια συμμετοχή 25% x 330,000 = 80,000 ευρώ πλέον την αγορά γηπέδου εγκατάστασης  π.χ. 30,000 ευρώ που δεν προσμετρείται ωστόσο στο κόστος κατασκευής της μονάδας.

Ετήσια οικονομική ανάλυση
Τζίρος Φ/Β μονάδας= 63,000 ευρώ
Τοκοχρεολύσια = 40,000 ευρώ
Λειτουργικά έξοδα = 8,000 ευρώ
Προ φόρων κέρδη = 15,000 ευρώ
Φόρος εισοδήματος = 4,000 ευρώ
Τελικά μετά φόρων κέρδη 11,000 ευρώ

Από αυτά ο επαγγελματίας παραγωγός ή χειρότερα ακόμη ο κάθε ομόρρυθμος εταίρος για εταιρείες παραγωγών, πρέπει να καλύψει ατομικά και τις ασφαλιστικές του εισφορές που ανάλογα με το ταμείο κυμαίνονται π.χ. στις 4,000 ευρώ ετησίως.

Άρα απομένει καθαρό μετά φόρων κέρδος για διαβίωση 11,000 – 4,000 = 7,000 ευρώ ετησίως

Αυτός λοιπόν ο επενδυτής κλήθηκε από το Ελληνικό Κράτος διαχρονικά να επενδύσει στην πράσινη ανάπτυξη, έβαλε τις οικονομίες του 110,000 ευρώ (80,000 ίδια συμμετοχή + 30,000 ευρώ για την αγορά του γηπέδου εγκατάστασης), δανείστηκε άλλα 250,000 ευρώ από τις τράπεζες υποθηκεύοντας και την προσωπική του περιουσία, για να καταλήξει να κερδίζει 7,000 ευρώ ετησίως λαμβάνοντας υπόψη και τις ασφαλιστικές του εισφορές.

Αν σε αυτόν τον παραγωγό χρεωθεί εισφορά επί του τζίρου του π.χ. 10% = 6,300 ευρώ τότε αυτός θα κερδίζει 7,000 – 6,300 = 700 ευρώ ετησίως! Δηλαδή η επένδυση του θα εργάζεται μόνο για τις τράπεζες και την εφορία και δεν θα πάρει ούτε τα λεφτά που έβαλε πίσω!

Κλείνοντας θα θέλαμε να επισημάνουμε πως η παραγόμενη, για τουλάχιστον 25χρόνια, ηλεκτρική ενέργεια από Φ/Β έχει μόνο θετική επίδραση στο ισοζύγιο τρεχουσών συναλλαγών της Χώρας, αφού εκλείπουν παντελώς οι εισαγωγές οιασδήποτε καύσιμης ή άλλης λειτουργικής πρώτης ύλης και έτσι δεν εξάγονται καθόλου χρήματα στο εξωτερικό για την παραγόμενη από αυτά ηλεκτρική ενέργεια και μάλιστα στην αιχμή του φορτίου του συστήματος.

Σε συνέχεια των ανωτέρω αλλά και της συνάντησης που είχαμε στο ΥΠΕΚΑ για το θέμα την περασμένη Πέμπτη 26/7/12 και ουδόλως μας αποκαλύφθηκαν οι καταστροφικές προσθέσεις αυτές, παρακαλούμε όπως παρέμβετε ώστε να εγκαταλειφθεί άμεσα κάθε σκέψη για επιβολή εισφοράς επί του τζίρου στις εν λειτουργία Φ/Β μονάδες.
