Solar industry responsible for lead emissions in developing countries, research finds

Solar power is not all sunshine. It has a dark side -- particularly in developing countries, according to a new study by a University of Tennessee, Knoxville, engineering

A study by Chris Cherry, assistant professor in civil and environmental engineering, found that solar power heavily reliant on lead batteries has the potential to release more than 2.4 million tons of lead pollution in China and India.

Lead poisoning causes numerous adverse health effects, including damage to the central nervous system, the kidneys, the cardiovascular system, and the reproductive system. In children, blood lead concentration is associated with learning impairments, as well as hyperactive and violent behavior.

His study, co-authored with Perry Gottesfeld of Occupational Knowledge International (OK International), appears in the September issue of the journal Energy Policy.

Lead pollution predicted to result from investments in solar power by 2022 is equivalent to one-third of current global lead production. The researchers, who relied on official government plans for deploying solar power to make these projections, also found that the countries have large amounts of lead leak into the environment from mining, smelting, battery manufacturing, and recycling -- 33 percent in China and 22 percent in India. Also, a large percentage of new solar power systems continues to be reliant on lead batteries for energy storage due to the inadequate power grid in these countries.

The study's release comes on the heels of reports of a large number of mass lead poisoning incidents around lead battery recycling and manufacturing plants in China and the announcement that the country recently closed 583 of these facilities.

"Investments in environmental controls in the lead battery industry, along with improvements in battery take-back policies, are needed to complement deployment of solar power in these countries," said Cherry. "Without improvements, it is increasingly clear that the use of lead batteries will contribute to environmental contamination and lead poisoning among workers and children."

The battery industry is the largest consumer of lead, using approximately 80 percent of global lead production. Lead battery manufacturing is growing rapidly in much of the world to meet demand for batteries for solar power and other applications. With the authors' projected emissions, they say this will impact public health and contribute to environmental contamination.

"The solar industry has to step up and take responsibility for ensuring that their lead battery suppliers are operating with adequate controls as long as they are going to be reliant on this technology," said Gottesfeld. "Without major improvements in the manufacturing and recycling lead batteries in these countries, we expect that lead poisoning will increase as the industry grows."

The projections outlined in the study, while based on plans articulated by these two countries, are likely to be repeated throughout much of the developing world, such as in Africa.

Ameresco (AMRC): Clean energy one-stop shop

Contrary to common belief, the greatest barrier to the adoption of clean energy is not the cost. In many cases, cost is not a barrier at all: it's an advantage. That's because energy efficiency measures are usually so cost-effective that they not only pay for themselves, they can often pay for the addition of flashier clean energy technologies such as solar and wind.

For institutions in the Federal and MUSH (Municipalities, Universities, Schools, and Hospitals) sectors, the main barriers are lack of capital and expertise. Lack of capital arises because such institutions traditionally consider energy to be an operating expense, not a capital expense, while clean energy projects usually require an initial capital expenditure in return for ongoing energy savings. Lack of expertise arises simply because finding the best energy solutions is far from simple. Although there are many simple measures that an interested amateur can take, the greatest savings come from considering buildings and other facilities as integrated systems, not as collections of isolated measures.

Energy Service Companies

Ameresco, Inc. (NYSE:AMRC) was founded in 2000 as an independent, one-stop shop to help Federal and MUSH institutions overcome these barriers. Last week, I interviewed Ameresco President and CEO George Sakellaris as part of my series of articles on energy service stocks. Sakellaris pioneered this Energy Service Company (ESCO) model while working for New England Electric System to help industrial customers reduce their power usage in 1979. Before founding Ameresco, he founded another leading ESCO, Noresco in 1989, which is currently owned by Carrier, a division of United Technologies (NYSE:UTX).

I first became interested in the ESCO model (also known as performance contracting) in 2007, when I heard about it as part of a Western Governor's Association Workshop on Efficient Buildings. Then, as now, most ESCOs are arms of larger technology companies, like Noresco mentioned above, or are part of energy companies and utilities. Other publicly traded companies with ESCO arms include AECOM (NYSE:ACM), Honeywell (NYSE:HON), Chevron (NYSE:CVX), Consolidated Edison (NYSE:ED), Constellation (NYSE:CEG), Eaton (NYSE:ETN), NextEra (NYSE:NEE), Johnson Controls(NYSE:JCI), Schneider Electric (Paris:SU.PA/SBGSF.PK), and Ingersoll-Rand (NYSE:IR).

In contrast, Ameresco is independent of any equipment manufacturer or energy company, leaving them technology-agnostic and able to approach the solution from the customer's perspective. This independence, along with previous customer satisfaction and Ameresco's wide expertise allows the company to win bids such as the $795 million contract to build biomass cogeneration and heating facilities at the Department of Energy's Savannah River Site in South Carolina over the course of 19 years. According to Sakellaris, Ameresco won this contract (the largest renewable energy performance contract so far in the United States) without being the lowest cost bidder because of their expertise and independence. He also says Ameresco can compete on price because of low overhead.

Financial Results

The combination of a strong brand and expertise along with low overhead have contributed to strong results. Annual revenue has grown steadily from $278 million in 2006 to $618 million in 2010, with second quarter revenue up 17% on a year earlier, matching the last five year's compound annual growth rate (CAGR). Over the same period, earnings per share have risen at a 21% CAGR. At the current stock price of $10.34, AMRC has a trailing P/E ratio of 14.35, which is modest considering the consensus 20% long term expected growth rate.

Ameresco also has good liquidity, with a current ratio over two. I would normally consider its Debt to Equity ratio of 1.3 a problem, but much of this debt is project debt which will be transferred to project lenders upon project completion and acceptance by the Federal government. If this project-related debt is removed from the calculation, the Debt to Equity ratio falls to a quite conservative 0.37.

Although multiple analysts reduced their price targets for Ameresco after the last conference call, the reason they gave was not any deterioration of Ameresco's business, but rather a decline in price of most companies in the sector, meaning that most investors are no longer willing to pay as much for a dollar of earnings or revenue than they were just a few months ago.

Growth Strategy

Sakellaris told me that he plans to grow using only internal resources without taking on any more debt or issuing additional equity. Ameresco has and will continue to grow both organically and by acquisition using funds provided by operations.

In general, it makes sense to be wary of growth by acquisition in public companies, since it often leads to a lack of focus and can distract management from the core business. That seems not to be the case for Ameresco, which takes a very strategic approach to acquisitions, and only acquires firms that either can expand the range of expertise the company can offer to clients, or allow the company to enter new geographic markets, such as their recent purchase of Applied Energy Group, which allowed them to expand their offering to utility customers.

One type of company Sakellaris says they will never acquire is equipment manufacturing firms, in order to maintain the advantage of being an independent integrator of technologies from all suppliers. Nor is he interested in buying Demand Response (DR) providers such as Comverge (NASD: COMV) and Enernoc (NASD: ENOC), both of which were previously covered in this series, and whose stocks have fallen enough to look like attractive acquisition targets. Although Ameresco does provide DR as part of their offerings, it's not a driver for their business. He sees a "conflict between energy efficiency and demand response" because properly implemented energy efficiency measures reduce the scope for DR. As he puts it, "More effective air conditioning is better than cycling air conditioning." To be able to cycle an air conditioner off during peak times without significant thermal storage, the unit will have to be over-sized for its purpose in order to bring the building back to the expected level after the demand event is over, and over-sized units cool less efficiently.

When the company has cash but lacks acquisition targets that meet these criteria, they invest it in renewable energy projects, such as landfill gas, where they extract landfill gas, clean it, and deliver it to local customers for heat and electricity generation. These projects typically pay back the invested equity in three or four years.

Governmental entities accounted for about 86% of Ameresco's revenues in 2009 and 2010. Sakellaris is confident that the whole ESCO industry has only penetrated about 20% of the opportunity in the sector, citing a McKinsey study which estimated the potential of this market at $520 billion of performance contracts by 2020, and the market continues to expand as new technology leads to new energy saving opportunities. The ESCO industry is doing only about six to seven billion dollars worth of contracts a year, leaving plenty of room for growth.

Company Structure

One worry I had about the company was the company's governance. Sakellaris completely controls the company through his ownership of all of the company's class B shares, which have privileged voting rights, as well as through his posts as President, CEO, and Chairman of the board. Purchasers of this stock are buying into Sakellaris' vision for the company. While the board has an independent nominating committee, which Sakellaris is not on, and he says he obeys the directions of the board and would not block a candidate put forward by the nominating committee, shareholders are essentially putting faith in his self-restraint.

I came away from my conversation with Sakellaris feeling that he is a dedicated entrepreneur who wants nothing more than to make his company an extremely "successful and sustainable enterprise", and that he was being honest when he told me that he kept voting control of the company when he took it public last year in order to be able to negotiate the best possible price in case the company is sold.

But the company will not be lost without him. Although he is 65, he is still healthy, but that has not stopped him from making sure the board has an adequate succession plan. While Ameresco has grown through acquisition, it held on to the leaders of many of the acquired companies, several of whom now run Ameresco's divisions, and four of whom Sakellaris believes would be able to run Ameresco in his absence. Their continued presence at Ameresco does a lot to ease my worries not only about succession issues, but also gives me some assurance that Sakellaris is a good leader, since such capable people would not have stayed if he were a tyrant.

Conclusion

Ameresco seems to be a well run and sustainable company. In the short term, the ESCO business may be hurt by government spending cuts, but in the long term, budget pressure will make Ameresco's services all the more necessary. The ESCO business model is also helped by current low interest rates, because the lower the interest rate, the more energy efficiency and renewable energy measures become economic, and the more business Ameresco can do for a single client.

Although Ameresco is not nearly as cheap in terms of assets as some of the other energy services firms covered in this series, it is more profitable, and a decent value given its earnings and growth prospects. I recently bought shares in the low $10 range, and will be looking to acquire more if the broad market implosion makes this current good value an absolute bargain.

Applied launches solar tools to meet greater demand for efficient cells

Efficiency—the rate that solar cells or modules convert sunlight into electricity—has always been an important metric for manufacturers. But improving it has become a greater emphasis these days, and factory equipment manufacturers have responded with R&D efforts to deliver better tools. Applied Materials on Wednesday unveiled a new set of equipment under its Baccini brand that it said will enable customers to lower production costs and use advanced technologies to boost cell efficiencies.

The new line is called Baccini Pegaso, and it covers equipment for screen printing metal lines (commonly silver), a dryer, defect inspection, and testing and sorting silicon solar cells. The metal lines serve as the highways that conduct and transport the electrons out of the cells. Printing them with precision is important to makes sure they don’t cover up the cell surface that should be exposed to the sun to generate electricity.

The Santa Clara, Calif., company already sells Baccini-branded tools for these steps. In fact, Applied claims to be the top supplier of screen printing systems and says about 75 percent of the silicon solar cells made today come from its Baccini equipment. But Pegaso is the next-generation system which, unlike other Baccini lines, comes with dual lanes – instead of a single track – for screen-printing silicon wafers. Two lines of wafers can move through the printing process at the same time, a design that aims to reduce the downtime when equipment has to remain idle for maintenance. The equipment also comes with inspection equipment that can look for defects and make adjustments quickly to correct any mistakes.

The results are varying degrees of improvement from other Baccini lines and from competitors’ offerings, Applied executives said. Pegaso, for example, can reduce wafer breakage rate to 0.15 percent, which exceeds the 0.2 percent from the Baccini Soft Line. Pegaso’s breakage rate is two times better than competitors’ tools, said Jim Cushing, senior director of global product marketing for Applied’s solar business. The same advantage for the accuracy of aligning the metal lines on the silicon wafers, he added. Pegaso achieves an alignment accuracy of 8 microns.

The printing precision and alignment rates are important for manufacturers who are working on new screen-printing processes that require printing more than one layer of materials to improve the efficiency of the metal grid to move the electrons around. Most of the solar cells made today still rely on the conventional process of printing the silver lines once, Cushing said.

But the industry may move away from that if manufacturers are able to use more novel approaches, such as selective emitters, in large-volume production. If screen-printing involves depositing materials multiple times, then the production line will need multiple printers. Applied designed Pegaso to make it easier for manufactures to add and configure their equipment. This flexibility isn’t as easily achieved with previous Baccini lines. One challenge involves integrating new software with older software when adding a new piece of equipment, Cushing said.

Enabling solar cell manufactures to use newer processes means improving the efficiency of the cells, Cushing said. Pegaso itself can reduce production costs by increasing the production rate (with its dual-track design) while minimizing printing defects and the amount of idling time for repairs and maintenance.

Using Pegaso can cut screen-printing costs by 5 percent, Cushing said. Screen-printing accounts for 10-14 percent of the cell manufacturing process, including the cost of wafers, Cushing added. Three customers have been using Pegaso, including Gintech Energy in Taiwan.

Pressure to cut manufacturing costs and improve efficiencies is greater than ever before. Whereas in the past, manufactures tended to focus more on building factories and finding ways to boost the production rates, they now put more emphasis on research-and-development work to bump up efficiencies. Doing so not only cuts manufacturing costs for solar cells and therefore the panels as well, but also cuts installation costs.

A solar panel’s efficiency is correlated with its dimensions and the amount of power it can generate. Manufacturers measure their production costs in terms of cost per watt. So if they can produce more efficient panels without incurring too much additional costs, then they can lower the cost per watt.

More efficient panels also helps to reduce installation costs because installers don’t need to use as many solar panels to build a solar electric array to meet whatever solar electricity production capacity they are striving for. Cushing noted that Europe, the largest solar energy market, has recently tweaked its incentives to favor smaller, rooftop solar systems. That change has increased demand for more efficient solar panels.

Despite reports about solar manufacturers producing more panels than the market can handle over the past year, cells with higher efficiencies remain a hot commodity, Cushing said. “Our customers can’t sell the higher efficient cells fast enough,” he said. Higher efficient cells are those that can convert more than 17.5 percent of the sunlight that hits them into electricity, he added.

Other solar factory equipment makers also are investing in new technologies to help customers improve cell efficiencies. New Hampshire-based GT Advanced Technologies last week announced a $60 million purchase of Confluence Solar in order to offer machines that can produce silicon ingots that promise to deliver more efficient cells at lower costs. GT's CEO, Tom Guitterez, also pointed out that manufacturers are paying more atttention to sunlight-to-electricity efficienicies these days.

Researchers build a tougher, lighter wind turbine blade

Efforts to build larger wind turbines able to capture more energy from the air are stymied by the weight of blades. A Case Western Reserve University researcher has built a prototype blade that is substantially lighter and eight times tougher and more durable than currently used blade materials.

Marcio Loos, a post-doctoral researcher in the Department of Macromolecular Science and Engineering, works with colleagues at Case Western Reserve, and investigators from Bayer MaterialScience in Pittsburgh and Molded Fiber Glass Co. in Ashtabula, Ohio. The team compares the properties of new materials with the current standards used in blade manufacturing.

On his own, Loos went to the lab on weekends and built the world's first polyurethane blade reinforced with carbon nanotubes. He wanted to be sure the composite that was scoring best on preliminary tests could be molded into the right shape and maintain properties.

Using a small commercial blade as a template, he manufactured a 29-inch blade that is substantially lighter, more rigid and tougher.

"The idea behind all this is the need to develop stronger and lighter materials which will enable manufacturing of blades for larger rotors," Loos said.

That's an industry goal.

In order to achieve the expansion expected in the market for wind energy, turbines need a bigger share of the wind. But simply building larger blades isn't a smart answer.

The heavier the blades, the more wind is needed to turn the rotor. That means less energy is captured. And the more the blades flex in the wind, the more they lose the optimal shape for catching moving air, so, even less energy is captured.

Lighter, stiffer blades enable maximum energy and production.

"Results of mechanical testing for the carbon nanotube reinforced polyurethane show that this material outperforms the currently used resins for wind blades applications," said Ica Manas-Zloczower, professor of macromolecular science and engineering and associate dean in the Case School of Engineering.

In a comparison of reinforcing materials, the researchers found carbon nanotubes are lighter per unit of volume than carbon fiber and aluminum and had more than 5 times the tensile strength of carbon fiber and more than 60 times that of aluminum.

Fatigue testing showed the reinforced polyurethane composite lasts about eight times longer than epoxy reinforced with fiberglass. The new material was also about eight times tougher in delamination fracture tests.

The performance in each test was even better when compared to vinyl ester reinforced with fiberglass, another material used to make blades.

The new composite also has shown fracture growth rates at a fraction of the rates found for traditional epoxy and vinyl ester composites.

The team continues to test for the optimal conditions for the stable dispersion of nanotubes, the best distribution within the polyurethane and methods to make that happen.

The functional prototype blades built by Loos, which were used to turn a 400-watt turbine, will be stored in our laboratory, Manas-Zloczower said. "They will be used to emphasize the significant potential of carbon nanotube reinforced polyurethane systems for use in the next generation of wind turbine blades."

Australia takes first steps into utility-scale solar

Geraldton, Australia -- Australia is taking its first leap into utility-scale solar PV with a 10-megawatt (MW) AC project located in Western Australia – 10 times larger than any operating project in the country.

The Greenough River Solar Farm will sit on more than 190 acres of land and work to offset power requirements of the nearby Southern Seawater Desalination Plant, which has purchased 100 percent of its output in a 15-year contract.

GE Financial Services and Western Australia (WA) state-owned utility Verve Energy will each own 50 percent of the farm. The WA government also provided $21.3 million for the project, with $10 million from the WA Royalties for Regions program. First Solar will provide the panels, and the project is expected to create more than 50 construction jobs.

“This announcement demonstrates the significant potential for renewable energy generation – especially utility-scale solar – in WA and throughout Australia,” said Jim Brown of First Solar in a press release.

The project will contribute to Australia’s goal of 20 percent renewables by 2020, and is expected to be fully operational mid-2012.

GE, DOE looking to develop 10-15 MW turbine

GE (NYSE: GE) has begun work on the first phase of a two-year, $3 million project with the U.S. Department of Energy to develop a wind turbine generator that could support large-scale wind projects in the 10- to 15-MW range.

GE’s design would use architecture and cryogenic cooling technology along with MRI magnetic technology that could have more economy of scale and reduce the cost of energy produced by the turbines.

Phase I will focus on developing a conceptual design and evaluating the economic, environmental and commercial factors associated with it. Phase II will explore the potential commercialization of the technology. GE will work with the Oak Ridge National Laboratory on the generator project.

China remains atop quarterly renewable energy index

Ongoing debt worries from the United States to Europe, and austerity measures that aim to drastically slash government spending in those countries, continue to impact financing of renewable energy projects. China, meanwhile, is moving ahead with its accelerated growth as renewables continue to figure prominently into its energy future.

The stark differences are represented in Ernst & Young’s latest quarterly global renewable energy country attractiveness indices, released this week. The index ranks countries in order of attractiveness for investment in renewable energy.

According to the report, financing costs are soaring in the countries with the deepest economic troubles, while those that have been mostly spared of downturns are returning to more competitive lending.

The report provides scores for 35 countries for national renewable energy markets, renewable energy infrastructures and their suitability for individual technologies.

China remained atop the index. The Chinese government has said it will hold tenders for a total of two gigawatts (GW) of offshore wind projects in order to reach its target of 5 GW by 2015. According to news reports, China also solidified its move toward wind power by revising its target to generate 100 GW of on-grid wind energy by 2015, up from its previous target of 90 GW.

The top 10 was rounded out by the United States, Germany, India, the U.K., Italy, France, Canada, Spain and Sweden.

Rooftop solar could power 20% of D.C. and save ratepayers money

For many years the citizens of Washington, D.C. struggled for the basic right to elect their own leaders. In 2011, they should use their political home rule to maximize the economic benefits of local renewable energy with “electricity home rule.”



Currently, residents and businesses in Washington spend over $1.5 billion dollars a year on electricity. According to a study of D.C.’s energy dollars by the Institute for Local Self-Reliance, 90 percent of that amount (largely unchanged since the 1979 study) – $1.4 billion – leaves the city.

With rooftop solar power, D.C. residents could keep more of those electricity dollars at home.

In its recently published atlas of state renewable energy potential, the Institute for Local Self-Reliance (ILSR) found that the District of Columbia could generate 19 percent of its electricity from rooftop solar PV systems. That’s $267 million spent on electricity bills that could be kept locally.

But maximizing local electricity generation with rooftop solar has enormous additional economic benefits. To fill District roofs with solar panels, residents would need to install just over 1,800 megawatts (MW) of rooftop solar. The National Renewable Energy Laboratory (NREL) estimates that every megawatt of solar generates $240,000 in additional economic activity, making the economic value of maximizing solar energy self-reliance close to $432 million.

It could go even higher.

A previous NREL study of the value of local ownership of renewable (wind) energy found that it multiplied the economic benefits from 1.5 to 3.4 times. If D.C. residents maximized local ownership of solar, it could have an economic value as high as $1.5 billion, equivalent to the District’s total electricity bill.

The 1,800 MW of solar would also generate jobs. With a rule of thumb of eight jobs per MW, according to a University of California, Berkeley, study of the jobs created from renewable energy development, the District could get as many as 14,500 jobs from maximizing its solar energy self-reliance.

The cost of going solar is minimal. At current best prices for solar PV (around $3.50 per Watt installed) and with the benefit of the 30 percent federal Investment Tax Credit, solar PV can deliver electricity to the District for 16.1 cents per kilowatt-hour. After seven years at current electricity inflation rates (three percent per year), solar PV – with zero fuel cost or inflation – would be less expensive than retail grid electricity (currently 13.3 cents per kWh). Over 25 years, a switch to sunlight from grid electricity could save District ratepayers $1.6 billion.

The solar power offers much more than just affordable electricity. Recent studies have suggested that the actual value of solar power to the grid and environment far exceeds the value of the sun-powered electricity. And ILSR's recent report on Democratizing the Electricity System illustrates how solar power and other distributed renewable energy sources are the cornerstone of a transformation to a decentralized, more democratic energy system.

Citizens of D.C. should take the opportunity presented by their solar resource and pursue the electricity home rule.

Kαι ενώ η ΔEH με την πρώτη αθρόα προσέλευση επίδοξων επενδυτών επιχείρησε να ενημερώσει για τα πραγματικά δεδομένα της αγοράς και τις δυσκολίες άμεσης αξιολόγησης των χιλιάδων παλαιών αιτήσεων που παρέλαβε από τη PAE και αυτών που καθημερινά έφταναν στα κατά τόπους γραφεία της, το μόνο που κατάφερε τότε ήταν να στρέψει εναντίον της τον Σύνδεσμο Eπενδυτών Φωτοβολταϊκών, που την κατηγόρησε ότι υπονομεύει την ανάπτυξη των φωτοβολταϊκών και να βρεθεί υπόλογη στη PAE και στο υπουργείο Περιβάλλοντος, διότι κινήθηκε πέραν των αρμοδιοτήτων της.

Eνα χρόνο μετά βρίσκεται ξανά υπόλογη διότι δεν έχει αναρτήσει στην ιστοσελίδα της τα αναλυτικά στοιχεία για τις αιτήσεις φωτοβολταϊκών όπως ο νόμος προβλέπει.

Tην πρώτη επίθεση στη ΔEH έκανε και αυτή τη φορά ο ΣEΦ με επιστολή του προς τον πρόεδρο και διευθύνοντα σύμβουλο της επιχείρησης κ. Aρθούρο Zερβό. Στην επιστολή θέτει σειρά ζητημάτων που συνδέονται με παραβάσεις από τη ΔEH των κωδίκων για τη διαχείριση του δικτύου, καλώντας τον να παρέμβει. Xθες μια δεύτερη επιστολή έφτασε στον κ. Zερβό από τον υφυπουργό ΠEKA κ. Γ. Mανιάτη, μέσω της οποίας καλεί την ΔEH να προχωρήσει στην άμεση ανάρτηση στο Διαδίκτυο των στοιχείων όλων των αιτήσεων για φωτοβολταϊκά καθώς και όλων των γραμμών της ΔEH με στοιχεία για τη δυνατότητα χωρητικότητάς τους σε νέες μονάδες ΑΠΕ.

Στην επιστολή ο κ. Mανιάτης κάνει σαφή αναφορά στην ανάγκη ύπαρξης διαφάνειας αλλά και στην ανάγκη «διευκόλυνσης του έργου των βουλευτών όλων των κομμάτων κατά την άσκηση κοινοβουλευτικού ελέγχου που δικαιούνται, έτσι ώστε να πληροφορούν υπεύθυνα τους πολίτες του τόπου τους». H αναφορά στους βουλευτές δεν είναι καθόλου τυχαία, αφού πλειοδότησαν και οι ίδιοι στη «φούσκα» των φωτοβολταϊκών και σήμερα βρίσκονται υπόλογοι έναντι των επενδυτών.

Oι εξελίξεις αυτές δεν είναι παρά τα πρώτα αποτελέσματα ενός κακού σχεδιασμού ανάπτυξης της αγοράς των φωτοβολταϊκών, τις στρεβλώσεις του οποίου αρνούνται να δουν ακόμα και σήμερα οι αρμόδιοι, προτιμώντας να μιλάνε για επί μέρους και δευτερεύοντα προβλήματα, εξακολουθώντας με τον τρόπο αυτό να καλλιεργούν ελπίδες σε μικροεπενδυτές. Aποτέλεσμα μιας πλειοδοσίας στην οποία επιδόθηκαν υπουργοί, βουλευτές και αγροτικοί συνεταιρισμοί είναι και οι 6.000 αιτήσεις από αγρότες για φωτοβολταϊκά. Eνώ η ΔEH έχει δώσει το «πράσινο φως» σε 5.000 αιτήσεις παρέχοντας όρους σύνδεσης, μόνο 50 από αυτές έχουν προχωρήσει στην υπογραφή συμβολαίου, ενώ μόλις ένα φωτοβολταϊκό ισχύος 100 κιλοβάτ έχει εγκατασταθεί. H υπογραφή συμβολαίου προϋποθέτει κατάθεση εγγυητικής επιστολής από τράπεζα, κάτι που δεν μπορούν να διασφαλίσουν οι επενδυτές σε αυτή τη συγκυρία της έλλειψης ρευστότητας από τις τράπεζες. H χρηματοδότηση είναι το βασικότερο πρόβλημα που αντιμετωπίζουν αυτή τη στιγμή όχι μόνο τα φωτοβολταϊκά αλλά συνολικά οι επενδύσεις ΑΠΕ.

«Eίναι υποκριτικό να μας κατηγορούν ότι δεν εφαρμόζουμε τον νόμο. O νόμος δεν εφαρμόζεται γιατί δεν μπορεί να εφαρμοστεί. Aπό την πρώτη στιγμή που μας ανατέθηκε αυτό το έργο καταλάβαμε ότι πρόκειται για «φούσκα» που κάποια στιγμή θα σκάσει στα χέρια μας» αναφέρει σχολιάζοντας τις εξελίξεις αρμόδιο στέλεχος της ΔEH.

'Φρένο'' για την αιολική ενέργεια στην πολιτεία της Βικτώριας των ΗΠΑ.

Μέτρα για τον περιορισμό της αιολικής ενέργειας σκοπεύει να λάβει η πολιτειακή κυβέρνηση της Βικτώριας και ήδη έχουν προκληθεί σημαντικές αντιδράσεις...

Οικονομολόγοι εκτιμούν ότι η κίνηση αυτή θα στρέψει τους επενδυτές εκτός Βικτώριας, μια κίνηση που, όπως λένε, θα κοστίσει στην πολιτεία 3 δισεκατομμύρια δολάρια.

Οι αλλαγές στη σχετική νομοθεσία, για λόγους «περιβαλλοντολογικούς», θα έχουν ως αποτέλεσμα να δώσουν τη δύναμη στις οικογένειες να μη δεχτούν οι φάρμες αιολικής ενέργειας να είναι σε απόσταση μικρότερη των δύο χιλιομέτρων από τα σπίτια τους.

Θα πρέπει, εντούτοις, να σημειωθεί ότι οι νέες ρυθμίσεις θα αφορούν μελλοντικές εγκαταστάσεις παραγωγής αιολικής ενέργειας και όχι εκείνες που έχουν ήδη άδειες και ανέρχονται σε 1.117.

Η Γερμανία αποχαιρετά τα πυρηνικά με ΑΠΕ

Θα μπορούσαμε να βρούμε πάρα πολλά αρνητικά για τους Γερμανούς -ειδικά αυτήν την περίοδο που η χώρα μας αντιμετωπίζει οικονομικά προβλήματα-, αλλά οφείλουμε να τους παραδεχτούμε για έναν λόγο: την αποφασιστικότητά τους.

Όταν αποφασίζουν να κάνουν κάτι το πράττουν χωρίς αδικαιολόγητες καθυστερήσεις. Άξιο παράδειγμα της συγκεκριμένης συμπεριφοράς και αντίληψης είναι το γεγονός ότι το α’ εξάμηνο του 2011 το 20,8% του ηλεκτρικού ρεύματος της Γερμανίας προήλθε από ανανεώσιμες πηγές ενέργειας.

Με αυτόν τον τρόπο λοιπόν μια μεγάλη χώρα λέει οριστικό «όχι» στα πυρηνικά, τηρώντας μέχρι κεραίας τις δεσμεύσεις της.

Σύμφωνα με τα στοιχεία του δημόσιου οργανισμού Ενέργειας και Υδάτων λοιπόν, το πρώτο εξάμηνο του 2011, το 20,8% του ηλεκτρικού ρεύματος της Γερμανίας προήλθε από ανανεώσιμες πηγές ενέργειας. Οι πιο σημαντικές ανανεώσιμες πηγές ενέργειας είναι η αιολική ενέργεια (7,5%), η βιομάζα (5,6%) και τα φωτοβολταϊκά (3,5%). Φέτος εξάλλου για πρώτη φορά η ηλιακή ενέργεια ξεπέρασε σε ποσοστά παραγωγής την υδροηλεκτρική ενέργεια.

Σε αυτό βοήθησε η μεγάλη ηλιοφάνεια την άνοιξη μέχρι και τον Ιούνιο. Η διαπίστωση αυτή ταιριάζει απόλυτα στα σχέδια της κυβέρνησης Μέρκελ που δρομολογούν την αύξηση των ανανεώσιμων πηγών στην παραγωγή ενέργειας τουλάχιστον κατά 35% μέχρι το 2020.

Σύμφωνα με τις πρόσφατες δημοσκοπήσεις της TNS-Infratest η πλειοψηφία των πολιτών στηρίζει την κυβερνητική στροφή στον τομέα της ενέργειας. Το 94% των πολιτών εκτιμά ότι η πράσινη ενέργεια είναι ιδιαίτερα σημαντική, και το 65% είναι διατεθειμένο να στηρίξει τις τοπικές μονάδες παραγωγής εναλλακτικής ενέργειας, έστω και αν αυτό σημαίνει μια αύξηση της τάξεως των 3 λεπτών ανά κιλοβατώρα. Η συντριπτική πλειονότητα των ερωτηθέντων υπογραμμίζει ότι αυτή τη στιγμή προέχει η μείωση των ρύπων και η προστασία του περιβάλλοντος.

Η εταιρεία δημοσκοπήσεων TNS-Infratest διαπίστωσε επίσης το 79% των ερωτηθέντων εκτιμά πως η σημερινή τιμή του οικολογικού ρεύματος, 3,5 λεπτά ανά κιλοβατώρα, είναι κανονική ή χαμηλή. Μόνο το 15% κάνει λόγο για υψηλή τιμή.

Υδρόλυση νεκρών: η «πράσινη» εναλλακτική σε ταφή και καύση

Την πρώτη μονάδα «αλκαλικής υδρόλυσης» εγκατέστησε η εταιρεία Resomation σε γραφείο τελετών της αμερικανικής Πολιτείας Φλόριντα.

Όπως ισχυρίζεται η εταιρεία που εδρεύει στη Γλασκώβη της Σκωτίας, η «αλκαλική υδρόλυση», δηλαδή η διάλυση της σορού σε θερμό αλκαλικό ύδωρ, είναι μια περιβαλλοντικά φιλική εναλλακτική στην καύση νεκρών, καθώς εκπέμπει 30% λιγότερο διοξείδιο του άνθρακα και χρησιμοποιεί το ένα έβδομο της ενέργειας.

Επιτρέπει δε τον πλήρη διαχωρισμό και ασφαλή απόθεση του αμαλγάματος που βρίσκεται στα σφραγίσματα των δοντιών. Ο υδράργυρος που εκλύεται από την καύση του αμαλγάματος στα κρεματόρια ευθύνεται για το 16% των συνολικών εκπομπών υδραργύρου στην ατμόσφαιρα της Μεγάλης Βρετανίας.

Ο ιδρυτής της εταιρείας, Sandy Sullivan, δήλωσε στο BBC πως η Resomation ανάπτυξε το σύστημα υδρόλυσης προκειμένου να ανταπεξέλθει στην αυξανόμενη ευαισθητοποίηση του κοινού πάνω σε περιβαλλοντικά θέματα.

Όσον αφορά στα τεχνικά στοιχεία, η σορός του νεκρού τοποθετείται σε ένα διάλυμα νερού και υδροξειδίου του καλίου, υπό συνθήκες πίεσης και θερμοκρασίας, 10 ατμοσφαιρών και 180 βαθμών Κελσίου αντίστοιχα, για χρονικό διάστημα δυόμιση έως τριών ωρών.

Ο ιστός του σώματος διαλύεται στο υγρό το οποίο εν συνεχεία διοχετεύεται στο σύστημα αποχέτευσης, χωρίς να ενσκήπτει κίνδυνος για το περιβάλλον.

Τα οστά από την άλλη πλευρά απομακρύνονται από τη μονάδα και διοχετεύονται σε ένα θραυστήρα, όπου συλλέγονται μέταλλα, όπως ο επικίνδυνος υδράργυρος και τεχνητά μέλη, για περαιτέρω επεξεργασία.

Μέχρι σήμερα η τεχνική είχε χρησιμοποιηθεί για την απόθεση πτωμάτων που έχουν χρησιμοποιηθεί για επιστημονικούς σκοπούς και ζώων κτηνοτροφίας.

Παράλληλα, μια Ελβετίδα επιστήμονας αναπτύσσει τη μέθοδο της ψυκτοεξάχνωσης και αναμένει να λάβει το σχετικό δίπλωμα ευρεσιτεχνίας.

Σύμφωνα με την εν λόγω μέθοδο, η σορός καταψύχεται σε υγρό άζωτο υπό συνθήκες θερμοκρασίας -173 βαθμών Κελσίου, στη συνέχεια δονείται για να θρυμματιστεί και η παγωμένη σκόνη που προκύπτει εκτίθεται σε συνθήκες χαμηλής πίεσης για να ξηρανθεί (καθώς σε συνθήκες χαμηλής πίεσης, ο πάγος μετατρέπεται απευθείας σε υδρατμούς, ένα φαινόμενο που ονομάζεται εξάχνωση).

Η αποξηραμένη σκόνη περνά μέσα από φίλτρα που απομακρύνει τα σφραγίσματα και άλλα τεχνητά υλικά και καταλήγει σε ένα μικρό βιοδιασπώμενο φέρετρο, έτοιμο για ταφή.

Η βιομάζα «απειλή» για τους μικροκαλλιεργητές στον τρίτο κόσμο

Η αυξανόμενη ζήτηση για καθαρή ενέργεια από βιομάζα ενδέχεται να πυροδοτήσει τη ζήτηση εκτάσεων στις αναπτυσσόμενες χώρες, όπου ο έλεγχος των τροφίμων και των δικαιωμάτων χρήσης γης υπόκεινται σε χαλαρό ρυθμιστικό πλαίσιο, όπως αναφέρεται σε αναφορά του Διεθνούς Ινστιτούτου για το Περιβάλλον και την Ανάπτυξη

«Χωρίς θεσμούς επιτήρησης, η εντεινόμενη πίεση για απόκτηση γης θα μπορούσε να υπονομεύσει το επίπεδο ζωής και την ποσότητα των τροφίμων σε ορισμένες από τις φτωχότερες χώρες του κόσμου», αναφέρει ο μη κερδοσκοπικός ερευνητικός οργανισμός που εδρεύει στο Λονδίνο.

Η βιομάζα αντιστοιχεί στο 77% της ανανεώσιμης ενέργειας παγκοσμίως με ποσοστό 87% επί της συνολικής ποσότητας να αποτελείται από δέντρα και ξυλώδη φυτά.

Σε μια περίοδο που οι κυβερνήσεις επιχειρούν να απεξαρτηθούν από τα ορυκτά καύσιμα, στρέφουν το ενδιαφέρον τους ολοένα και περισσότερο στη βιομάζα, καθώς οι νέες τεχνολογίες καθιστούν τη μετατροπή της σε υγρά καύσιμα και ηλεκτρική ενέργεια οικονομικά βιώσιμη.

Στη Βρετανία μόνο, τα σχέδια επέκτασης της χρήσης βιομάζας θα αυξήσουν τη ζήτηση σε 60 εκατομμύρια τόνους ετησίως έναντι ενός εκατομμυρίου σήμερα, ενώ η χρήση ξυλείας από εγχώρια δάση που βρίσκονται πλησίον ηλεκτροπαραγωγικών μονάδων έχει ήδη επιτραπεί σε Γερμανία, Γαλλία και Ηνωμένες Πολιτείες.

Παρόλα αυτά, η αναζήτηση φθηνής γης, ευνοϊκού κλίματος και ανταγωνιστικού μεταφορικού κόστους στρέφει το βλέμμα των επενδυτών στην Αφρική και τη Νοτιοανατολική Ασία.

Ο κίνδυνος απόσπασης μεγάλων εκτάσεων καλλιεργήσιμης γης από μεγάλες αγροτικές κοινότητες που βάσιζαν σε αυτές την επιβίωσή τους επί σειρά γενεών, χωρίς ωστόσο να κατέχουν επίσημους τίτλους ιδιοκτησίας φαντάζει πλέον ορατός.

Μάλιστα, οι καλλιέργειες βιομάζας ίσως αναπτυχθούν εις βάρος των καλλιεργειών καρπών, γεγονός που θα υποβαθμίσει ακόμα περισσότερο το επίπεδο ζωής των μικροκαλλιεργητών στον αναπτυσσόμενο κόσμο.

Συμφωνία Rosneft – ExxonMobil: Οι Ρώσοι στην Αμερική και οι Αμερικάνοι στη Ρωσία

Μετά από μια αναζήτηση αρκετών ετών, η Μόσχα βρήκε τον ιδανικό ξένο συνέταιρο για να αναπτύξει τα κοιτάσματα της Αρκτικής, στο πρόσωπο του αμερικανικού κολοσσού ExxonMobil. Η μεταξύ τους συμφωνία όμως, έχει και έντονο πολιτικό χαρακτήρα, καθώς αποτελεί νίκη του Βλαδίμηρου Πούτιν, αλλά και του Μπαράκ Ομπάμα, ο οποίος θα δει μια μεγάλη αμερικανική επιχείρηση να δραστηριοποιείται με προνομιακούς όρους στο ρωσικό έδαφος.

Η συμφωνία δίνει την επιλογή στη Rosneft να επενδύσει σε έργα στον Κόλπο του Μεξικού και στο Τέξας, ενώ στην Exxon προσφέρει τη δυνατότητα να αναπτύξει από κοινού με τον Ρώσο συνέταιρό της σημαντικά κοιτάσματα της Αρκτικής. Σε γενικές γραμμές, η Μόσχα έχει δείξει ισχυρό ενδιαφέρον τα τελευταία χρόνια για συνεργασίες με ξένους ομίλους. Θυμίζουμε ότι φέτος δεν ολοκληρώθηκε τελικά μια αντίστοιχη συμφωνία με την ΒΡ, ούτε εκείνη με την Chevron για τη Μαυρή Θάλασσα.

Η Ρωσία έχει ανάγκη την τεχνογνωσία των πολυεθνικών πετρελαϊκών ώστε να καταφέρει να εκμεταλλευτεί τα «δύσκολα» κοιτάσματα της Αρκτικής και ως αντάλλαγμα τους προσφέρει το σπάνιο προνόμιο να δραστηριοποιηθούν στο ρωσικό έδαφος, το οποίο κανονικά αποτελεί απαγορευμένη περιοχή.

Η νέα συμφωνία ολοκληρώθηκε στο θέρετρο Σότσι της Μαύρης Θάλασσας, όπου ο διευθύνων σύμβουλος της ExxonMobil, Ρεξ Τίλερσον, συναντήθηκε με τον αναπληρωτή πρωθυπουργό, Ιγκόρ Σέτσιν. Από την πλευρά του, ο κ. Πούτιν δήλωσε ότι «ανοίγουν νέοι ορίζοντες. Μια από τις μεγαλύτερες επιχειρήσεις παγκοσμίως, η ExxonMobil, ξεκινά να εργάζεται στην ρωσική υφαλοκρηπίδα».

Οι δύο πλευρές θα επενδύσουν σε πρώτη φάση 3,2 δις δολάρια για την ανάπτυξη των κοιτασμάτων East Prinovozemelsky 1,2 και 3 στην Θάλασσα Κάρα, καθώς και το κοίτασμα Tuapse στη Μαύρη Θάλασσα. Η Rosneft θα ελέγχει το 66,7% των κοιτασμάτων, τα οποία η Exxon χαρακτηρίζει ως «πολύ υποσχόμενα και ανεξερεύνητα, με σημαντικές δυνατότητες για πετρέλαιο και φυσικό αέριο». Η Rosneft υπολογίζει τα εκμεταλλεύσιμα αποθέματα των κοιτασμάτων σε 36 δις βαρέλια στη Θάλασσα Κάρα συν άλλα 9 δις βαρέλια στη Μαύρη Θάλασσα.

Δύο σοβαρά ατυχήματα σε εγκαταστάσεις της ΔΕΗ σε Πάτρα και νότιο Πεδίο, με ένα νεκρό

Η ΔΕΗ ανακοινώνει ότι, σήμερα Τετάρτη 31 Αυγούστου και ώρα 9:00 π.μ. περίπου, κατά τη διάρκεια εργασιών στον Υ/Σ Πάτρα ΙΙΙ, σημειώθηκε ατύχημα, με αποτέλεσμα να υποστεί σοβαρά εγκαύματα ο Κουρκούτας Γεώργιος του Διονυσίου, ετών 40, τεχνίτης υποσταθμών.
Ο τραυματισμένος μεταφέρθηκε άμεσα στο Στρατιωτικό Νοσοκομείο 409 της Πάτρας, ενώ ήδη ετοιμάζεται η μεταφορά του σε Νοσοκομείο της Αθήνας, εξειδικευμένο στην αντιμετώπιση σοβαρών εγκαυμάτων.
Η Διοίκηση της ΔΕΗ μεριμνά για την παροχή οποιασδήποτε απαιτούμενης βοήθειας προς τον εργαζόμενο της Επιχείρησης και τους οικείους του. Παράλληλα συγκροτείται επιτροπή εμπειρογνωμόνων για να διερευνηθούν τα αίτια του ατυχήματος.

Επίσης σήμερα Τετάρτη 31 Αυγούστου 2011 και ώρα 10:50 στο Ορυχείο Νοτίου Πεδίου του Λιγνιτικού Κέντρου Δυτικής Μακεδονίας, συνέβη θανατηφόρο ατύχημα με θύμα τον οδηγό Παπανικολάου Ιωάννη του Χρήστου ετών 50, ο οποίος εργαζόταν σε Εργολάβο της ΔΕΗ.

Ο παθών μεταφέρθηκε άμεσα με το ασθενοφόρο του Ορυχείου στο Μποδοσάκειο Νοσοκομείο Κοζάνης όπου διαπιστώθηκε ο θάνατός του.

Άμεσα ειδοποιήθηκε το Αστυνομικό τμήμα Πτολεμαΐδας που επελήφθη του συμβάντος, ενώ παράλληλα ειδοποιήθηκε και η Επιθεώρηση Μεταλλείων Βορείου Ελλάδος.

Ανησυχίες προκαλούν τα αποτελέσματα της ΔΕΗ στο πρώτο εξάμηνο

Προβληματισμό προκαλούν τα αποτελέσματα εξαμήνου της ΔΕΗ, τα οποία ανακοινώθηκαν χθες, ιδίως αν αναλογιστούμε τις σημαντικές επενδύσεις που καλείται να φέρει εις πέρας η Επιχείρηση στα επόμενα χρόνια, όσον αφορά τις υποδομές και την παραγωγή. Επιπλέον, οι οικονομικές συνθήκες θα είναι ακόμη πιο δύσκολες στο εξής, διότι η ΔΕΗ θα χρειαστεί να αρχίσει να πληρώνει για τα δικαιώματα εκπομπών, επιβαρύνοντας έτσι περισσότερο τον προϋπολογισμό της. Ωστόσο, αχτίδα φωτός φαίνεται ότι αποτελεί η εικόνα της ΔΕΗ Ανανεώσιμες, η οποία προωθεί σημαντικές επενδύσεις στις ΑΠΕ, όπως το φωτοβολταϊκό της Κοζάνης.

Σύμφωνα με τα αποτελέσματα για το α’ εξάμηνο του 2011, τα κέρδη υποχώρησαν κατά 63% σε σχέση με πέρυσι, στα 128,8 εκατ. ευρώ. Ο κύκλος εργασιών διαμορφώθηκε στα 2,719 δισ. ευρώ, ενώ τα EBITDA ανήλθαν σε 603,8 εκατ. ευρώ.

Ι. Μανιάτης: Σε ένα χρόνο η πρώτη εικόνα για τα κοιτάσματα της Κρήτης

Ο υφυπουργός ΠΕΚΑ, κ. Ι. Μανιάτης, μίλησε στα πλαίσια της Παγκρήτιας Συνδιάσκεψης του ΠΑΣΟΚ, για τις προοπτικές παραγωγής πετρελαίου στην περιοχή της Κρήτης και τόνισε ότι σε ένα χρόνο από σήμερα θα υπάρχει μια εικόνα για τα διαθέσιμα κοιτάσματα. Παράλληλα όμως, έσπευσε να υπογραμμίσει ότι «δεν πλέουμε σε πελάγη πετρελαίου», βάζοντας έτσι φρένο στις υπερβολικά αισιόδοξες προβλέψεις.

Ο κ. Μανιάτης, αναφέρθηκε και στο θέμα της ηλεκτρικής διασύνδεσης της Κρήτης με την Ηπειρωτική χώρα, επισημαίνοντας ότι με βάση τις μετρήσεις, η λύση του υποβρύχιου καλωδίου καθίσταται η πιο συμφέρουσα σε βάθος 30ετίας.

Σύμφωνα με τον κ. Μανιάτη, το συγκεκριμένο έργο εκτιμάται ότι θα κοστίσει περίπου 7,5 δις ευρώ, την ώρα που για το ίδιο διάστημα το κόστος για την ενέργεια μέ πετρέλαιο και ντιζελομηχανές εκτιμάται στα 9,5 δις και για το φυσικό αέριο στα 8,5 δις. Ο σχεδιασμός υφίσταται είπε ο Υφυπουργός ΠΕΚΑ και απομένει η σχετική στρατηγική απόφαση , η οποία κατά τον ίδιο θα ληφθεί το επόμενο διάστημα.

Στη σύσκεψη συμμετείχαν, επίσης, οι υπουργοί κ. κ. Μόσιαλος και Γερουλάνος και οι υφυπουργοί κ.κ. Πεταλωτής, Σηφουνάκης και Οθωνας, γενικοί γραμματείς υπουργείων και πολλά τοπικά στελέχη του κόμματος.

Συνεργασία της Volvo με τη Siemens στα ηλεκτρικά και υβριδικά αυτοκίνητα

Η αυτοκινητοβιομηχανία Volvo ανακοίνωσε τη συνεργασία της με την Siemens για την παραγωγή ηλεκτρικών και υβριδικών αυτοκινήτων. Με τον τρόπο αυτό, ακόμη δύο μεγάλες εταιρείες αποφασίζουν να ενώσουν τις δυνάμεις τους στα ηλεκτρικά οχήματα, ενώ η ίδια η Siemens διαθέτει ήδη συνεργασία τόσο με την BMW, όσο και με την Renault.

Στα πλαίσια της συνεργασίας, τα πρώτα οχήματα αναμένεται να περάσουν από δοκιμές στα τέλη του φετινού έτους, ενώ η έρευνα θα βασιστεί στο σύστημα μετάδοσης ενέργειας, στα ηλεκτρονικά και στην φόρτιση του μοντέλου της Volvo, C30, το οποίο είναι υβριδικό.

Αντίστοιχες προσπάθειες γίνονται από την General Motors και την LG στις μπαταρίες του Chevrolet Volt, από την Toyota και την Ford στα υβριδικά φορτηγά, από την BMW και την Peugeot Citroen στα εξαρτήματα, καθώς και από την Renault και τη Nissan.

Τέλος, η Volvo ανακοίνωσε ότι σχεδιάζει και ένα υβριδικό λεωφορείο, το οποίο θα χρησιμοποιεί 65% λιγότερη ενέργεια από τα συμβατικά και θα εκπέμπει 75% λιγότερους ρύπους. Τα πρωτότυπα αυτά λεωφορεία πρόκειται να δοκιμαστούν στη σουηδική πόλη Γκόθενμπουργκ σε ένα χρόνο από σήμερα.

Αιολικό πάρκο 600 MW από τη Suzlon στην Αυστραλία

Η ινδική εταιρεία Suzlon παρουσίασε το φιλόδοξο σχέδιό της για την κατασκευή αιολικού πάρκου στην Αυστραλία, παραγωγικής δυνατότητας 600 μεγαβάτ. Η επένδυση θα στοιχίσει 1,3 δις. δολάρια Αυστραλίας και όταν ολοκληρωθεί, το πάρκο θα είναι από τα μεγαλύτερα παγκοσμίως, αποτελούμενο από 180 ανεμογεννήτριες.

Σύμφωνα με τον προγραμματισμό, το πάρκο θα ξεκινήσει να λειτουργεί από το 2015, απασχολώντας 500 εργαζόμενους κατά τη διάρκεια κατασκευής του. Με έργα σαν αυτό, η κυβέρνηση της Αυστραλίας φιλοδοξεί να επενδύσει στην πράσινη ανάπτυξη, στα πλαίσια της οποίας επέβαλε πρόσφατα φόρο άνθρακα, προκειμένου να δοθεί πνοή στις απαραίτητες επενδύσεις στις ΑΠΕ

Πλειοδότρια η κοινοπραξία ΙΤΑ-Τέρνα για τα γεωθερμικά πεδία

Η κοινοπραξία ΙΤΑ Α.Ε – ΤΕΡΝΑ ΕΝΕΡΓΕΙΑΚΗ ΑΒΕΤΕ ανακηρύχθηκε πλειοδότης του διαγωνισμού για την Εκμίσθωση του Δικαιώματος Έρευνας Γεωθερμικού Δυναμικού στις περιοχές Δέλτα ποταμού Νέστου, Δέλτα Έβρου, Σαμοθράκη και νότια Χίος, ύστερα από την αξιολόγηση της τεχνικής και οικονομικής προσφοράς που υπέβαλλε για κάθε μια από τις τέσσερεις περιοχές.

Η κοινοπραξία Τέρνα Ενεργειακή – ΙΤΑ προκρίθηκε καθώς το ερευνητικό πρόγραμμα που πρότεινε ανέρχεται στα 189.642.008,14 € και για τις 4 περιοχές. Ειδικότερα, όπως αναφέρεται στη σχετική ανακοίνωση του ΥΠΕΚΑ, το ύψος των δαπανών για τη διενέργεια των ερευνών έχει ως εξής:

Ο υφυπουργός ΠΕΚΑ, Γ.Μανιάτης, δήλωσε σχετικά:

«Αποκτά ιδιαίτερη, ουσιαστική και συμβολική αξία το γεγονός ότι σε μια περίοδο επενδυτικής άπνοιας, σε εθνικό και ευρωπαϊκό επίπεδο, προωθείται στη χώρα μας ένα πρόγραμμα κατά την πρώτη φάση του οποίου θα επενδυθούν περίπου 190 εκατ. ευρώ. Στόχος του ΥΠΕΚΑ είναι να αξιοποιηθεί επιτέλους και στη χώρα μας η πιο παραμελημένη μορφή πράσινης ενέργειας, με μηδενικό αποτύπωμα CO2, ώστε η Γεωθερμία να ενταχθεί ουσιαστικά και με σημαντικό ποσοστό στο ενεργειακό ισοζύγιο της χώρας. Αν ο ορυκτός μας πλούτος αξιοποιηθεί με αειφορία και σεβασμό στο περιβάλλον, μπορεί να αποτελέσει βασικό πυλώνα ενός άλλου μοντέλου ανάπτυξης της χώρας».

Υπενθυμίζεται ότι ο διαγωνισμός προκηρύχθηκε τον περασμένο Νοέμβριο και αφορούσε την παραχώρηση δικαιωμάτων έρευνας στις 4 εντοπισμένες γεωθερμικές περιοχές, με στόχο την έρευνα κατ΄αρχήν και στη συνέχεια την εκμετάλλευσή τους είτε για την παροχή θερμού νερού για διάφορες χρήσεις (θερμοκήπια, ιχθυοκαλλιέργειες, τηλεθέρμανση κλπ), είτε για την παραγωγή ηλεκτρικής ενέργειας, εφ΄όσον από την έρευνα προκύψουν ρευστά υψηλής θερμοκρασίας.

Στην Αθήνα ο αντιπρόεδρος της Κινεζικής Sinovel - Πέφτουν υπογραφές με τη ΔΕΗ

Με κύριο «μενού» την αιολική επένδυση 210MW στη Ροδόπη, θα πραγματοποιηθούν μεθαύριο στην Αθήνα, επαφές μεταξύ της ΔΕΗ και του αντιπροέδρου της Sinovel, ο οποίος θα βρεθεί στην Αθήνα. Αρχικά είχε αποφασιστεί να έρθει ο Πρόεδρος της Sinovel, Han Junliang, ο οποίος όμως θα συνοδεύσει τελικά τον πρωθυπουργό της Κίνας Wen Jiabao στη Βρετανία. Ο αντιοπρόεδρος της κινεζικής εταιρείας αναμένεται να υπογράψει συμφωνία για το συγκεκριμένο project το οποίο θα συγκαταλέγεται μεταξύ των μεγαλύτερων – αν όχι το μεγαλύτερο – χερσαίων αιολικών πάρκων στην Ελλάδα. Για το έργο εκκρεμεί στη ΡΑΕ αίτηση για τη χορήγηση άδειας παραγωγής.

Εκτός όμως από το αιολικό στη Ροδόπη, κατά τις επαφές του αντιπροέδρου της Sinovel, με τον πρόεδρο της ΔΕΗ Α. Ζερβό και το διευθύνοντα σύμβουλο της ΔΕΗ Αναναεώσιμες Γ. Τσιπουρίδη, αναμένεται να συζητηθεί και η προοπτική δημιουργίας από την πλευρά της κινεζικής εταιρείας, μονάδας παραγωγής ανεμογεννητριών στην Ελλάδα.

Αν και η ΔΕΗ δε πρόκειται να συμμετάσχει στην επένδυση, ωστόσο οι επικεφαλής της επιδιώκουν να πείσουν τους κινέζους να προχωρήσει το συγκεκριμένο έργο, το οποίο είναι ευνόητο ότι θα καλύψει τις ανάγκες όχι της ελληνικής αλλά της ευρύτερης αγοράς της νοτιοανατολικής Ευρώπης.

Sinovel

Η Sinovel Wind Energy Group Co Ltd είναι η μεγαλύτερη ασιατική και η δεύτερη μεγαλύτερη στον κόσμο κατασκευάστρια ανεμογεννητριών, ωστόσο στην Ελλάδα έγινε ευρέως γνωστή από το Μνημόνιο Κατανόησης που υπέγραψε με τη ΔΕΗ τον Απρίλιο.

Το Μνημόνιο έκανε αναφορά σε ανάπτυξη αιολικού πάρκου 200 – 300 MW στο διασυνδεδεμένο σύστημα καθώς και στην από κοινού ανάπτυξη υπεράκτιου αιολικού πάρκου. Εκτός όμως από τα αιολικά πάρκα, η ελληνοκινεζική συνεργασία προβλέπει και τη δημιουργία μονάδας παραγωγής ανεμογεννητριών.

Ευρώπη

Η Sinovel έχει μερίδιο παγκόσμιας αγοράς 11%, πίσω από τη Vestas (12%) και μπροστά από παραδοσιακά ονόματα της αιολικής βιομηχανίας όπως η General Electric, η Enercon, η Gamesa και η Siemens. Στην περιοχή της Ασίας και του Ειρηνικού, το μερίδιό της εκτινάσσεται στο 20%.

Η κινεζική εταιρεία ωστόσο έχει αναιμική παρουσία στην Ευρώπη, όπου και προφανώς επιθυμεί να αποκτήσει βάση προκειμένου να επωφεληθεί από τη δυναμική ανάπτυξης της μεγαλύτερης αγοράς ΑΠΕ. Στο πλαίσιο αυτό συζητείται η δημιουργία μονάδας παραγωγής, με στόχο να καλύψει όχι μόνο τις ανάγκες που θα προκύψουν από τις εντός Ελλάδος συνεργασίες και επενδύσεις αλλά και στην ευρύτερη περιοχή της νοτιονατολικής Ευρώπης.

Σημειώνεται ότι πέρυσι η αγορά ανεμογεννητριών έφτασε σε ισχύ τα 38 GW εκ των οποίων των 56% αφορούσε σε εγκαταστάσεις στην Ασία, το 25% την Ευρώπη και το 19% την Αμερική.

"Πάει" και Βουλγαρία για trading, μετά την Τουρκία...

Βουλγαρία, Βοσνία, Σκόπια και Τουρκία, «βλέπει» η ΔΕΗ στο πλαίσιο της προσπάθειάς της να αναπτυχθεί εκτός συνόρων, και να καλύψει τα μερίδια που χάνει από την εγχώρια αγορά.

Ετοιμάζεται έτσι να «στήσει» θυγατρική με αντικείμενο το χονδρεμπόριο ενέργειας, και στην αγορά της Βουλγαρίας- εκτός από εκείνη της Τουρκίας για την οποία ενδιαφέρεται ακόμη και για απόκτηση μονάδας όπως έγραψε χθες το «Energypress» - την οποία άλλωστε γνωρίζει αρκετά καλά, καθώς πραγματοποιεί συχνά- πυκνά εισαγωγές σημαντικών ποσοτήτων ρεύματος, με πιο χαρακτηριστική τη περίπτωση του περασμένου Ιουνίου, όπου λόγω των απεργιών της ΓΕΝΟΠ εισήγαγε μέσα σε λίγες ημέρες πάνω από 2.200 MW.

Το ενδιαφέρον της ΔΕΗ για εισαγωγές και εξαγωγές ρεύματος αναφορικά με τη Βουλγαρία και τη Τουρκία, το οποίο περιέγραψε χθες μιλώντας προς τους αναλυτές ο κ. Ζερβός, σχετίζεται με την ανάγκη της να αναπληρώσει τις απώλειες από πωλήσεις ηλεκτρικής ενέργειας (-6,9% μειώθηκαν στο α’ 6μηνο), αλλά και να εκμεταλλευτεί τις μεγάλες ευκαιρίες για εξαγωγές ρεύματος που έχουν «ανοίξει» από φέτος μετά την πλήρη εμπορική λειτουργία των διασυνδέσεων Ελλάδας-Τουρκίας-Βουλγαρίας.

Βοσνία- Σκόπια για σταθμούς

Από εκεί και πέρα, στο μέτωπο της συμμετοχής σε διαγωνισμούς στο εξωτερικό για τη διεκδίκηση μονάδων, οι εξελίξεις έχουν ως εξής :

1. Βοσνία, υποβολή προσφοράς για 4 υδροηλεκτρικούς σταθμούς : Στις 28 Ιουλίου, η ΔΕΗ συμμετείχε στη φάση προεπιλογής σε διαγωνισμό για την κατασκευή και εκμετάλλευση τεσσάρων υδροηλεκτρικών σταθμών στη Βοσνία-Ερζεγοβίνη. Η ΔΕΗ, η Quantum, και η τράπεζα Κύπρου έχουν υπογράψει καταστατικό για τη σύσταση θυγατρικής με το όνομα «PPC Quantum Energy S.A» στην οποία η ΔΕΗ έχει μερίδιο 51%.

2. Διαγωνισμός στα Σκόπια : Η ΔΕΗ έχει προεπιλεγεί για την επόμενη φάση του διεθνούς διαγωνισμού για την κατασκευή, λειτουργία και συντήρηση δύο υδροηλεκτρικών σταθμών στον ποταμό Crna στα Σκόπια, καθώς επίσης για τη λειτουργία ενός υπάρχοντος υδροηλεκτρικού σταθμού σε συνεργασία με την κρατική εταιρεία παραγωγής ενέργειας ELEM, της χώρας. Η νέα προθεσμία για την υποβολή των τελικών προσφορών είναι η 30η Σεπτεμβρίου.

Η μείωση λειτουργικών δαπανών διασώζει τα κέρδη της ΔΕΗ - Τι είπε ο Ζερβός στους αναλυτές

Στη μείωση του κόστους λειτουργίας προκειμένου η εταιρεία να προσεγγίσει τα διεθνή standards, δίνει ιδιαίτερο βάρος η διοίκηση της ΔΕΗ όπως ανέφερε ο πρόεδρός της κ. Αρθούρος Ζερβός, κατά την παρουσίαση των αποτελεσμάτων 6μήνου που έκανε στους αναλυτές.

Ήδη, με βάση τα αποτελέσματα, η προσπάθεια εξορθολογισμού του κόστους λειτουργίας έχει αποφέρει καρπούς, βοηθούσης και της περιοριστικής μισθολογικής πολιτικής που επέβαλε ο βασικός μέτοχος (το υπουργείο Οικονομικών).

Αναφορικά με το κόστος της επιχείρησης, ο πρόεδρος της ΔΕΗ εκτίμησε ότι το 2011 οι δαπάνες μισθοδοσίας της επιχείρησης αναμένεται να φθάσουν τα 1120 εκατ. ευρώ έναντι 1492 εκατ. ευρώ το 2009 και 1245 εκατ. ευρώ το 2010. Ως ποσοστό επί των λειτουργικών δαπανών η μισθοδοσία από 34,3% που ήταν το 2009 έπεσε στο 28,9% το 2010 και η εκτίμηση για το 2011 είναι ότι θα φτάσει το 26,4%. «Αρχίζει να συγκλίνει με τα ποσοστά άλλων ευρωπαϊκών εταιρειών» σημείωσε ο κ. Ζερβός.

Παράλληλα, ο κ. Ζερβός σημείωσε ότι ήδη έχει υπάρξει σημαντική μείωση τόσο στις υπερωρίες (εξοικονομήθηκαν 9,695 εκατ. ευρώ στο πρώτο εξάμηνο του 2011 συγκριτικά με το ίδιο διάστημα του 2010) όσο και στις βάρδιες (εξοικονομήθηκαν 8,270 εκατ. ευρώ στο πρώτο εξάμηνο του 2011 συγκριτικά με το ίδιο διάστημα του 2010). Για τις υπερωρίες, τα δεδομένα είναι εντυπωσιακά: Παρότι μειώθηκε το προσωπικό, οπότε θα έπρεπε να περιμένει κανείς αύξηση των αναγκών για υπερωρίες, τα στοιχεία δείχνουν ότι από 846 χιλιάδες ώρες στο 6μηνο του 2010 έπεσαν στις 656 χιλιάδες ώρες στο εξάμηνο του 2011. Η δαπάνη από 30,54 εκατ. ευρώ έπεσαν στα 20,845 εκατ. ευρώ.

Εξοικονόμηση πέτυχε η εταιρία και μέσω της διαφοροποίησης των πηγών προμήθειας καυσίμων. Συγκεκριμένα οι δαπάνες για αγορές καυσίμων μειώθηκαν πάνω από 30 εκατ. δολάρια (για μαζούτ και diesel) ενώ ακόμη 29 εκατ. ευρώ εξοικονομήθηκαν από την προμήθεια LNG.

Συνολικά, η μείωση λειτουργικών δαπανών της επιχείρησης «έσωσε» κυριολεκτικά την κερδοφορία της τα τελευταία χρόνια. Συγκεκριμένα, στο διάστημα 2009 – 2011 υπήρξε μείωση λειτουργικών δαπανών κατά 365 εκατ. ευρώ, ενώ μέχρι το 2016 η διοίκηση αναμένει περεταίρω μείωση κατά 300 εκατ. ευρώ.

«Θέλουμε να μετατρέψουμε τη ΔΕΗ σε ένα πιο ευέλικτο και αποδοτικό οργανισμό ο οποίος θα μπορεί να λειτουργεί κερδοφόρα σε ένα αυξανόμενα ανταγωνιστικό περιβάλλον» δηλώνει ο κ. Αρθούρος Ζερβός.

Αναφορικά με τα τιμολόγια της ΔΕΗ, ο κ. Ζερβός αναφέρθηκε στην ανάγκη σύνδεσης των τιμολογίων ηλεκτρικής ενέργειας με χονδρεμπορική αγορά ώστε να αντανακλούν το κόστος παραγωγής ενώ ζήτησε να αποζημιωθεί η ΔΕΗ μέσω των υπηρεσιών κοινής ωφέλειας για την αύξηση του Ειδικού Φόρου Κατανάλωσης στο ντίζελ και το Μαζούτ υπολογίζοντας την επιβάρυνση στα 120 εκατ. ευρώ ετησίως.

Χρηματιστηριακά παιχνίδια σε βάρος της ΔΕΗ καταγγέλλει η ΓΕΝΟΠ

Για χρηματιστηριακά παιχνίδια με τη μετοχή της ΔΕΗ που στόχο έχουν να απαξιώσουν την εταιρεία και να διευκολύνουν την ιδιωτικοποίησή της κάνουν λόγο οι συνδικαλιστές της ΓΕΝΟΠ, και ζητούν την παρέμβαση της Επιτροπής Κεφαλαιαγοράς ή ακόμη και του Εισαγγελέα.

Η ΓΕΝΟΠ σε ανακοίνωσή της αναφέρει ότι η μετοχή της ΔΕΗ αποτελεί αντικείμενο συστηματικής υποτιμητικής κερδοσκοπίας και παραθέτει στοιχεία για την αρνητική πορεία της μετοχής της ΔΕΗ το τελευταίο διάστημα.

Ειδικότερα, οι συνδικαλιστές αναφέρουν ότι μεταξύ των συνεδριάσεων της 26ης Ιουλίου και της 10ης Αυγούστου 2011 η μετοχή της ΔΕΗ σημείωσε μία πρωτοφανή μείωση κατά 38,9% υποχωρώντας από τα 9,45 ευρώ στα 5,77 ευρώ. Στο ανωτέρω διάστημα και σε 12 συνεχόμενες συνεδριάσεις σημειώθηκε μια ιδιαίτερα μεγάλη αύξηση του όγκου των συναλλαγών, με το μέσο ημερήσιο αριθμό αγοραπωλησιών να ανέρχεται σε 618 χιλιάδες.

«Η πτώση αυτή είναι παντελώς αδικαιολόγητη, καθώς ουδεμία απολύτως μεταβολή προέκυψε ή εκδόθηκε ανακοίνωση της εταιρείας σχετικά με αλλαγές στην οικονομική κατάστασή της», σχολιάζει η Ομοσπονδία.

Προσθέτει ότι κατά το ανωτέρω διάστημα των 12 συνεδριάσεων, ο Γενικός Δείκτης μειώθηκε κατά 20,4%, ενώ η συνολική κεφαλαιοποίηση του Χρηματιστηρίου υποχώρησε κατά 15,4%. Δηλαδή, διαπιστώνεται μια πολύ εντονότερη επιδείνωση της πορείας της μετοχής της ΔΕΗ σε σχέση με αυτήν ολόκληρου του Χρηματιστηρίου Αθηνών.

Οι παραπάνω διαπιστώσεις για την αρνητική πορεία της μετοχής της ΔΕΗ είναι παντελώς αδικαιολόγητες, επισημαίνει η ΓΕΝΟΠ, αφού:

- Το ενεργητικό της εταιρείας αποτελείται κυρίως από πάγια στοιχεία (Σταθμούς παραγωγής ηλεκτρικής ενέργειας κλπ) συνολικού ύψους 13,3 δισ. ευρώ σε ένα σύνολο ενεργητικού 16,2 δισ. ευρώ στις 31.12.2010, πολλαπλάσιο της σημερινής χρηματιστηριακής αξίας της που σήμερα είναι μόλις στο 1,3 δισ. ευρώ.

- Η εταιρεία διαθέτει ένα πολύ μεγάλο μερίδιο αγοράς με τον ετήσιο κύκλο εργασιών να ξεπερνάει τα 5,8 δισ. ευρώ και σύνολο ιδίων κεφαλαίων 6,7 δισ., πολλαπλάσιων της χρηματιστηριακής αξίας.

Οι συνδικαλιστές ζητούν από την Επιτροπή Κεφαλαιαγοράς να διενεργήσει έρευνα για τις δυνατότητες «χειραγώγησης» της τιμής της μετοχής της ΔΕΗ και από τους αρμόδιους υπουργούς να δώσουν εντολές για να διαπιστωθούν ποιοι είναι εκείνοι που εσκεμμένα έχουν προκαλέσει τη χρηματιστηριακή απαξίωση της επιχείρησης. «Διαφορετικά, οφείλουν οι εισαγγελείς να παρέμβουν και να ρίξουν άπλετο φως σε ένα από τα μεγαλύτερα χρηματιστηριακά σκάνδαλα», καταλήγει η ΓΕΝΟΠ.

ΔΕΗ: Χάνει έδαφος σε παραγωγή και λιανική από τους ανταγωνιστές

Χάνει «έδαφος» στην παραγωγή και την εμπορία ηλεκτρικού ρεύματος από τους ιδιώτες ανταγωνιστές της η ΔΕΗ, την ώρα που κυβέρνηση και Τρόικα διαπραγματεύονται την ιδιωτικοποίηση μονάδων της επιχείρησης ενώ έχουν ήδη δρομολογήσει την πώληση ποσοστού 17% των μετοχών της.

Από τα αποτελέσματα εξαμήνου που ανακοίνωσε χθες η ΔΕΗ, οι ιδιώτες προμηθευτές ρεύματος εμφανίζονται να έχουν αποσπάσει από την επιχείρηση συνολικό μερίδιο 13% στην εμπορία ηλεκτρικής ενέργειας, αφαιρώντας μεγάλο αριθμό επιχειρηματικών καταναλωτών από το πελατολόγιό της λόγω των φθηνότερων τιμολογίων που προσφέρουν.

Ο εντεινόμενος ανταγωνισμός από τους εναλλακτικούς παρόχους αλλά και η μείωση στην κατανάλωση ρεύματος είχαν ως αποτέλεσμα τη συρρίκνωση του μεριδίου της ΔΕΗ στην εγχώρια αγορά στο 93% στο α’ εξάμηνο του 2011, από 97,1% το αντίστοιχο περσινό διάστημα και από 99,8% το αντίστοιχο διάστημα του 2009.

Είναι επίσης ενδεικτικό ότι η μείωση εσόδων της ΔΕΗ στην ελληνική αγορά λιανικής έφτασε το 7,4% μέσα σε ένα χρόνο. Η ζημιά για την επιχείρηση ήταν ιδιαίτερα μεγάλη στις εμπορικές χρήσεις (μικρομεσαίες επιχειρήσεις) όπου η μείωση των πωλήσεων ηλεκτρικής ενέργειας ξεπέρασε το 16%.

Συνολικά στο εξάμηνο τα έσοδα από πωλήσεις ηλεκτρικής ενέργειας μειώθηκαν κατά 6,9% στα 2,428 δις. ευρώ, ενώ ο όγκος πωλήσεων υποχώρησε κατά 5,3% στις 23.600 γιγαβατώρες.

Τα στοιχεία δείχνουν σημαντική μείωση του μεριδίου της ΔΕΗ και στο «μέτωπο» της παραγωγής και των εισαγωγών ενέργειας. Η παραγωγή της ΔΕΗ μαζί με τις ποσότητες ηλεκτρικής ενέργειας που εισήγαγε, κάλυψε το 70,5% της συνολικής ζήτησης το α’ εξάμηνο του 2011, ενώ το αντίστοιχο ποσοστό το α’ εξάμηνο του 2010 ήταν 78%. Σύμφωνα με τη ΔΕΗ, το αποτέλεσμα επηρεάστηκε σημαντικά και από την απεργία της ΓΕΝΟΠ τον Ιούνιο, λόγω της οποία τέθηκαν εκτός λειτουργίας πολλές μονάδες της ΔΕΗ, προς όφελος των ιδιωτών.

Η Διοίκηση της ΔΕΗ ευελπιστεί πάντως ότι από το 2012 η τάση φυγής μεγάλων πελατών θα ανακοπεί καθώς εκτιμά ότι τα τιμολόγια της για τις εμπορικές χρήσεις θα ξαναγίνουν ανταγωνιστικά έναντι των ιδιωτών, σε βάρος ωστόσο των οικιακών τιμολογίων που από τις αρχές της νέας χρονιάς αναμένεται ότι θα αυξηθούν σημαντικά.

Σύντομα η άρση απαγόρευσης για πετρελαιοκίνηση

Στα άμεσα σχέδια της κυβέρνησης περιλαμβάνεται, σύμφωνα με πληροφορίες, η άρση της απαγόρευσης της πετρελαιοκίνησης σε Αττική και Θεσσαλονίκη, κάτι το οποίο αναμένεται να φέρει ριζικές αλλαγές στην αγορά του αυτοκινήτου από το φθινόπωρο.

Υπενθυμίζεται ότι το συγκεκριμένο ζήτημα ήταν ένα από τα πρώτα θέματα στα οποία είχε αναφερθεί ο Γ.Παπακωνσταντίνου μετά την ανάληψη του υπουργείου ΠΕΚΑ.

«Είμαι υπέρ του να εξετάσουμε το θέμα άρσης της απαγόρευσης της πετρελαιοκίνησης και θα ήθελα να συνδυαστεί με άλλα μέτρα μείωσης των εκπομπών. Ηδη από το Σεπτέμβριο του 2009 είναι υποχρεωτικοί οι νέοι κινητήρες τεχνολογίας Euro5 ενώ από το Σεπτέμβριο του 2014 θα μπούμε στο Euro6», είχε δηλώσει χαρακτηριστικά ο Γ.Παπακωνσταντίνου.

Θα πρέπει να σημειωθεί ότι οι εκπομπές μικροσωματιδίων από τους κινητήρες Euro5 και Euro6 κυμαίνονται σε πολύ χαμηλότερα επίπεδα από τους αντίστοιχους βενζινοκινητήρες.

Άλλωστε, τα τελευταία 20 χρόνια - η απαγόρευση της πετρελαιοκίνησης σε Αττική και Θεσσαλονίκη ισχύει από το 1991 – τα δεδομένα στην αυτοκινητοβιομηχανία έχουν αλλάξει ριζικά.

Σύμφωνα με πληροφορίες, τα κυβερνητικά στελέχη αναζητούν, παράλληλα, λύσεις για τη μείωση των εκπομπών ρύπων.

Σε αυτό το πλαίσιο, ένα μέτρο το οποίο φαίνεται να αποδίδει μέγιστα οφέλη στο περιβάλλον είναι η απαγόρευση της κυκλοφορίας βαρέων οχημάτων ηλικίας μεγαλύτερης των 15 ετών στην ευρύτερη περιοχή των Αθηνών, κάτι το οποίο, προκειμένου να υλοποιηθεί, θα πρέπει αφενός να ληφθούν τα απαραίτητα μέτρα εφαρμογής και αστυνόμευσης και αφετέρου να δοθούν κίνητρα σε όσους επιθυμούν να κυκλοφορούν στον «Πράσινο Δακτύλιο».

Επεκτείνεται σε όλη την Πελοπόννησο το δίκτυο φυσικού αερίου

Οριστικοποιήθηκε η χάραξη και επέκταση του αγωγού φυσικού αερίου σε ολόκληρη Πελοπόννησο μετά από σύσκεψη που πραγματοποιήθηκε υπό την προεδρεία του υφυπουργού ΠΕΚΑ, Γιάννη Μανιάτη, στην έδρα της Περιφέρειας Πελοποννήσου, με τη συμμετοχή του περιφερειάρχη Πελοποννήσου Πέτρου Τατούλη των αντιπεριφερειαρχών Αργολίδας Τάσου Χειβιδόπουλου και της θεματικής για την Επιχειρηματικότητα Ντίνας Νικολάκου καθώς και των δημάρχων Τρίπολης, Άργους, Ναυπλίου, Μεγαλόπολης και αντιδημάρχου από το δήμο Κορινθίων.

Στη σύσκεψη επισφραγίστηκε, παράλληλα, η συμφωνία που λήφθηκε πριν δύο εβδομάδες στην συνάντηση που είχε ο υφυπουργός με τον περιφερειάρχη και την διοίκηση της ΔΕΣΦΑ, βάσει της οποίας το φυσικό αέριο θα φθάσει και μακρύτερα από την αρχική πρόβλεψη στους νομούς Λακωνίας και Μεσσηνίας, αλλά και στην Ηλεία και την Αχαΐα.

Όπως δήλωσε ο Γ.Μανιάτης, έχει ήδη δοθεί εντολή στις τεχνικές υπηρεσίες του ΥΠΕΚΑ να ξεκινήσουν τις μελέτες προκειμένου η Πελοπόννησος να απολαμβάνει αυτό το τόσο σημαντικό αναπτυξιακό έργο, το οποίο σημαίνει χαμηλότερο κόστος διαβίωσης για τα νοικοκυριά.

«Η σημερινή ημέρα είναι η αφετηρία για το μεγαλύτερο αναπτυξιακό έργο της περιφέρειας Πελοποννήσου. Έργο που θα συμβάλει καθοριστικά στην οικονομική ανάπτυξη των μικρομεσαίων επιχειρήσεων και στη μείωση του κόστους καθημερινής διαβίωσης όλων των νοικοκυριών», τόνισε ο Γ.Μανιάτης, προσθέτοντας ότι «η έλευση του αγωγού και η δημιουργία δικτύων διανομής στα νοικοκυριά και τις επιχειρήσεις θα δημιουργήσει περίπου 1.500 νέες θέσεις εργασίας στην ελεύθερη αγορά των νομών της Πελοποννήσου και ουσιαστικά θα αποτελέσει μια εξαιρετικά σημαντική αναπτυξιακή συνεισφορά στην σημερινή άνυδρη εποχή επενδύσεων».

Was the IPCC renewables report hijacked by Its press release?

Remember when the news was that the IPCC had announced that renewables could power the world by 2050?

There has been a bizzaro controversy over this. Prominent voices from across the spectrum of opinion on climate science weighed in on the same side. A world class odd couple, Steve McIntyre and Mark Lynas, agreed that the IPCC blew it and Andy Revkin wrote it up for the NYTimes. This provoked a response from the IPCC.

(McIntyre is famous for being such a thorn in the side of the East Anglia Climate Research Unit he was mentioned in more than 100 of the hacked emails of “climategate”. One email was written by a scientist who wrote McIntyre was a “bozo”. Lynas is McIntyre’s opposite. Lynas wrote Six Degrees: Our Future on a Hotter Planet. He is a contributor to The Guardian newspaper among others, etc. Revkin has been a science reporter deeply immerised in the issue of climate change for more than twenty years.)

But, as Edenhofer, the IPCC front man for PR for the report, pointed out in his comment on Dot Earth, “the criticisms of McIntyre and Lynas relate to the headline of the press release….”

The IPCC allowed a press release to come out in advance of the publication of the report.

The first line of that press release contained these words: “close to 80% of the world’s energy supply could be met by renewables…” This was taken by many to be the conclusion of the main report and trumpeted worldwide. Yet the statement wasn't a conclusion at all: it was one scenario, 1 of 164 scenarios with different "what if" assumptions, that the IPCC authors reviewed as they explored what the potential of renewable power is.

In his comment posted to Dot Earth, the IPCC front man pointed out that if anyone read further into the press release, things would have been made clear to them.

Sure enough, deeply buried in the press release, the significance of the study trumpeted in its first line is explained: “Over 160 existing scientific scenarios on the possible penetration of renewables by 2050… have been reviewed with four analysed in depth. These four were chosen in order to represent the full range. Scenarios are used to explore possible future worlds….”

So one "possible future world" out of very many, a possible world where it was assumed that conditions would exist that would produce the most massive deployment of renewables possible, was served up as the first sentence in a press release for the media to seize on and run with saying this is some sort of IPCC delusion conclusion about renewable power.

The scenario doesn't seem to be a very possible world. In it, a presumably spooked civilization outlaws all nuclear power globally AND carbon capture is never deployed, but it decides to mount an all out effort to eliminate the use of fossil fuels. The possibility that public opinion, once it became unified enough that climate was a threat, might change its perception of the risks of nuclear or educate itself about the possibilities of carbon capture was ignored. Oh, AND "a comprehensive energy efficiency strategy across all sectors" is simultaneously imposed. Given all this, what is incredible is they didn't find that renewables could supply 100% of all power. The scenario finds that some people keep burning fossil fuels. The scenario was taken from this published study. The lead author is from Greenpeace.

A more appropriate headline for this is: "Greenpeace admits renewables can't do it all".

Gerbils running on treadmills powering generators could be used supply all the world’s electricity, if all other sources of power were outlawed, and the world didn’t care how much electricity was generated or what it would cost…

Throwing a scenario like this into a review with 163 more realistic scenarios to give policy makers an idea what the extreme end of renewables deployment in a world without other options would look like is one thing, but this press release is a blunder for the IPCC.

Greenpeace hijacked this press release. Why did the IPCC allow it?

Now I have heard that when a major report like this comes out few bother to read further than a bit of the Summary For Policy Makers. But in this case it looks like few got past the first sentence in the press release.

Here’s Edenhofer explaining it in a 3 minute video hosted on the IPCC website.

He says the IPCC did the report “to explore" how renewable energy (RE) can contribute to mitigation of climate change. The mandate of the IPCC, he reminds everyone, is to provide "policy relevant" advice "without being policy prescriptive". He emphasized: "renewables are not the only option" and stated that they concluded: "without dedicated national energy policies we will not see an increasing deployment of renewables". At no time does he make a statement about how the IPCC decided that 80% of the world’s energy could come from renewables by 2050.

The Summary for Policy Makers section of the report fleshes out what Edenhofer said in the video.

On page 3 it says "there are multiple options for lowering GHG", i.e. conservation and efficiency, fossil fuel switching, renewables, nuclear, and carbon capture and storage. "A comprehensive evaluation of any portfolio of mitigation options" would take cost, scalability, and sustainability into account. "This report will concentrate on the role that the deployment of RE technologies can play within such a portfolio of mitigation options."

On page 7 the summary clarifies what they mean when they say that the “technical potential” of renewable power is not what would limit its use, i.e. there is more than enough to power civilization at the size it will be in 2050: this is true as long as there is “no explicit reference to costs”.

On page 14 the summary acknowledges that cost increases as the share of RE increases: "The costs and challenges of integrating increasing shares of RE into an existing energy supply system depend on the current share of RE"

And on page 15 they acknowledge that the actual penetration of RE will depend on what it costs: "the actual rate of integration and the resulting shares of RE will be influenced by factors such as costs, policies, environmental issues and social aspects"

The Technical Summary. page 143 and 144, is clear about what will ultimately constrain RE deployment: "energy demand growth and the competition with other options to reduce CO2 emissions (primarily nuclear energy and fossil energy with CCS)"

They pointed out that: "the cost, performance and availability of the competing supply side options—nuclear energy and fossil energy with CCS—is also uncertain", and that factors other than cost can affect nuclear and carbon capture: "If the option to deploy these other supply-side mitigation technologies is constrained—because of cost and performance, but also potentially due to environmental, social or national security barriers—then, all things being equal, RE deployment levels will be higher"

And they point out that many studies find that costs are lower if all options are on the table: Technical Summary, page 145 " A number of studies have pursued scenario sensitivities that assume constraints on the deployment of individual mitigation options, including RE as well as nuclear energy and fossil energy with CCS (Figures TS.10.6 and TS.10.7). These studies indicate that mitigation costs are higher when options, including RE, are not available. Indeed, the cost penalty for limits on RE is often at least of the same order of magnitude as the cost penalty for limits on nuclear energy and fossil energy with CCS"

Vermont Gov. Shumlin seeks to close nuclear plant AND reduce GHGs- Illogical!

Yesterday, Vermont Governor Peter Shumulin appeared on Democracy Now to talk about the effect of Hurricane Irene on his Green Mountain State. Twice in the interview, he used the words irrational, but throughout the interview he and his interviewer were remarkably illogical.

Though many parts of his state were being washed away by raging floods that threatened buildings and bridges that were “hundreds of years old”, his interviewer, Amy Goodman, seemed most concerned about the potential impact of the storm on a 39-year-old nuclear power plant that was safely and reliably producing its rated power output from a carefully selected location with a reasonable set back from its Connecticut River cooling water supply. Though he expressed great concern about how the swollen creeks through historic downtowns were damaging 150-year-old facilities that had been standing since the Civil War, Governor Shumlin declared that the nuclear plant, was fine and not a source of current concern, but also stated that it should shut down next year because it is “an old, aging, leaking plant, run by a company that can’t seem to tell the truth.”

Vermont Yankee was built at about the same time that the US started sending advisors to Vietnam; it is substantially younger than many of the other structures in Vermont that remain in use – when they are not being flooded out by raging creeks that were once the source of the state’s motive power.

Just a few seconds later in the interview, Amy Goodman introduced another hot button topic.

You have a climate cabinet—you’re unusual in this way, Governor Shumlin—in Vermont, dealing with the issue of climate change. Can you talk about something that the networks, as they covered what wasn’t happening in New York and then came very late to what is happening in Vermont, have not talked about through this massive coverage, and that is those two words, “climate change” or “global warming”?

With a background video reel of raging river currents, signs being blown down, and sheets of siding flying in the wind, Governor Shumlin responded by talking about how he and his supporters are working to move his state away from fossil fuel by building wind and solar powered systems. It really makes one wonder if he recognizes just how vulnerable those large, weather-exposed collection systems would be in the case of a storm like Irene. How can anyone look at pictures of the effects of a hurricane and honestly express a desire to build something that looks like this?

With Vermont Yankee running, the state of Vermont produces emission-free nuclear electricity that is equal to 85% of its total consumption. (Only about 30% of the output of Vermont Yankee is actually consumed inside the borders of Vermont, but all of its power is produced inside the borders of Vermont.) If Vermont Yankee is forced to close 20 years before the end of its federally approved, technically evaluated license to operate, the state’s economy would almost instantaneously shift from the least carbon intensive to somewhere near the middle of the pack among US states in per capital carbon emissions.

I an unapologetic liberal who really likes human beings and believes strongly in the worth of public (government) enterprises that provide health, safety, vital services and education. However, I am often frustrated by the irrational attitudes and illogical statements made by others who share some of my humanistic philosophies. On the other hand, many of the people who share my rational evaluation of technology and mathematically based risk assessments look down their noses at my focus on the effects of decisions on people.

Perhaps the problem is that far too many people have chosen far too narrow an education where one either delves deeply into the humanities like art, music, literature, law, or politics OR deeply into math, engineering, technology, business or sciences. The chosen focus, often begun quite early in life, results in people who speak completely different languages that make it difficult to bridge political and economic divides.

I am waxing a little philosophical this morning because I am trying to articulate a response to the topics exposed by the interview that does not start a conversation based on partisan politics. Whenever I mention my liberal focus on producing a wealthier society that can afford to invest in good public education, public health, and public utilities that enable family wage jobs to be created, I can count on commentary from partisans who accuse me of being a softheaded socialist.

Whenever I mention my concern that dumping vast quantities of CO2 into the atmosphere is altering its chemical and physical properties and putting the generally benevolent nature of the earth’s climate at risk, I can count on commentary from skeptics who express an almost religious belief that man cannot have that kind of negative effect on god’s creation. Some participants in the discussion generally recognize that there is a certain amount of harm associated with fossil fuel waste products but they believe that any effort to reduce the probabilistic risk that we might be doing something irreversible puts the fragile economy at risk. They believe that all of the solutions are more expensive or less reliable than the status quo or they believe that it is all a plot by banksters who want to establish a new way to make money by trading phantom carbon credits.

What surprises and hurts me the most is when people who generally agree that a civil, livable society should be organized to provide a helping hand up to the least fortunate and that it should seek to minimize harm to the environment irrationally reject nuclear energy. That is the most powerful technological tool I know for addressing both of those goals. An aggressive program to expand nuclear energy technology as a replacement for fossil fuel combustion offers an opportunity to produce a cleaner, more reliable, more egalitarian, and more affordable energy system that will provide a foundation for a vast expansion of beneficial wealth for a growing number of people.

US governors ask Obama to boost wind energy

A coalition of 24 US governors from the major parties and each region of the country has asked the administration to take steps to provide a more favourable business climate for the expansion of wind energy according to the American Wind Energy Association.

Demands are being made for a 7-year extension of the Production Tax Credit (PTC) and the Investment Tax Credit (ITC) to provide consistent, low tax rates for wind energy.

A letter from the governors, sent last month to the White House, has since been made public by the Governors Wind Energy Coalition. Signed by coalition chair Governor Lincoln Chafee, and vice chair Governor Terry Branstad, the letter states:

“Although tax credits for wind energy have long enjoyed bipartisan support, they are scheduled to expire next year. Wind-related manufacturing will slow if the credits are not extended, and some of the tax credits’ benefit will be lost if Congress pursues a last-minute extension. It is important to have consistency in policy to support the continued development of wind manufacturing in the United States. Extending the production tax credit and the investment tax credit, without a gap, is critical to the health of wind manufacturing in our nation. The wind manufacturing industry in the U.S. would benefit even greater if the extension of these credits would be for at least seven years.”

“Governors have always focused on jobs and economic development as their main responsibility. Now that Washington is following suit, it helps for these Governors to tell Washington what has been putting people to work in their states,” said AWEA CEO Denise Bode. “It is also helpful for them to support the removal of roadblocks that can occur in administrative agencies, so that deployment objectives are not unintentionally thwarted.”

Renewable energy stocks news alert: Top 10 best-performing solar PV stocks in 2011

ROTTERDAM - August 30, 2011 (Investorideas.com renewable energy/green newswire) The shares of US-based GT Solar are the best-performing stock so far in 2011, with a 21% increase. Despite the price pressure on polysilicon as feedstock material in the solar industry, this manufacturer of polysilicon equipment scored the best results. Until 23rd August, only four out of 30 solar PV stocks showed a positive result. Solarplaza's Top 10 Best-Performing Solar PV Stocks in 2011 furthermore shows that eight out of ten stocks are non-Asian brands or companies. Most of the world's biggest manufacturers of solar modules cannot be found in the Top 10, except for US-headquartered Sunpower and relative newcomer Jinko Solar.

The relative strong performance of Sunpower's stock can be explained by its takeover by France-based Total earlier this year.

The other Top 10-listed companies have another position in the industry supply chain: from polysilicon producers to inverter manufacturers; and from equipment manufacturers to project developers.

Why Are Solar Stocks Down?

Germany, the world's biggest PV market in 2010, reduced its incentives for solar energy at the beginning of 2011. The same happened in the case of the runner-up, Italy. At the same time, an industry boom occurred in the supply chain. Not only did existing manufacturers of polysilicon, cells and modules in (mainly) China expand their production capacity, but the global market grew for at least ten consecutive years, showing an extremely high growth rate of over 100% in 2010. This spurred on the industry – and still today new, highly ambitious players are entering the market. The result of this is price and margin pressure, which necessitates cost reductions. In this game of survival, short-term profit prognoses and stock valuations are under pressure too.

A Bright Future in the Long Term

The good point about this cost and price pressure situation is of course that solar PV modules and systems become cheaper, faster. This will lead to solar energy fast becoming a competitor to fossil energy without the need for subsidies, called grid parity. As a result, and with the further cost and price reductions ahead, the future for solar energy is bright and infinite. This transition phase of solar becoming cost-competitive is happening right now, with the result that solar stocks today are attractively priced. More and more markets are emerging and will become cost-competitive. The global solar PV market will not stop growing. It is just transitioning from dependence of a few subsidized markets towards many markets and reaching the point of grid parity. Apart from this upside, the downside risk is that, amidst the fierce competition, not all manufacturers and players will survive.

What is the Outlook for 2012?

Economic uncertainty and government budget cuts put pressure on the continuation of incentive programs. This could result in further pressure on the industry, calling for increased and faster cost and price reductions. At the same time, an increasing number of markets will emerge, attracted by the cheap sustainable energy solution which solar energy offers. Which of these two developments will ‘win' in 2012 is yet to be seen. Most experts are forecast that 2013 and the years thereafter will be extremely prosperous. The question therefore is whether stocks are now at the bottom price or whether they could drop a little more before going up, following the unavoidable infinite growth phase after 2013. As in any industry, even in the prosperous solar industry not all stocks are sure winners. Indeed, this is a sign that the solar energy industry is growing into a mature business.

Turn off the lights. Turn on the savings with Con Edison's energy savings programs.

August 30, 2011 (Investorideas.com renewable energy/green newswire) Did you know lighting consumes up to 40% of a commercial facility's electricity? The heat output from lights also impacts cooling loads. The following four options can help reduce lighting costs.

Turn Off the Lights

This sounds very basic but "turning off the lights" is an easy, energy-saving practice that can produce substantial cost savings benefits. And remember; switching to compact fluorescent light bulbs (CFLs) will save about 75 percent of your lighting costs, and even more when you remember to turn them off.

Use Occupancy Sensors

Occupancy Sensors are an effective method of reducing lighting costs in almost every space where people move in and out in unpredictable patterns (e.g. offices, restrooms, warehouses and conference rooms). In fact, a study conducted by the Lighting Research Center, "An Analysis of the Energy and Cost Savings Potential of Occupancy Sensors for Commercial Lighting," showed a 43% energy savings when occupancy sensors were installed in private offices.

Con Edison provides a $50 rebate per installed sensor (minimum 100 watts controlled).

Take Advantage of Natural Daylight

The concept of "Daylight Harvesting" is simple: when sufficient daylight is available, an easy to install daylight sensor will automatically dim or turn off the lights. A daylight sensor will continually monitor the lighting level and make adjustments to the electric lighting based on a pre-set target. Not only can you save energy by dimming or turning lights off, studies such as the U.S. Department of Energy Greening the Building and the Bottom Line: Increasing Productivity Through Energy-Efficient Design show increased productivity when employees have access to natural daylight or views outside.

Earn $60 per sensor (minimum 75 watts controlled) from Con Edison when you install remote mounted daylight dimming controls, or $30 per sensor (minimum 45 watts controlled) for fixture-mounted daylight dimming controls.

Integrate Lighting Control into Your Facility

Lighting control panels can be installed next to a building's electrical panel or near the lighting load the panel is controlling. The lighting control panel controls a group of light fixtures by sending a signal to turn the lights on/off at pre-programmed times. You can program the panels remotely or have the factory program them prior to shipment. Another benefit to using control panels is that they can be used in conjunction with the "daylight harvesting" and occupancy sensor techniques outlined above. Lighting control panels are easily adaptable into existing facilities and can provide you with automated lighting controls for a minimal cost while providing substantial energy savings.
